    Limitations
NavSource documents construction, specification, and service/disposal history; it is not a government or litigation record and does not address asbestos content or materials aboard this hull in any way. Cited per the project's citation-hygiene rule (navsource.org is dead; navsource.net verified live at research time, 2026-10-03).

    Finding
NavSource record for sister ship PCE-1608 / HRNLMS Panter (F 821), built at the same Avondale Marine Ways yard, laid down 3 August 1952, launched 1 May 1954, and delivered/commissioned 11 June 1954 - the same delivery date documented for Jaguar - independently corroborates Avondale as the builder and 11 June 1954 as the MDAP transfer/delivery date for this pair of hulls.

    Limitations
Evidence about a sister hull (PCE-1608/Panter), used only to cross-check the builder attribution and MDAP transfer date for Jaguar against a one-source conflict (see ev-04/gaps); does not itself document anything aboard Jaguar or asbestos content on either hull.

    Locator
en.wikipedia.org Roofdier-class frigate, ship list table and class-index table
    Finding type
    historical_record
    Finding
Wikipedia's Roofdier-class frigate article tabulates Jaguar (PCE-1609/F 822) as built by 'General Shipbuilding & Engineering Works' (Boston), conflicting with the Avondale Marine Ways (New Orleans) attribution given by both NavSource (ev-01) and Seaforces (ev-02). The same article's separate class-index table scrambles pennant-to-hull-number pairings inconsistently with both single-ship sources. Not used as a citation for builder; recorded here only to document the conflict and why it is resolved in favor of the two independent ship-specific sources.

Tertiary, crowd-edited source; not used to establish any fact in this record. Builder attribution is carried per ev-01/ev-02 (Avondale Marine Ways, New Orleans), cross-checked by ev-03 (sister ship). This row exists only so the conflict is documented rather than silently dropped.

history.navy.mil DANFS entry 'jaguar.html' (USS Jaguar, IX-120); DANFS index search for PCE-1609 and Jaguar variants
    Finding type
    historical_record
    Finding
Search of the NHHC Dictionary of American Naval Fighting Ships (DANFS) index located no entry for PCE-1609 or for any 'Jaguar' hull corresponding to this vessel. The only DANFS entry under 'Jaguar' is the unrelated USS Jaguar (IX-120), an Armadillo-class tanker/floating storage ship commissioned 15 December 1943 and decommissioned 10 June 1946 - a different, previously-existing hull with no connection to PCE-1609. This negative result is consistent with PCE-1609 having been built for direct MDAP transfer and never placed in commission in the U.S. Navy.

    Limitations
Confirms absence of a DANFS record for this hull and rules out a name-collision misattribution (USS Jaguar IX-120 is a different ship). Does not and cannot speak to asbestos content - it establishes only that no USN commissioning history exists to document.

    Finding
Published Fifth Circuit opinion, Savoie v. Huntington Ingalls, Inc., 817 F.3d 457 (5th Cir. 2016), recites: 'From 1952 through 1976, the great majority of ocean-going vessels built at Avondale Shipyard in Louisiana fulfilled contracts from the federal government,' and that 'the specifications for these Navy and Coast Guard vessels required asbestos insulation through at least 1968.' This hull (PCE-1609) was laid down 10 December 1952 and launched 20 March 1954 at Avondale Marine Ways - squarely inside the 1952-1976 federal-contract window the opinion describes, and within the pre-1968 period in which the opinion states asbestos insulation was specified for Navy and Coast Guard vessels built there.

1952-1976 (opinion's historical recital); builder-level, not specific to this hull's build period 1952-1954
    Population
Avondale Marine Ways shipyard construction trades, federal Navy/Coast Guard contract vessels, 1952-1968
    Limitations
Builder/era-level finding only - the opinion describes Avondale's federal-contract specifications generally and does not name PCE-1609, Jaguar, or any Roofdier-class hull. It establishes that asbestos insulation was a specification requirement for federal Navy/Coast Guard vessels built at this yard during this hull's construction window, not that asbestos was installed aboard this specific hull, in what quantity, or where. The opinion itself concerns a later Avondale successor-liability dispute, not this vessel.
