# Taranto increment: decree-text check and claim/source ledger

## Decree-text check result — first finding

**No published legal text for the 13 October 2026 ex-ILVA decree-law was located in the official records inspected.** The first check was made before other research on 14 October, approximately 14:19–14:20 UTC. The last publication-status check was at **14:26:33 UTC**. The Gazette homepage displayed Serie Generale **no. 238, 13 October 2026**; its full contents did not list the new ex-ILVA measure. The parliamentary index inspected did not identify it either. The Gazette recent-issues extraction returned supplement entries rather than a complete general-series inventory, so it was not treated as an exhaustive negative check. [1] [2] [17] [18]

This finding is **time-bounded**. It does not assert that the decree has never been published or cannot appear later on 14 October. The official cabinet communiqué confirms approval, but is not the legal text. No decree number, promulgation date, publication date, entry-into-force clause, final article wording or actual conversion deadline is supplied. Recheck the Gazette before any release; replace reported terms with the published text if located. [3]

**Work order:** WO-ATLAS-20261014-ILVA · **Companion draft:** `ilva-taranto-decree-increment.md` · **Version:** v0.1 · **Prepared:** 14 October 2026 · **Author:** Manus. This is a private Tier 2 review package. ANCHOR editing, CLEO final QA, Charles's publication decision and appropriate legal/occupational-health review remain pending. No publication, deployment, merge, GitHub operation or new automation was performed.

## Evidence grades used here

**P1 — Official primary document or institutional record, directly reviewed.** This establishes what that document records. It does not turn an operator's estimate reproduced by a regulator into an independently measured quantity.

**P2 — Primary court document, directly reviewed, hosted by a third party.** The July decree and September order were obtained as original-form PDFs linked by PeaceLink. Page references and dispositions were checked in the documents, including visual verification of the conflicting units. No court-hosted copy or independent electronic-signature validation was obtained. PeaceLink's explanatory prose is not the evidentiary source.

**P3 — First-party statement by a participant.** Reliable evidence of that participant's announced position or action, not neutral verification of its underlying assertions.

**S1 — Secondary reporting of an attributed official account or quoted legal filing.** The ministerial account, citizens' filing and Prosecutor General's opinion retain this grade where the original statement/transcript or filing was not obtained. Quoted allegations do not become measured facts.

**S2 — Secondary report, including attributed estimates or proposals.** Used with the outlet, date, attribution and scope identified. Conflicts remain visible.

These grades concern **provenance and the kind of support**, not facility severity, scientific review, or the site's editorial tiers. Citation numbers are work-order-local source identifiers. The claim identifiers below are also local and are not replacement yard, facility, evidence or source IDs.

## Claim-to-source mapping

### C01 — Cabinet approval on the evening of 13 October 2026

**Source:** [3], P1, section “EX ILVA: LAVORATORI E RILANCIO INDUSTRIALE DI TARANTO.” The communiqué is dated 13 October and records a meeting starting at 19:18. It explicitly says the Council approved a decree-law. It does not establish publication or entry into force. Used in the draft's publication paragraph and 13 October timeline entry.

### C02 — No published text located at the recorded cutoff

**Sources:** [1] [2] [17], P1 official indexes, plus [18], P1 but incomplete extraction. This supports the researcher's bounded negative finding, not a universal absence claim. The latest Gazette issue then displayed was no. 238. Do not supply a guessed decree number or calculate conversion from cabinet approval.

### C03 — Provisional decree-law form and 60-day conversion rule

**Source:** [4], P1, Constitution Article 77. Conversion is required within 60 days **from publication**; absent conversion, effect is lost from the outset. This is the general constitutional rule, not evidence that the unlocated instrument's final wording or effective-date clause has been reviewed.

### C04 — Reported Article 4 and the exact equipment list

**Source:** [5], S1/S2, 13 October, ministerial account and accompanying equipment enumeration. It reports Article 4, coke batteries **7, 8, 9, 12**, and cowpers associated with blast furnaces **1, 2, 4**. The article number and enumeration are **not independently confirmed in published decree text**. The cabinet communiqué [3], P1, confirms warm holding generally but does not enumerate these units. Do not imply all numbered cowpers of every named furnace were individually inventoried in this work.

### C05 — Conservation without restarting production

**Sources:** [5], S1/S2, expressly distinguishes preservation from permission to restart; [3], P1, preserves monitoring “anche in assenza di attività produttiva.” Il Messaggero [16], S1/S2, 14 October 01:50, independently reports that the measure does not authorize furnace reactivation or primary steel production. “Reopens” and “resumes production” are not supported descriptions of this measure.

