- DANFS entry for Accelerate (ARS-30), dated by NHHC '1943-1947,' stats line '(ARS-30: displacement 400; length 129'6"; beam 32'0"; draft 14'0"; speed 12.0 knots; armament 2 6-pounders)': Toteco - a steam-propelled mooring tender - was built in 1921 by Kyle & Purdy, City Island, N.Y., for the International Petroleum Co.; late 1929 or early 1930 she was acquired by Elmer D. Walling of Montclair, N.J., and renamed Walling. After U.S. entry into WWII the Navy acquired the vessel at New York City from Mr. Walling on 2 April 1942; classified her as a salvage vessel, ARS-30, on 11 April 1943, and simultaneously renamed her Accelerate; no conversion was deemed necessary. 'Between these last two events, she may have been used privately by the Merritt-Chapman & Scott Corp., because the Navy accepted her back from the company on 5 September 1946.' DANFS: 'Records on the ship's naval career are scarce and in some matters confusing, if not contradictory. It appears that Accelerate was assigned to the Third Naval District throughout her service in the Navy. She was apparently operated under contract with the Navy by the Merritt-Chapman & Scott near New York City. Some evidence exists indicating that the salvage vessel was placed in commission on 15 March 1945; but, if so, no logs of her service have been found, and no record of her decommissioning has survived.' Declared surplus February 1946; stricken from the Navy Register 7 February 1947; transferred to the War Shipping Administration of the Maritime Commission 28 August 1947; sold 1948 to C. Pateras and G. Glyptis of Venezuela; renamed Marigo; served several owners under the Venezuelan flag as Marigo and George; late 1970s registered as George, owned by Maritima Venezolana de Navegacion, S.A.

- Limitations
- Authoritative identity/history record naming this hull. Contains no asbestos, materials, or insulation information - supports no asbestos claim. DANFS itself flags the record as scarce and contradictory; its 11 April 1943 classification/rename date conflicts with shipscribe's documentary finding (BuShips already calls her 'S.S. ACCELERATE' on 6 August 1942) - see correction row. DANFS's hedge 'may have been used privately' understates what the BuShips contract record shows (operation under contract NObs-36). Ends its account at the 1947 WSA transfer plus a brief post-Navy name chain.

- Shipscribe (Stephen S. Roberts) ARS-30 vessel page reproducing BuShips/Navy record material: 'Funded by FY 1942 BuShips maintenance funds. In 1921 the Kyle & Purdy yard at City Island, N.Y. delivered the steam-propelled mooring tender TOTECO to the International Petroleum Co... powered by the same compound (two cylinder) 450 NHP steam engine that the Shipping Board used in the 95-foot tugs that it built during World War I but had less boiler power... sold to Elmer D. Walling of Bloomfield (Montclair), N.J, and renamed WALLING in 1930. The vessel was requisition purchased by the Navy from Mr. Walling and taken over by the Navy's Port Director in New York on 2 Apr 42. On 30 Apr 42 BuShips issued a $5,000 project order to the New York Navy Yard for fitting out and converting this vessel to a salvage vessel, but no Navy conversion proved to be necessary and the project order was cancelled on 13 Apr 43 without the expenditure of any funds. Instead the craft was turned over to Merritt-Chapman & Scott for operation under contract NObs-36. The exact date of the assignment of her hull number and Navy name has not been located, although it was most likely in April 1942.' On 22 Jul 42 the Commandant, 1st Naval District, reported to Commander, Eastern Sea Frontier, that salvage tug 'WALLING (sic.)' lay at Woods Hole, Mass., after salvage work at the Cape Cod Canal, recommending a diving/derrick vessel be permanently stationed there; 'BuShips responded on 6 Aug 42 that this vessel was now S.S. ACCELERATE, a unit of the Bureau of Ships salvage service that had been described to all of the Naval Districts in a CNO letter of 14 Jan 42' - permanent stations impracticable given demand; 'ACCELERATE was relocated on 22-23 Nov 43 from Newport, R.I. to New York, where she seems to have operated for the remainder of the war. A commissioning date of 15 Mar 45 was recorded for this vessel but does not correspond to any known event in her career or with any other records. The Navy accepted custody back from Merritt-Chapman & Scott at Brooklyn on 5 Sep 46 preparatory to disposal. The MC sold her to John A. Papadopoulos who registered her under the name MARIGO; she operated as the Venezuelan GEORGE from 1951 to 1998.' Data table: acquired 2 Apr 42; stricken 7 Feb 47; disposal 28 Aug 47; fate MC/S; MA sale 26 Aug 47. Ship notes: 'Ex tug or lighter WALLING, ex TOTECO 1930 (completed June 1921). Merc. MARIGO 1948, SEMARA II 1950, GEORGE 1951 (all Venezuelan), deleted 1998.' Specs: 400 t light / 449 gross; 129.5 ft oa x 32.0 ft; 2-6pdr; 12 kts; 450 HP; 1 screw, 2-cylinder compound engine.

