Build/service compilation record: NavSource lists 'AFDL-46 ex USS ARDC-13 (1945 - 1946)' as an 'ARDC-1 Class Small Auxiliary Floating Repair Dock (Concrete)' - built 1944 by Tidewater Construction Corp., Wilmington, N.C.; 'delivered and placed in commission as USS ARDC-13 in December 1945'; 'redesignated AFDL-46, 1 August 1946'; placed out of service and struck from the Naval Register, dates unknown; 'final disposition, expended as target in A-bomb tests at Bikini, 1946.' The shipbuildinghistory floating-drydock table independently lists 'AFDL 46 | Tidewater Const. | Wilmington NC | 8,300 | 389 | Dec-45 | Ex-ARDC 13, destroyed at Bikini 1946.' Both confirm the ARDC-13 to AFDL-46 designation consolidation on a single hull.

    Limitations
Secondary compilations, not primary records - the shipbuildinghistory compiler warns the drydock table is incomplete and builder attributions uncertain. The Tidewater/Wilmington attribution conflicts with the JTF-1-report lineage (Haddock, Pasadena/San Pedro) and with NARA photos placing this hull at a San Pedro builder's yard in May-June 1945 - see correction row. The 8,300-ton figure is a displacement-family number; BuDocks rates the class at 2,800 tons lifting capacity. 'In commission' phrasing unverified - sibling ARDC records document these craft as 'in service'. No asbestos information in either source.

Hull description and completion state (NPS, citing JTF-1 technical inspection reports at NARA RG 374): ARDC-13 (Auxiliary Repair Drydock, Concrete) was a steel-reinforced concrete floating drydock of 2,800 tons lift capacity, 389 ft overall length, 84-ft width, 40-ft height, floating at a 9-ft 6-in draft; hull divided into eight watertight compartments plus fore and after peak tanks; capable of drydocking submarines, destroyers, and LSTs. 'ARDC-13 was rushed to completion in March 1946 to serve as a target vessel for Operation Crossroads. No armament was fitted, and the main discharge pumps and cranes were never installed. Only one anchor windlass was fitted. The vessel was only 60 percent complete when towed to Bikini.' Two 'Christmas trees' (instrument masts) were mounted on the wing walls for the tests.

Crossroads target selection and array role (NPS): 'Three reinforced concrete vessels were used - ARDC-13, YO-160, and YOG-83. These three vessels were selected for dispersal within the target array from a group of craft scheduled for disposal to satisfy the Navy's Bureau of Yards and Docks' interest "in the damage to reinforced concrete structures at Hiroshima and Nagasaki.... The lack of suitable land areas at Bikini made construction of similar installations impractical, even if there had been time."' The DNA-TR-82-05 target-ship appendix records that ARDC-13 'arrived at Bikini prior to June 30, 1946 to prepare for the operation. It was anchored in the lagoon and remained there as one of the 84 target ships for the nuclear test detonations that occurred on July 1 and July 25, 1946.'

Shot Able damage (1946-07-01): ARDC-13 was moored off USS Saratoga in the target array at 825 yards from the zeropoint. 'The pressure wave from the blast came from approximately 12 degrees forward of the port beam; this cracked the port wingwall, carried away the control house, spalled concrete and strained the hull "sufficiently to open hairline cracks, for the most part, throughout the length of the dock. A few of the cracks are well defined."' The JTF-1 damage summary lists ARDC-13 among vessels suffering 'short- or long-term serious loss of military efficiency.' The dock retained its structural shape; timber walkways and fenders were heavily charred. It was cleared radiologically 1946-07-04, beached on Enyu for temporary repairs, and repositioned in the array 1946-07-13 on four 24,000-lb anchors for Baker (repositioning detail per the JTF-1 report as quoted in secondary accounts).

Shot Baker (1946-07-25) and sinking: remoored in the target array at a berth reported ~1,250 yards from the detonation, ARDC-13 'was damaged by the detonation, but remained afloat. It was not inspected until eight days after Baker. At that time, "slow leakage was observed through cracks in the underwater body which had resulted from Test A. The rate of flooding was calculated to be approximately 30 percent of that which was observed before temporary repairs.... Two days later the dock capsized as a result of progressive flooding of the port side compartments." After capsizing, ARDC-13 remained afloat, with its starboard side up, until sunk by demolition charges on August 6, 1946' (NPS, citing the JTF-1 Test Baker inspection report). DNA-TR-82-05 records 'ARDC-13 sank in Bikini lagoon on August 4, 1946 as a result of progressive flooding due to shot BAKER' - the August 4 capsize; demolition-sinking followed August 6 on the Director of Ship Material's recommendation. NPS Appendix I: 'ARDC-13 - Sunk by BAKER at Bikini, August 6, 1946.'

Chronology reconciled: DNA-TR-82-05's 'sank August 4' is the capsize; the demolition-sinking was August 6 (NPS/JTF-1; demolition time 1735 per secondary account of the JTF-1 report). NavSource's 'expended as target' phrasing obscures that the dock survived both blasts - sinking was a post-test demolition decision after progressive flooding. No asbestos information.