### C06 — End point and continuing atmospheric monitoring

**Source:** [3], P1. Warm holding lasts until publication of the Cassation reasoning on the challenge to the production injunction, **in any case no later than 15 December 2026**. Operator atmospheric monitoring continues even without productive activity. [5], S1, corroborates Calderone's reported account. The deadline is not automatically 20 October. Neither source identifies an asbestos-fibre sampling protocol for warm-held cowpers.

### C07 — Appellate decree identity, suspension order and removal condition

**Sources:** [7], P2, pp. 43–45; [8], P2, p. 2. July document: joined **RG VG 210/2026, 211/2026, 215/2026**, decision **9 July 2026**. September order identifies it as **decree no. 425/2026**, published **27 July 2026**. Page 43 treats asbestos and fine-particle grounds as independently decisive. Page 44 conditions the initiative to resume on **complete asbestos removal from the installations**, fine-particle safety measures and the administrative framework. Do not narrow the removal condition to the specified cowpers or substitute a “survival” prediction for the court's terms.

### C08 — Court's kilogram passage and the material inventory conflict

**Sources:** [7], P2, p. 27: “oltre 2000 kg”; the same document, p. 23: citizens' case summarized as an estimated **2140 tonnellate**. [8], P2, p. 3: **“oltre 2.000 tonnellate.”** [12], P1 with operator-estimate limitation, pp. 54–55, provides the independent official-document cross-check described below.

The draft may identify the July page-27 kilogram passage, but **must not state an unqualified facility total of roughly 2 tonnes**. It is inconsistent with other passages and the inventory units. No formal judicial correction was located. Missing reconciliation remains unknown; no facility-total numeric value was normalized.

### C09 — ISPRA's operator-supplied residual inventory

**Source:** [12], P1 for the regulatory report, operator-supplied estimate for the quantity. *13° Rapporto Controlli*, dated **31 March 2026**, reporting controls updated to **31 December 2025**. Page 54 identifies operator **DIR 63 of 27 January 2026, annex 7**, reporting completion of RED/GRAY/BLUE schedules and estimated GREEN residual quantities. Page 55's visual table header reads **“Quantitativi in opera stimati [ton]”**. Entries for AFO1 cowpers **11, 12, 13**, AFO2 cowpers **21, 22, 23**, and AFO4 cowper **42** each show **240** in that tonne column.

This is evidence that an official report reproduces a tonne-denominated equipment inventory, **not independent weighing**, an October 2026 inventory, or a verified pure-asbestos fraction. The underlying annex was not obtained. No sum of these rows is presented as a comprehensive plant inventory. The regulator table prevents silently treating the tonne passages as obvious typographical errors.

### C10 — 2017 removal prescription and 2023 deferral in the litigation chronology

**Source:** [7], P2, pp. 24–29. The decree recounts **DPCM 29 September 2017, Article 13(2)** and **DM 278 of 10 August 2023**, quoting changes to the remediation schedules and end-of-equipment-life deferral. Original instruments and complete PORA schedules were not separately reviewed. The draft attributes this history to the court rather than claiming fresh verification of every administrative provision.

### C11 — Citizens' characterization of the 7 May 2025 incident

**Source:** [10], S1, ANSA, **10 October 2026, 09:51**. Quotes the second counter-appeal submitted by the lawyers for the Genitori Tarantini citizens, characterizing an explosion of a **“tubiera coibentata in amianto”** at the AFO1 cowper and dispersal of incandescent material, dust and gases. [7], P2, p. 23, separately records the citizens' allegation that the 7 May pipe fire dispersed asbestos fibres.

The filing's characterization and release mechanism remain **allegations**. The complete second counter-appeal was not obtained; its submission date is not inferred from the article's publication date. Neither source supplies a quantified asbestos release or personal exposure dose.

### C12 — Independent incident documentation exists, without an asbestos-release measurement

**Source:** [11], P1, ARPA Puglia Centro Regionale Aria's **9-page AFO1 incident report**, event dated **7 May 2025**. Page 2 references **ARPA protocols 27035/2025 and 27043/2025, 8 May 2025**. Pages 2–3 define ambient/DOAS monitoring and list pollutants; no asbestos-fibre parameter is listed. Pages 5–6 and 9 report monitored air-quality and stack-system findings. Page 9 concludes that the examined data show no significant air-quality impacts attributable to the incident.

That conclusion has the limits of the listed monitoring systems; it is **not an asbestos-specific negative result**. The report does not provide asbestos-fibre sampling, a released asbestos mass, or a worker dose. Its existence corrects a possible overbroad statement that no independent incident documentation exists. No independent report **quantifying an asbestos release** was located. The official index that linked it is [19], P1. ISPRA [12], P1, p. 44, also records investigation of the AFO1 incident, but is not used to quantify asbestos release.

