- vessel_history
- Finding
- NHHC identifies DD-193 as a Clemson-class destroyer laid down 20 August 1918 by Newport News Shipbuilding & Dry Dock Co., launched 14 February 1920, and commissioned 23 November 1920. Its specification block gives complement 122. The ship was decommissioned in 1922, transferred to the Treasury Department in 1930 for Coast Guard service as CG-15, returned to Navy custody in 1934, recommissioned in 1939, and transferred to Britain at Halifax on 9 September 1940. Renamed HMS Clare, she served in Atlantic convoy escort, Operation Torch, and the Sicily invasion; she was reduced to reserve and broken up in 1945.

- Finding type
- vessel_history
- Finding
- The U.S. Coast Guard history identifies Abel P. Upshur as CG-15, acquired from the Navy 5 November 1930, commissioned in Coast Guard service 12 January 1931, stationed at New York, and decommissioned and returned to the Navy 21 May 1934. It identifies geared turbines, two screws, and 26,500 hp.

- Limitations
- Documents CG-15 service and machinery, not insulation composition or asbestos exposure. Its '101 (USN)' complement conflicts with DANFS's 122; DANFS's hull-specific specification is carried and the discrepancy is retained in gaps.

- Locator
- Ship Plan Index, ABEL P. UPSHUR / DD-193 entries
- Finding type
- historical_record
- Finding
- NARA's Ship Plan Index lists Abel P. Upshur (DD-193) in Record Group 19, Alphabetical Ship Drawings (catalog identifier 53483662) and Microfilm (catalog identifier 175668013). These are archival leads for hull-specific materials research; the underlying drawings were not retrieved or inspected.

- An index entry establishes that record series exist, not what the drawings show. It does not establish asbestos aboard this hull.

- Special List 44, Abel P. Upshur entries; NARA asbestos research guide, 'Other Records and their usefulness'
- Finding type
- historical_record
- Finding
- NARA's Special List 44 indexes Abel P. Upshur (DD-193) deck logs for 23 November 1920-7 August 1922, 23 March 1928-5 November 1930, and 4 December 1939-9 September 1940, including cross-reference entries. NARA states generally that deck logs can help date ship work but do not themselves provide direct evidence of asbestos; the logs were not reviewed.

- Finding type
- asbestos_application
- Finding
- NARA identifies insulation and lagging drawings (S39) and piping drawings (S48), ship-specific correspondence, and destroyer General Information Books as promising record series for investigating asbestos in historic Navy vessels. GAO's 1979 review states that thermal insulation of Navy ship machinery, equipment, and piping was a major asbestos application. This is Navy-wide research context; no cited item identifies material installed on Abel P. Upshur.

- Limitations
- NARA's guide concentrates on 1941-1961 and GAO's 1979 review concerns later Navy ships and yards; neither supports a finding of asbestos aboard this 1918-1920-built hull. No product is normalized from this context row.

[7]Scoped negative finding from NHHC DANFS, USCG CG-15 history, NARA Ship Plan Index, NARA Special List 44, and NARA asbestos research guide [other_primary]
- Locator
- Search ledger sl-01 through sl-06; underlying NARA drawings and deck logs not examined
- Finding type
- historical_record
- Finding
- The reviewed NHHC, Coast Guard, NARA index, and NARA guidance sources contain no direct ship-specific documentation of asbestos aboard DD-193/CG-15/HMS Clare. Ship-specific asbestos presence and individual exposure therefore remain unknown in this record.

- Limitations
- A scoped absence in reviewed public pages is not proof the ship contained no asbestos. The CourtListener sweep was blocked before results; the British archival record and NARA drawings remain unreviewed.
