# Badia del Vallès: source and claim ledger

**Source and claim ledger**
Author: **Manus**. Access/check date for all sources: **14 October 2026**. Companion: `badia-facility-record.md`. This is documentary checking, not scientific or legal review.

> **Public reading copy.** This copy derives from the checksum-preserved source file received 14 October 2026. Internal workflow metadata has been removed from public surfaces; evidence findings, source identifiers, qualifiers, limitations and `not established` markers are retained. This copy does not record completed scientific, legal, editorial or publication review.

## Evidence grades and record conventions

**P1 — Direct primary administrative or legal record:** official municipal notices of their own programme actions, attached schedules, and the official statute. A council notice establishes what the council announced, not independently measured exposure, completed clearance or a continental ranking.

**P2 — Official retrospective account:** municipal history or a public briefing describing earlier decisions. Primary evidence of the authority’s account, but not a substitute for original minutes, grant resolutions, specifications or procurement records.

**G — Government technical guidance:** authoritative material-category context, not a Badia-specific condition assessment or scientific study of its population.

**S1 — Secondary journalism:** an identified news publisher’s report, with figures attributed and limitations retained. Public-broadcaster journalism is still secondary reporting, not a regulatory record.

**S2 — Derivative secondary account:** explicitly based on another source; not an independent confirmation.

These grades concern provenance. They are **not** the older shipyard epidemiology tiers or a yard-risk ranking. Missing values mean **not established**, not zero, absent or never occurred. The provisional town ID is `badia-del-valles`; `badia-E###` joins the claim ledger to that record, and `badia-S###` identifies sources. No existing dataset IDs or employment rows were changed.

## Source register

### badia-S001 — October works-start notice

Locators: opening three paragraphs; headings *Durada prevista*, *Desconnexió prèvia de les calderes i les instal·lacions*, *Col·laboració dels copropietaris*, *Accés a l’edifici*, and *Comunicació de consultes i incidències*. Establishes preparation at Porto 19, 127-block first phase, staged locations, expected community duration, access qualifications, precautions and published incident channels. It contains neither the 153-block full scope nor a 13-tonne inventory nor a full-programme completion date. The municipal superlative is self-attributed, not independently validated.

### badia-S002 — Pre-start specification of asbestos-cement pipes

**Title:** *Les obres de retirada de l’amiant de Badia comencen dimarts vinent*. **Publisher/author:** Ajuntament de Badia del Vallès. **Date:** 2026-10-09. **Language:** Catalan. **Type/grade:** municipal programme notice, **P1**. **URL:** https://www.badiadelvalles.cat/document.php?id=12284

Later headings repeat the operational instructions. Describes the planned procedure and authorised/specialist contractor in the council’s terms; it is not the underlying labour-authority approval or proof of completed safe removal.

### badia-S003 — elEconomista report

**Title:** *Badia del Vallès inicia la mayor retirada de amianto en Europa*. **Author:** Aleix Mercader. **Publisher:** elEconomista. **Date/time as displayed:** 2026-10-13, 18:45; time zone not established. **Language:** Spanish. **Type/grade:** news report, **S1**. **Source URL, plain citation text:** `https://www.eleconomista.es/infraestructuras-servicios/noticias/14020668/10/26/badia-del-valls-inicia-la-mayor-retirada-de-amianto-en-europa.html`

Full article read, not just a snippet. Opening paragraph reports about 13 tonnes of “amianto” across 153 blocks. *Reclamación histórica* describes 1970s construction, resident demands, delayed awards and a €4.5 million budget. The body does not provide a primary inventory, an exact material mass definition or a primary finance resolution. Its unqualified size superlative is not adopted. Use the municipality, rather than this report’s compressed wording, for per-community duration and safeguards. **Secondary source; not a primary measurement.**

### badia-S004 — RTVE same-day synopsis

**Title:** *Badia del Vallès inicia la retirada massiva d’amiant de tots els habitatges*. **Publisher:** RTVE, *L’Informatiu*; individual author not established. **Date:** 2026-10-13. **Language:** Catalan. **Type/grade:** broadcaster news synopsis, **S1**. **Source URL, plain citation text:** `https://www.rtve.es/play/videos/linformatiu/badia-del-valles-inicia-retirada-massiva-damiant-tots-els-habitatges/17264492/`