### C13 — 2025 AIA and the court's assessment of omitted removal terms

**Source:** [7], P2, pp. 27–29, legal reasoning on the **25 July 2025 AIA** and deferral of removal. It supports the court's assessment of deficient prescriptions, not an independent emissions measurement for each unit. The complete AIA was not separately reviewed for this increment.

### C14 — February trial order and changed timetable

**Source:** [8], P2, p. 3, recounts trial decree **26 February 2026** and initiation of technical/administrative suspension activities on **24 August 2026**. [7], P2, pp. 44–45, records the subsequent appellate timetable. The historical August date is not presented as the later operative completion deadline.

### C15 — Ninety-day period runs from communication, not publication

**Source:** [7], P2, pp. 44–45: **90 days from the last communication** of the decree to recipients, under the monitoring authority's supervision. The service/communication records were not obtained. No calculated calendar completion deadline is supplied.

### C16 — September stay refusal

**Source:** [8], P2, p. 12, disposition refusing the companies' application to suspend enforceability of decree 425/2026. Joined **RG 2326/2026 and 2327/2026**; decision **9 September 2026**. The draft does not substitute October press reports for the actual date of this document or claim it resolves every later procedural application.

### C17 — Reported Prosecutor General advisory objection

**Source:** [9], S1, Il Fatto Quotidiano, **6 October 2026**, updated 16:45. Reports a **nonbinding** Prosecutor General opinion arguing that actual or possible outward dispersion during production had not been established, with danger deduced in abstract. It reports presentation the preceding Monday evening; **6 October is used only as the reporting date**. The full opinion was not located. It is not a Cassation judgment, and the reported objection is not proof of measured zero fibre emissions.

### C18 — Citizens' asserted vibration/thermal-expansion mechanism and hearing date

**Source:** [10], S1. The second counter-appeal asserts worn asbestos-bearing structures, vibration and thermal expansion as dispersion pathways and cites the May incident. ANSA identifies a **20 October 2026 Sezioni Unite hearing**. No comparative warm-holding/production/shutdown fibre data is given. No hearing outcome or reasoning-publication date is presumed.

### C19 — Supplier/contractor support through June 2027

**Sources:** [3], P1, supports the announced income-support period **1 October 2026–30 June 2027**, qualifying supplier-chain dependence certified by extraordinary commissioners, and additional direct-worker extraordinary layoff support. [6], S1/S2, ANSA **13 October 2026, 20:49**, describes supplier/contractor support as **CIG in deroga** through June 2027. Do not infer universal eligibility, operational implementation or actual benefit payments from the announcement.

### C20 — €125 million is a pre-approval proposal; final allocation unresolved

**Source:** [13], S2, Roberto Giovannini, HuffPost Italia, **9 October 2026, 09:02**. Explicitly attributes proposed **€125 million** to **union sources**, divided into **€80 million** supplier/contractor CIG in deroga and **€45 million** direct-worker extraordinary-support supplements. [14], S2, Il Sole 24 Ore, **13 October**, reports labour measures increased to approximately **€138 million**. The cabinet communiqué [3], P1, does not publish budget totals.

These figures are not asserted to describe an identical final statutory scope. The main draft flags the discrepancy and retains €125 million only as a dated proposal. The separate **€187 million overall-package figure** attributed to Calderone in Il Messaggero [16] is not substituted for a labour-only appropriation and is omitted from the main draft.

### C21 — Final existing loan instalment, reported €40.5 million

**Sources:** [3], P1, authorizes direct transfer of the last existing repayable financing instalment to Acciaierie d'Italia, subject to the European state-aid framework; it gives **no amount**. [5], S2, reports **€40.5 million**. The separately reviewed ANSA topnews dispatch [20], S2, **13 October 2026, 20:45**, corroborates that amount. Authorization is not evidence of completed disbursement. It is not described as a new asbestos-remediation grant.

### C22 — Further 48-hour strike and limits of “rejected the package”

**Source:** [15], P3, joint **Fim-Fiom-Uilm Nazionali** statement hosted by UILM, **13 October 2026**. Announces **“ulteriori 48 ore di sciopero”** because of **“mancate risposte del Governo.”** The statement supports dissatisfaction and the additional strike, not precise post-approval timing or a clause-by-clause rejection of the final decree text. [6], S2, and [16], S2, also report the strike. The draft therefore does not assert that final cabinet approval caused the announcement.

### C23 — No quantified warm-holding effect or individual exposure conclusion

**Support and scope:** [3] [5] describe the conservation arrangement; [10] records the alleged mechanism; [11] lacks asbestos-specific incident measurements. The primary judicial documents [7] [8] concern preventive relief and a stay, not individualized exposure or compensation findings. [7], p. 6, expressly distinguishes this action from establishing compensation or a causal link between deaths and emissions. The statement that risk is unquantified is a finding about the reviewed sources, not a claim that no such evidence exists anywhere. No dose, disease-causation conclusion, eligibility assessment, or yard/facility ranking is produced.