Walling of Montclair, N.J., c. early 1930, renamed SS Walling; acquired by US Navy 2 April 1942, renamed Accelerate (ARS-30); 'most likely operated by Merritt, Chapman, Scott Co. for the Navy in the 3rd Naval District at New York City'; 'may have been placed in commission, 15 March 1945'; custody transferred to Maritime Commission 28 August 1947; sold 1948 to C. Pateras and G. Glyptis of Venezuela, renamed SS Marigo; late 1970s SS George, Maritima Venezolana de Navegacion S.A.; 'final disposition, fate unknown'). Adds: call sign NIZO; awards ribbon bar (American Campaign Medal, WWII Victory Medal); specs 400 t, 129'6", 32' beam, 13'9" draft, 12 kts, complement 'unknown', armament two 6-pdrs + one 20mm AA mount, propulsion 'one 2-cycle compound steam engine, one single end boiler.'

Sole source for call sign NIZO, the awards ribbon bar (questionable for a contractor-operated vessel - carried as NavSource-only), the 20mm AA mount, the 13'9" draft figure, and the 'single end boiler' machinery detail. Prints 'Struck from the Naval Register, February 1946' - an error conflating the surplus declaration with the 7 Feb 1947 striking (see correction row). '2-cycle compound steam engine' is likely a typo for 2-cylinder. Contains no asbestos information.

[5]DANFS 'Accelerate (ARS-30)' (classification 11 Apr 1943; stricken 7 Feb 1947; Pateras/Glyptis 1948) vs shipscribe ARS-30 record (name/hull assignment 'most likely April 1942'; BuShips 6 Aug 42 usage; stricken 7 Feb 47; Papadopoulos/MARIGO; deleted 1998) vs NavSource spec/chronology block (struck 'February 1946'; 13'9" draft; '2-cycle compound') [nhhc_danfs]

- Finding
- Source discrepancies documented, not reconciled: (a) classification/rename date - DANFS prints 'classified her as a salvage vessel, ARS-30, on 11 April 1943; and simultaneously renamed her Accelerate,' but shipscribe's documentary record shows 'the exact date of the assignment of her hull number and Navy name has not been located, although it was most likely in April 1942,' and a BuShips letter of 6 August 1942 already calls her 'S.S. ACCELERATE' - inconsistent with an April 1943 rename; the DANFS date may reflect a formal administrative entry near the 13 Apr 1943 cancellation of the conversion project order (inference, not documented). (b) striking date - NavSource prints 'Struck from the Naval Register, February 1946' vs DANFS 'stricken from the Navy Register on 7 February 1947' and shipscribe '7 Feb 47'; February 1946 is the surplus-declaration month - NavSource conflated the events. (c) commissioning - a 15 Mar 1945 commissioning date exists in records but 'does not correspond to any known event in her career' (shipscribe) and DANFS finds no logs and no decommissioning record - status treated as unresolved. (d) draft - DANFS 14'0" vs NavSource 13'9". (e) post-Navy buyer - DANFS/NavSource 'C. Pateras and G. Glyptis of Venezuela' (1948) vs shipscribe 'John A. Papadopoulos' registered as MARIGO; the ship-note sequence MARIGO 1948 / SEMARA II 1950 / GEORGE 1951 reconciles partially. (f) deletion year - shipscribe 'deleted 1998' vs secondary 'deleted 1999.' (g) propulsion print - NavSource 'one 2-cycle compound steam engine' vs shipscribe 'compound (two cylinder) 450 NHP steam engine' - '2-cycle' likely a typo.

