# Badia del Vallès: residential asbestos-cement removal record

**Evidence record**
Prepared by **Manus** for AsbestosAtlas.org, 14 October 2026. Evidence checked through that date. Scientific, legal and editorial review are not recorded. This is a time-sensitive record of the 13 October start, not a completion announcement.

> **Public reading copy.** This copy derives from the checksum-preserved source file received 14 October 2026. Internal workflow metadata has been removed from public surfaces; evidence findings, source identifiers, qualifiers, limitations and `not established` markers are retained. This copy does not record completed scientific, legal, editorial or publication review.

## Structured record

This record follows the shared registry → evidence → sources relationship and preserves explicit unknowns. The available project files describe a U.S. shipyard schema, not a current town/facility template. The town-specific extension below is therefore **provisional**, not a claim of compatibility with an unseen production schema. It does not alter existing shipyard IDs, tables or canonical arrangements. Source IDs resolve in `badia-sources.md`; evidence IDs below also identify rows in that file’s claim ledger.

## What began on 13 October 2026

Badia del Vallès’s council reported that the residential asbestos removal operation began on **13 October 2026 at Carrer Porto 19**. Its notice describes the first activity as conditioning the material with a primer before removal. That wording establishes the start of preparatory work; it does not establish that pipes had already been detached or that a block had been completed that day. The preceding notice identifies the targeted material as **asbestos-containing cement pipes**, and the municipal first-phase schedule lists Carrer Porto 19 under Lot 3, page 3, row 29. [1] [2] [3]

The council says the first phase covers **127 residential blocks** and characterizes this phase as **the largest asbestos removal carried out in Europe**. That is the council’s characterization, not an AsbestosAtlas comparative finding. No Europe-wide comparison with consistent definitions of mass, buildings, work type and completion status has been established for this record. [1]

The October notice says work will continue along Carrer Porto, with two further companies beginning in the following weeks on Avinguda Costa Brava and Avinguda Mediterrània. Their exact start dates are **not established**. The 9 October notice names AGD for the initial Porto work; actual labour-authority approval documents have not been reviewed. [1] [2]

## The residential setting and the programme’s scale

The municipality’s history places the original housing construction in the late 1960s and early 1970s, with construction ending in 1973 and occupation beginning in 1975. This is the council’s retrospective history, not an inspected original construction specification. elEconomista’s 13 October report describes extensive asbestos use during the town’s construction and decades of resident demands for removal. The current municipal notice specifically documents asbestos-cement pipes; it is not proof that all building components, or every home, contain asbestos. [4] [5] [2]

elEconomista and RTVE report a full-programme scope of **153 blocks** and approximately **13 tonnes**, calling the material “amianto” or “amiant.” Neither inspected report supplies a primary quantity schedule or defines whether the 13 tonnes represents asbestos-containing products or asbestos fibre content. This record therefore retains the figure as an **attributed press estimate**, not a verified mass of fibrocement or pure asbestos. No measured quantity removed is established. [5] [6]

There is historical primary context for the 153-block figure: the council’s March 2024 briefing lists 115 buildings in a first phase and 38 in a second, involving galleries, ventilation pipes and asbestos-containing roofs. The current first-phase notice instead states 127 blocks. The historical phase allocation must not be carried forward unchanged, and the October documents reviewed do not reconcile the current full programme with that older allocation. In particular, this record does not infer a current second-phase count by subtraction. [7] (p. 7) [1]

The same briefing records a **€4,491,818.91 grant**, announced on 27 November 2021 and accepted on 22 December 2021. The municipality’s July 2026 award notice describes the wider subsidy as **€4.4 million**, while elEconomista’s October report describes a **€4.5 million programme budget**. The older exact grant is consistent with the press figure at rounded precision, but a historical grant is not necessarily the current authorised programme budget. The July description is retained separately rather than silently corrected. Current authorised total and final expenditure are **not established**. [7] (pp. 2–3) [8] [5]