## Material corrections and questions for ANCHOR

The work order's **roughly 2 tonnes** was not adopted as a settled plant inventory: the court's kilogram passage conflicts with tonne passages and a tonne-denominated operator inventory in ISPRA. The **€125 million** figure was downgraded to its documented pre-approval proposal status. An **independent ARPA incident report was located**, but it does not quantify asbestos release. The final-tranche language is **authorization**, not proven payment. The union action is attributed to its own statement without inventing post-approval timing. The **€800 million damage estimate** is omitted; Il Messaggero attributes it to administrators, and it is unnecessary to this increment. [7] [8] [12] [13] [14] [11] [3] [15] [16]

The priority review questions are: has the decree now been published, and what are its final terms and allocations; can the original inventory annex and any judicial correction resolve the mass/unit discrepancy; can the original advisory opinion and counter-appeal confirm the quoted scope; and is there asbestos-specific incident or warm-holding evidence beyond the reviewed monitoring? These questions do not license changing the canonical site, adding an Italian steelworks to the U.S. shipyard registry, or releasing a dataset.

## Continuity, review status and accomplishments handoff

The relevant project build, dataset description, primary-verification report, research-coverage audit, Brooklyn archival scoping and revised EEAT response were read for continuity. They did not provide a current Taranto baseline or verified existing facility/source IDs in the accessible project materials. This package is therefore a **work-order-local increment**, not a replacement profile or a registry mutation. Existing records and stable IDs must be reconciled by the requesting owner before integration. No historical project progress claim was treated as evidence for Taranto.

**Review status:** source documents and identified passages reviewed by Manus; no named attorney, scientist, ANCHOR or CLEO is represented as having reviewed this package. No scientific-verification label is applied. The court PDFs' third-party hosting and the unobtained decree/filings remain disclosed.

**Accomplishments ledger handoff—not committed:** GitHub access was prohibited by this work order; the ledger and its prescribed format were not accessed. Proposed entry text for Charles or the authorized owner to place in that format: “2026-10-14 — Manus — WO-ATLAS-20261014-ILVA: Completed a private, source-mapped Tier 2 Taranto decree/litigation draft and companion source ledger for expedited ANCHOR → CLEO → Charles review. Verified the July and September Milan court documents and ARPA incident report; identified conflicting asbestos inventory units and the pre-approval provenance of €125M. Published decree text remained unlocated at 14:26 UTC; final legal wording, inventory reconciliation and expert/editorial reviews remain open. Deliverables: ilva-taranto-decree-increment.md; ilva-sources.md. Nothing published, deployed, merged or committed.”

## ANCHOR status refresh — 26 October 2026 (Manus's 14 October entries above stay as the dated record)

- **Decree-law published.** *Decreto-legge 16 ottobre 2026, n. 185*, GU n. 241 of 16 October 2026, “Vigente al: 17-10-2026”. Official GU ELI record 200, title matches. [21] The full text was read from a third-party copy of the GU text, because the GU article pages and normattiva load by JavaScript (normattiva 200 with “riscaldo” 0). [22]
**“batterie” 0, “cowper” 0, “amianto” 0 in the whole act.** The equipment list stays Calderone's reported account.
- **Art. 8 (verbatim):** in article 2 of decree-law no. 133 of 27 July 2026, “100,5 milioni di euro” becomes “141 milioni di euro”; “Agli oneri derivanti dal presente articolo pari a 40,5 milioni di euro per l'anno 2026 …”. This matches the press-reported €40.5 million tranche.
- **Labour totals:** the act sets per-article limits (e.g. 27.3 / 56.1, 15 / 30 million for 2026 / 2027) and states no single labour total. €125M (HuffPost) and €138M (Il Sole) are not matched. No total was computed.
- **Cassation:** Sky TG24, 21 October 2026, 08:10: “I giudici delle Sezioni Unite Civili della Cassazione, il 20 ottobre, si sono riservati di decidere … La decisione verrà poi notificata alle parti.” [23] No decision was reported in searches on 26 October (search-limited).
- **Unchanged by design:** the kg / tonnes / ISPRA-inventory conflict (“oltre 2000 kg”, 2,140 t, “over 2,000 tonnes”, 240 t per cowper) is NOT reconciled; no deadline is calculated from the Milan decree's 90 days.
- **Link check, 26 October:** all refs 200 except [4] senato.it (202, empty body: a bot wall, not a dead page).