- Resolves the striking date (7 Feb 1947 adopted, per DANFS + shipscribe) and flags the classification-date conflict (11 Apr 1943 DANFS vs April 1942 inferred from the 6 Aug 1942 BuShips usage) without asserting a resolution. NavSource's February 1946 'struck' is an error. Commissioning status stays unresolved - recorded date exists, no logs or decommissioning record. No asbestos content in any of these sources.

- Finding
- Era-level inference only: peer-reviewed scholarship documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era in which this steam-driven vessel was operated under Navy contract. Aboard a 1921-built, 400-ton steam mooring tender (one single-ended boiler; one compound two-cylinder engine) the plausible applications, if any, would be boiler and steam-drum insulation, steam-line lagging, valve/flange gaskets, and machinery packing - the standard steam-plant insulation profile of the era. There is no class stratum to draw on: ARS-30 is a single-vessel class and the BuShips conversion project order that might have documented materials was cancelled unexecuted (13 Apr 1943, no funds expended).

- Program/era-level scholarship only - does not name this vessel and does not establish that asbestos was or is aboard this hull, nor quantity, location, condition, individual exposure, or causation. The vessel was built 1921 (pre-WWII shipbuilding boom); steam plants of that era were insulated and asbestos was standard marine insulation practice, but no document names a material fitted to this hull. The cancelled conversion order means no Navy refit introduced or documented materials. No crew complement exists to characterize a population.

- Finding
- Program context for the contractor-operation model: a 1939 Navy study of the American salvage industry's mobilization capacity found only one firm of international stature - Merritt-Chapman-Scott, operating five ships from East Coast ports - and judged the facilities inadequate; the Naval Salvage Service was established by letting a contract to Merritt-Chapman-Scott, and the office of Supervisor of Salvage was set up in the Bureau of Ships to oversee the salvage contract and act as technical agent. Salvage operations in American waters were conducted under this arrangement while overseas salvage was performed by harbor-clearance units and new Navy salvage ships. This is the contract structure under which Accelerate operated (BuShips contract NObs-36; the 'Bureau of Ships salvage service' described in the CNO letter of 14 Jan 1942).

- Archival-lead map for this hull: (a) NARA Special List #44 (logbooks of U.S. Navy ships by ship number) indexes NO deck-log runs for ARS-30 - a verified absence consistent with DANFS's statement that 'no logs of her service have been found' (consistent with contractor operation). (b) The BuShips salvage-service correspondence quoted by shipscribe (CNO letter of 14 Jan 1942 describing the salvage service to all Naval Districts; Com-1 report of 22 Jul 1942; BuShips reply of 6 Aug 1942; the cancelled $5,000 New York Navy Yard project order) would sit in Record Group 19 (Bureau of Ships) and RG 181 (Naval District records - First and Third ND). (c) The 1947-48 disposal file (WSA/Maritime Commission transfer 28 Aug 1947; MC sale) follows RG 178 / RG 248. (d) Merritt-Chapman & Scott contract NObs-36 terms and any crew/manning records are the defining hull-level lead - the vessel's whole exposure-relevant population was contractor personnel, not a Navy complement. (e) MARAD ShipHistory database holds no entry under ACCELERATE, TOTECO, WALLING, or MARIGO (the single 'TOTECO' present is a different vessel - 1916 Union Iron Works crude-oil tanker, official no. 213962) - whether a physical status card exists at NARA is unresolved.

- Absence of a located public record does not prove absence of asbestos aboard - a 1921-built steam vessel is era-consistent with asbestos-containing boiler/steam-line insulation, gaskets, and packing. The CourtListener pacing block means the litigation surface was only partially searched, so 'no litigation' is a coverage limitation, not a finding. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.