Post-Baker radiological contamination and personnel-access limits: the JTF-1 Test Baker report (as quoted in secondary accounts) recorded radiation levels on ARDC-13 approximately seventy times the allowed tolerance eight days after the shot, restricting personnel to roughly 16-30 minutes per day aboard. The DNA-TR-82-05 Nuclear Test Personnel Review series reconstructs external radiation doses for crews of JTF-1 ships at Crossroads and carries a dedicated 'Figure A-1. Marked with a buoy placed by Navy and Holmes and Narver personnel who report that the wreck lies upside down on the bottom, with one wing wall cracked at its junction with the hull bottom and tilted over to rest against the lagoon bottom.' Class design framework and 1946 reclassification (official BuDocks history): the Bureau designed and built 'thirteen 2,800-ton reinforced-concrete docks, designated as ARDC's' beginning 1943 under the steel-plate shortage - monolithic open-trough structures 389 ft x 84 ft x 40 ft deep, built in excavated dry basins, eight at Wilmington NC and five at San Pedro CA. Six docks were militarized with three diesel engines driving 200-kW AC generators, compressors, refrigeration/HVAC and water evaporators, and carried 5 officers and 84 men; the other seven were not fully self-contained and required shore power. The 1946 nomenclature revision established AFDB/AFDM/AFDL/AFDL(C) categories - 'the RDC's became AFDL(C)'s' (Auxiliary Floating Drydock, Little (Concrete)) - under which ARDC-13 was renumbered AFDL-46 effective 1946-08-01.

    Finding
Class/era asbestos inference, weakened by hull incompleteness (not ship-proven): the BuDocks-documented ARDC was a monolithic reinforced-concrete trough dock - ~3,300 cubic yards of concrete requiring no structural hull insulation - whose six militarized members carried diesel generator plants, air compressors, refrigeration/HVAC and water-evaporator equipment, traveling cranes, repair shops and crew accommodations; machinery whose gaskets, packing, electrical insulation, brake linings, millboard and thermal insulation in WWII Navy construction were era-consistent with asbestos-containing materials (Corn & Starr, AJIM 1987). Applied to this hull the inference is materially weaker than for fully-fitted siblings: ARDC-13 was ~60 percent complete when towed to Bikini with main discharge pumps and cranes never installed and one anchor windlass fitted (NPS/JTF-1), so which elements of that equipment suite were actually aboard is undocumented and likely minimal. The JTF-1 Baker report's machinery and electrical inspection sections confirm some equipment existed.

    Limitations
Design/era-level inference only - no source names this hull in connection with asbestos, and no materials schedule, survey, or abatement record exists in the located sources. The concrete hull carried no structural insulation, and the documented incompleteness (no pumps, no cranes, ~60 percent complete) shrinks even the machinery-fit inference relative to fully-equipped siblings; residual plausible loading is confined to whatever machinery, electrical gear, furnishings and shop stock had been installed by mid-1946. Does not establish that asbestos was aboard, nor quantity, individual exposure, or causation.

Name-collision risk is low: 'ARDC-13'/'AFDL-46' are unique designations - no other Navy hull carried the numbers (the ex-ARDC renumbering ran 34-46), and no named-ship alias exists for this hull. A hull expended in 1946 predates the asbestos-litigation era entirely.

Builder-attribution correction: NavSource and the shipbuildinghistory tables assign ARDC-13 to 'Tidewater Construction Corp., Wilmington, N.C.' - the builder of eight of the thirteen ARDCs. Three independent threads instead support a West Coast build by J. E. Haddock: (1) the JTF-1 'Final Report for Tests Able and Baker' (Bureau of Yards and Docks Group, 1946), as quoted in secondary accounts, states the dock 'was built by the Haddock Company of Pasadena, California, in March 1946 under contract Noy-11999'; (2) NARA photos 295539 and 295541 are captioned 'NAS San Pedro' (30 June 1945 and 03 May 1945) showing ARDC-13 under construction, 'probably taken while at builder's yard' per the NavSource contributor note; (3) the French Wikipedia infobox names 'Haddock Corporation' as chantier naval. BuDocks confirms five of the thirteen ARDCs were built at San Pedro. The Tidewater attribution reads as a class-pattern conflation; carried as unresolved pending the JTF-1 report text or the NOy-11999 contract document.

The JTF-1 report is a primary source but reaches this record through secondary quotation (Wikipedia's rendering of it); the NARA captions are primary catalog records. Unresolved only because the JTF-1 text itself was not pulled - the weight of evidence favors Haddock/San Pedro over Tidewater/Wilmington. If Haddock is correct, NavSource's 'built in 1944' and possibly the December 1945 in-service date need re-dating (NPS records completion March 1946).

    Limitations
Record/series mapping only - no document-level retrieval performed; the JTF-1 reports are the strongest remaining lead for installed-equipment detail (which bounds any asbestos-relevant inventory) and for settling the builder attribution. Nothing in this row is an asbestos finding.
