Post-Navy service record: Army Transport Service as USAT Admiral H. T. Mayo (repairs/conversion at Todd Shipyard Erie Basin, Brooklyn, to September 1946), renamed USAT General Nelson M. Walker (by early 1948; shipscribe gives 9 Jan 1948 - see gaps); Todd San Pedro 'safety at sea' + partial dependent-carrier conversion July-7 December 1948 (217 cabin passengers, lounges, playroom, store). To MSTS 1 March 1950 as USNS General Nelson M. Walker (T-AP-125), reinstated on NVR 28 April 1950; Korean War transpacific lift; 'austerity trooper' conversion at Todd Shipyard Seattle (early 1952: 417 cabins, 3,739 bunks, equipment modernization, added A/C to enlarged hospital); carried Greek and Turkish troops to Korea July-August 1952; brought first group of 328 repatriated American POWs home August 1953. Ready reserve February 1957 after a final Atlantic run (Hungarian refugees embarked at Bremerhaven for New York, arrived 14 February 1957, per the Walker DANFS entry); NDRF Hudson River (Jones Point) 18 June 1957; returned to Navy 5 June 1958, permanently transferred to MARAD reserve fleet 20 January 1959 and struck from Navy List. Reacquired 14 August 1965 for Vietnam buildup (five SF-Japan/Okinawa/Vietnam cruises December 1965-August 1966; troop lifts through end 1967; on 1 February 1966 stood by and rescued all 27 crew of the foundering freighter SS Rockport northwest of Hawaii); deactivated early 1968 at Caven Point Army Depot; MARAD custody James River 16 April 1970, title transfer 1 July 1971; struck from NVR 15 January 1981 for a hospital-ship set-aside that did not materialize; MARAD ownership December 1994; downgraded to non-retention 31 October 1998; disposal contract 13 September 2004; departed James River 4 January 2005; destruction recorded 9 February 2006 by All Star Metals, Brownsville, TX.

    Limitations
Custody/service chronology only - none of these records contains asbestos, insulation, or hazmat entries (all digitized MARAD ship-file documents and six status cards were examined this session). Reserve-fleet entry dates conflict between MARAD's own records (18 Jun 1957 vs 16 Aug 1957) - see gaps. The 1952 'austerity' conversion (amenities stripped, capacity raised) is a documented insulation-disturbance event by type, but no asbestos scope is documented for it.

Three documented conversion/overhaul periods at Todd Shipyards Corporation yards: (1) Erie Basin, Brooklyn - repairs and Army-transport conversion to September 1946; (2) Todd San Pedro - July 1948 to 7 December 1948 'safety at sea' conversion and partial dependent-carrier conversion; (3) Todd Shipyard Seattle - early 1952 'austerity trooper' conversion (417 cabin spaces, 3,739 troop bunks; lounges, recreation halls, children's playroom, some crew accommodations and storerooms removed; equipment modernized; air conditioning added to enlarged hospital). Todd Shipyards Corporation yards are documented asbestos-exposure sites in the Atlas shipyard record (litigation-documented product IDs incl. steam pipe lagging, turbine insulation, valve gaskets, pump packings).

    Todd yard shipfitters/insulators on this hull's conversions (1946, 1948, 1952); USAT/USNS crew post-conversion
    Limitations
The conversion events are ship-specific and verified; the asbestos content is NOT - no source documents insulation material removed, installed, or disturbed aboard this hull during these conversions. Yard-level asbestos documentation (Todd) establishes conditions at the yards, not aboard this ship. Does not establish exposure or causation.

    Finding
The complaint in Nash et al v. Huntington Ingalls Incorporated et al, No. 3:11-cv-05356-EMC (N.D. Cal., filed 4 Nov 2011; wrongful-death/survival asbestos action by heirs of Jerry Nash; Brayton Purcell LLP) lists 'ADMIRAL H.T. MAYO (AP-125)' in the plaintiff's exposure table among vessels aboard which Nash allegedly worked as a shipfitter while employed by Crowley Maritime Corp. at Pacific Drydock & Repair Co., Oakland, CA. The complaint was noticed as a potential tag-along action into MDL No. 875 (In re Asbestos Products Liability Litigation (No. VI), J.P.M.L.) on 11 November 2011.

    Population
Jerry Nash (deceased), shipfitter, Bay Area yards 1970-1989; surviving heirs (Phillip Nash et al.)
    Limitations
PLEADING-STAGE ALLEGATION ONLY - a complaint's vessel list is an allegation, not a finding; nothing in the located record adjudicates exposure aboard this hull. The allegation is facially inconsistent with the hull's documented location: the exposure block covers employment periodically 1985-1986 (within a 1970-1989 work history) at Oakland, CA, but AP-125 lay in MARAD reserve fleets on the U.S. east coast (James River, VA) throughout 1970-2005 - the plaintiff could not have shipfitter-worked aboard her there during that window; the list may be boilerplate or cumulative across employers. Disposition of the tag-along beyond the 11/11/2011 notice not located. Does not establish exposure, causation, or liability.

Class/era inference: peer-reviewed historical study documents that asbestos was used extensively as fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program under which this P2-SE2-R1 Maritime Commission transport was built (laid down Feb 1944, completed Apr 1945). NavSource specifications document a 600-psi steam plant (4 Combustion Engineering D-type boilers, 840 F superheat; GE turbo-electric drive, 18,000 shp) - the equipment class whose era-standard installation used asbestos lagging on boilers, steam lines, and machinery, plus asbestos-containing gaskets and packing.

    Finding
GAO review of Navy asbestos practice (HRD-80-2, Oct 1979): GAO examined the Navy's efforts to protect workers from asbestos exposure at Long Beach and Norfolk Naval Shipyards, including the use of asbestos in Navy ships and the cost of removal. Per the product-page highlights, the Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for repairs; modified in 1979 to selectively replace asbestos insulation in high-maintenance areas. Program-level confirmation that asbestos insulation was present aboard Navy ships of this era and that removal was limited before 1979 - a window covering this hull's MSTS service (1950-57, 1965-68).

No ship-specific asbestos documentation located beyond the Nash pleading: no asbestos/insulation survey, abatement contract, hazardous-material inventory, museum or donation-condition disclosure, or NDRF disposal hazmat record for this hull appears in the public sources searched. All digitized MARAD ship-file documents for both vessel records (status card 5E_01, ship-particulars cards RS3397AF/BF/CF/CB, the MC transfer letter file, and the P2-SE2-R1 plan set) were examined and contain no asbestos, insulation, or hazmat entries.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944-45 steam transport is era-consistent with installed asbestos insulation, and the sole ship-specific record is an unadjudicated, facially-inconsistent pleading allegation. MARAD disposal-contract hazmat scope (2004-2006 scrapping) is not public. Does not establish or defeat any claim of exposure or legal eligibility.