Synopsis read by extraction and in the browser. Reports 13 tonnes and 153 blocks, and states: “Segons el calendari previst, la retirada total es completarà a principis de l’estiu.” Translation by Manus: “According to the planned schedule, total removal will be completed at the beginning of summer.” Year and underlying schedule are not given. The displayed clip duration is 59 seconds; audiovisual content was not transcribed or independently analysed. Its claims about every home or a first asbestos-free European town are not imported into the facility findings. **Secondary schedule lead, not a verified completion commitment.**

### badia-S005 — Official Law 8/2026

**Title:** *Ley 8/2026, de 2 de julio, de la erradicación del amianto*. **Issuing jurisdiction:** Comunidad Autónoma de Cataluña. **Publisher:** Agencia Estatal Boletín Oficial del Estado. **Law date:** 2026-07-02. **DOGC publication:** no. 9699, 2026-07-03. **BOE publication:** no. 201, 2026-08-17, pp. 115241–115275. **Identifier:** BOE-A-2026-17836. **Language reviewed:** Spanish. **Type/grade:** official legislation, **P1**. **URL:** https://www.boe.es/diario_boe/txt.php?id=BOE-A-2026-17836

Relevant provisions read from the full official text. BOE notes that the text includes the DOGC no. 9721 correction of 2026-08-03. Commencement metadata was also opened in the browser at https://www.boe.es/buscar/act.php?id=BOE-A-2026-17836. Exact locators: article **14(2)**, article **21(1)–(3)**, and **final provision seven**. General commencement is 2026-10-03, with the Title IV, Chapter II sanctions exception. Article 14(2) mandates creation of a registry; it does not itself establish that it is operational or impose a verified individual case-notification protocol. This is statutory context, not property-specific legal advice or a finding that the law caused the municipal project.

### badia-S006 — Bonded versus friable material guidance

**Title:** *Types of asbestos-containing material*. **Publisher:** State Government of Victoria, asbestos.vic.gov.au. **Displayed update:** 2019-10-30. **Language:** English. **Type/grade:** government technical guidance, **G**. **URL:** https://www.asbestos.vic.gov.au/about-asbestos/types-of-asbestos

Full page read. Locators: *Friable asbestos* and *Non-friable (bonded) asbestos*. It distinguishes cement-bound products from loose insulation/lagging and explains that damage or weathering can make bonded material friable. No generic fibre percentage, generic risk estimate or Australian regulatory requirement is applied to Badia. **General category evidence only.**

### badia-S007 — Historical municipal public briefing

**Title:** *Sesión informativa: Proceso de la retirada del amianto en Badia del Vallès*. **Publisher/author:** Ajuntament de Badia del Vallès; no named individual author established from the document. **Date:** March 2024; filename indicates a session on 18 March, and the PDF metadata records creation on 2024-03-18. An explicit publication date on the document is **not established**. **Language:** Spanish. **Type/grade:** official retrospective briefing and then-current plan, **P2**. **URL:** https://www.badiadelvalles.cat/ARXIUS/2024/amiant/sessioinformativaamiant180324.pdf

All eight PDF pages read locally. **Page 2:** 6 February 2018 map approval, residents’ association/municipality financing, 27 November 2021 grant announcement of €4,491,818.91. **Page 3:** grant acceptance on 22 December 2021 and unsuccessful 2022 tender. **Page 4:** 2023 procurement stages and unsuccessful encapsulation tender. **Pages 5–6:** March 2024 contract step and historical forecasts. **Page 7:** 115 first-phase buildings and 38 second-phase buildings, with galleries, ventilation tubes and roofs. These are historical phase counts and forecasts, not the current 127-block allocation or a current completion schedule. The grant resolution and original map were not reviewed.

### badia-S008 — July first-phase award notice

**Title:** *Adjudicat el lot 2 de la primera fase de retirada de l’amiant*. **Publisher/author:** Ajuntament de Badia del Vallès. **Date:** 2026-07-22. **Language:** Catalan. **Type/grade:** municipal award announcement, **P1**. **URL:** https://www.badiadelvalles.cat/document.php?id=12222

Read in full. Opening paragraphs record Lot 2 award, 25 buildings and 127 first-phase communities; Lots 1 and 3 were awarded on 16 June. Funding paragraph describes a €4.4 million Generalitat subsidy via the Agència de Residus de Catalunya. This is the council’s announcement, not a reviewed signed contract or original finance resolution. It links the first-phase PDF in badia-S010. The €4.4 million description is preserved, not silently reconciled with the historical exact grant or press’s €4.5 million figure.