## How the council described the work

The municipal forecast is **one working day per community if there are no incidents**, with a **maximum expected duration of three days** where weather, technical difficulties or other extraordinary circumstances intervene. This is a forecast, not a verified contractual cap, and cannot be multiplied by the number of blocks to create a town-wide completion date. Work is to be carried out from outside the buildings; routine entry to dwellings, stairwells and entrance halls is generally unnecessary. Roof access may nevertheless be requested to install or inspect safety anchor points. [1]

The notice requires boilers and other equipment connected to the affected pipes to be disconnected beforehand. Pipes with active connections cannot be removed. During execution, the council calls for nearby windows to remain closed, façade air-conditioning units not to be used, obstructing clotheslines and awnings to be removed, and announced safety restrictions to be respected. These are descriptions of the council’s instructions, not evidence that compliance or clearance has been verified. [1]

The council provides a dedicated incident-reporting web form and WhatsApp number, **930 485 573**. Their published existence is documented; their operational status, incident volumes and response performance are **not established**. No form was submitted and no resident or contractor was contacted for this record. [1]

The material category matters: asbestos-cement is a **bonded-matrix, ordinarily non-friable category**, unlike loose or friable insulation and pipe lagging. Government guidance explains that cement binds the fibres, but damaged or badly weathered bonded products can become friable. This distinction does not certify the condition of Badia’s pipes or make removal risk-free. No site-specific condition assessment, air sampling or worker/resident exposure measurement was reviewed, and none is inferred from the programme’s scale. [2] [9]

## Planning before the new Catalan law

The March 2024 briefing says the council approved preparation of an asbestos map on **6 February 2018**, financed by the residents’ association and the municipality. It records the 2021 grant and unsuccessful procurement stages in 2022 and 2023. This substantiates a long-planned project and procurement difficulty; the briefing is the council’s retrospective account, not the original minutes or tender decisions. Its forecasts of work beginning in 2024–25 are historical and are not current schedules. [7] (pp. 2–6)

The July 2026 notice records completion of the first-phase award process, with Lots 1 and 3 awarded on 16 June and Lot 2 on 22 July. This is additional primary administrative reporting that the project was underway before the new law’s general commencement. [8]

Catalonia’s **Ley 8/2026, de 2 de julio, de la erradicación del amianto** generally entered into force on **3 October 2026**. Its final provision seven makes an exception for the Title IV, Chapter II sanctions regime, which awaits its implementing decree. Article 21 requires delivery of an asbestos presence-or-absence certificate when a property is sold or rented; pending regulation, certificates must at least address visible asbestos, material condition and possible risk. [10] (article 21; final provision seven)

Article 14(2) requires the health administration to create a **registry of mesotheliomas and asbestos-related diseases**. Creation is mandated by the law; an operational registry, specific individual case-reporting duties and Badia-specific case counts are **not established** by the reviewed provision. The law’s commencement and the October works start are chronological context only. **This record does not claim that the law caused or initiated Badia’s programme.** [10] (article 14(2)) [7] [8]

## Completion and evidentiary limits

**The verified full-programme completion timeline is not established.** RTVE’s 13 October synopsis does report completion “a principis de l’estiu” — at the beginning of summer — without an explicit year or an underlying primary schedule. That qualified press statement must be retained as an unresolved schedule lead; it would be inaccurate to say that no consulted source mentions any timeline. The municipal October notices establish only per-community expectations and staged starts. [6] [1] [2]

This is evidence of a residential asbestos-cement remediation programme, not a cohort study, occupational exposure survey or disease-causation finding. The reviewed records do not establish an individual’s exposure, asbestos-related disease, legal eligibility, a town-specific disease rate, completed clearance, or an asbestos-free town. The council’s size characterization and press descriptions of universal removal are not adopted as those findings. [1] [2] [5] [6]

## Record limitations

The available material does not establish a current primary programme document for the 153-block full scope, changed phase allocation, material-quantity definition or the RTVE early-summer target. Occupational-health review and legal review are **not established** in the materials available for this record. A current sponsorship disclosure and its approved wording are **not established** in the materials available for this record. This record should not be labelled scientifically verified.
