    Finding
MARAD’s FY1986 annual report records that the Chief of Naval Operations ordered Cape Ducato activated from a Baltimore layberth for cargo-carrying exercises. The report discusses Ducato and Cape Bon together and reports 139 operating days for that paired entry. This documents actual operational service.

    Limitations
The 139-day figure is not assigned to Ducato alone: the paired wording does not disaggregate days by ship. No exact sailing dates, crew count, asbestos material, exposure or abatement finding is supplied.

decision paragraphs beginning “With respect to the Cape Ducato,” “We do not find reasonable,” and “Since the procurement”; footnote 3
    Finding type
    historical_record
    Finding
In Olympic Marine Services, Inc., GAO described Cape Ducato’s main-engine malfunction and MSC’s request for repairs within 21 days to enable military-vehicle transport to the Middle East. Interocean Management was its ship manager. GAO sustained the Cape Ducato procurement protest on February 19, 1992 because Olympic was improperly omitted from the competition; repairs were already complete, and protest costs were recoverable.

    Limitations
Other litigation / administrative bid protest, not qualifying asbestos litigation. Procurement findings do not establish asbestos content or exposure during diesel-engine repair. The Diamond State protest was separately dismissed; that disposition must not be transferred to Ducato. No asbestos trial finding or affirmed judgment is asserted.

    Finding type
    historical_record
    Finding
GAO’s April 18, 1988 Golten Marine reconsideration decision mentions a Cape Ducato smoke-detector solicitation but treats it as irrelevant to the disputed receipt of an engine-overhaul solicitation for other named ships. Reconsideration was denied.

    Finding type
    historical_record
    Finding
MARAD’s FY1986 annual report describes an agency asbestos-control plan to eliminate asbestos materials, repair or replace installed materials, change work procedures, and train employees. It also describes medical surveillance, industrial-hygiene services and asbestos-safety training associated with NDRF sites.

    Limitations
Verified agency/fleet-era background only, supporting Tier 2 context. The section does not name Cape Ducato and proves no asbestos product, installed location, quantity, condition, removal, individual exposure or disease aboard this hull. The report’s agency-wide asbestos litigation totals on p. 45 are likewise not vessel findings.

    Finding type
    historical_record
    Finding
No qualifying ship-specific asbestos survey, abatement record, product identification or asbestos litigation was located in the sources reviewed. The authenticated CourtListener exact-name opinion query returned zero results. The hull-number opinion query was blocked by the shared pacing budget; docket and former-name searches were not completed after the required stand-down.

    Limitations
Search outcome only, not proof that asbestos or litigation is absent. CourtListener coverage is incomplete: the blocked hull request is not a zero result. No inference from construction date, class or diesel propulsion is used to establish asbestos aboard. Ship-specific asbestos status remains unknown.

    Locator
sections 357.1-357.4; guide lists headquarters and regional records and Maritime Subsidy Board minutes
    Finding type
    historical_record
    Finding
NARA’s RG 357 guide identifies Maritime Administration records, but no Cape Ducato asbestos or repair file was retrieved. MARAD vessel survey, acquisition and maintenance files remain a research target requiring confirmation of custody and availability.

Repository-level lead only. The guide’s listed series largely predate this vessel’s federal service; its 1961-1992 textual entry is Board minutes, not a verified hull-maintenance series. No box, accession, asbestos report or digitization status is established.