### badia-S009 — Municipal town history

**Title:** *Badia del Vallès*, section *Historia de Badia del Vallès*. **Publisher/author:** Ajuntament de Badia del Vallès. **Publication date:** **not established**. **Language:** principally Catalan. **Type/grade:** official retrospective history, **P2**. **URL:** https://www.badiadelvalles.cat/municipi

Read in full. History section identifies the town’s names, late-1960s/early-1970s construction, 1973 completion and 1975 occupation. It is not an original construction record and does not independently specify asbestos products. Geographic coordinates on this page are presented as UTM without an inspected full coordinate-reference specification; no latitude/longitude was invented or converted for this record.

### badia-S010 — Municipal first-phase community schedule

**Title:** *Fase 1 — Retirada amiant*; linked as *Comunitats on es retira l’amiant durant la fase 1*. **Publisher:** Ajuntament de Badia del Vallès. **Publication date:** **not established**. **Date context:** linked by the 22 July notice; downloaded PDF metadata gives creation on 2026-07-23, so the attachment’s exact release/version date is not assumed. **Language:** Catalan. **Type/grade:** municipal programme schedule, **P1**. **URL:** https://www.badiadelvalles.cat/ARXIUS/2026/Noticies/ComunitatsRetiradaAmiantFase1.pdf

All four pages inspected, including rendered address tables. **Page 3, Lot 3, row 29:** Carrer Porto 19. Pages 1–2 describe lots with galleries and chimneys; pages 3–4 describe chimney-only buildings. The attachment was used to verify Porto 19’s inclusion, **not to certify an independent recount of all 127 blocks** or its consistency with every later version.

### Supplementary source for badia-E017 — not an accepted independent finding source

**Supplementary ID:** badia-S011. **Title:** *Badia del Vallès begins asbestos removal from 127 building blocks*. **Author:** Pere Roca Soler. **Publisher:** Diari de Catalunya. **Date/time:** 2026-10-13, 15:29 as displayed. **Language inspected:** English translation. **Grade:** **S2**. **URL, plain citation text:** `https://diaricatalunya.cat/en/valles-occidental/badia-del-valles/badia-del-valles-begins-asbestos-removal-from-127-building-blocks`

Full text read. Its closing attribution says it is based on the official council source, 13 October 2026, and links badia-S001. The publication exists, but independent reporting cannot be established from this item. It compresses the council’s forecast into a three-day statement; use the municipal original. It is retained to document the source-dependence cross-check, not to increase the apparent number of independent sources. Add this ID only to the supplementary provenance set, not the facility’s accepted factual-source list.

## Corrections and limitations

The supplied material calls the 13 tonnes “fibrocement”; inspected journalism calls it asbestos without defining the mass basis. The record does not silently turn that into 13 tonnes of bonded products or fibre mass. The primary material specification is the municipality’s asbestos-containing cement pipes, while the quantity remains a secondary estimate.

An earlier source note treats Diari de Catalunya as independent. The inspected account explicitly relies on the municipal notice. It also says no sources state total completion timing; RTVE does state an early-summer target, without an explicit year or primary calendar. Both conflicts are recorded instead of repeating unsupported assumptions. The authoritative completion field remains **not established**.

The 2024 briefing’s old 115/38 phase allocation and 2024–25 start forecasts cannot describe the current first phase. The October 127-block count takes precedence for that phase. A current primary programme inventory/quantity schedule and calendar would reconcile the full 153-block scope, material quantity, remaining allocation and timeline. The historical exact grant should not be relabelled the current total budget without a finance record. A current sponsorship disclosure, approved wording and a town/facility template are not established in the materials available for this ledger.

No reviewed source supplies an occupational exposure series, town-specific cohort, disease rate, laboratory fibre identification, disposal manifest or completion/clearance certificate for the programme. This is a limit of the documents inspected, **not a claim that such documents or conditions do not exist**. No external inquiries were sent. English paraphrases and translations are by Manus; original source authors remain as listed. Scientific, legal, editorial and publication review are **not established**.
