DANFS record for this hull: laid down 7 July 1943 at Kearny, N.J. by Federal Shipbuilding & Drydock Co.; launched 15 December 1943 (sponsor Mrs. Allen M. Sumner, the namesake's widow); commissioned at the New York Navy Yard 26 January 1944, Comdr. Norman J. Sampson in command. WWII Pacific service: fast-carrier screen; Ormoc Bay night action 2-3 December 1944 with Moale (DD-693) and Cooper (DD-695) - Kuwa sunk, Cooper lost to a Take torpedo, near-miss bomb pierced Sumner's hull and wounded 13; kamikaze hit near the after stack and after torpedo mount in Lingayen Gulf 6 January 1945 (DANFS: 14 killed, 19 injured), remained in action to 14 January; repairs at Hunters Point 13 February-10 April 1945; Tokyo Bay 16 September 1945; Operation Crossroads 1946; Far East cruise 1947. Atlantic Fleet from 1949; Korea (TF 77 plane guard) June-October 1953; Suez-crisis evacuation support at Alexandria 1956; FRAM overhaul 17 May 1961-2 January 1962; Cuban quarantine October 1962; Vietnam deployment February-September 1967 (PIRAZ screen for Long Beach CGN-9, Seadragon, gunfire support); final Mediterranean deployment August 1970-February 1971; Naval Reserve training ship at Baltimore from 1 July 1971; decommissioned 15 August 1973 (DANFS reads 'at Baltimore'); sold 16 October 1974 to Union Minerals & Alloy Corp. for scrapping. Two WWII, one Korean, two Vietnam battle stars.

    Limitations
DANFS documents identity, service history, and disposal - not materials or asbestos content. The DANFS decommissioning location (Baltimore) is contradicted by the ship's own CY1973 command history (Philadelphia Naval Shipyard) - see ev-03. Casualty figures for the 6 January 1945 hit differ from the association history (14 KIA/19 WIA vs 16/27) - logged in gaps. Finding
The ship's own CY1968 command history documents a regular overhaul at the U.S. Naval Shipyard, Charleston, S.C.: 'SUMNER got underway on 7 June for the U.S. Naval Shipyard, Charleston, S.C. for a regular overhaul period during which 1.7 million dollars were spent for the repair and replacement of equipment,' with the yard period running to early November 1968. A documented mid-life yard availability with equipment repair/replacement aboard this hull.

    Finding type
    vessel_history
    Finding
The ship's own CY1973 command history corrects DANFS on the decommissioning site: the decommissioning process commenced at Baltimore in February 1973; ammunition was off-loaded at Yorktown 15 March; the ship moored at the Philadelphia Naval Shipyard from 6 April 1973 (pierside training of Iranian crews for IIN Palang D-5 and Babr D-7 also conducted there); on 10 July she made her last underway; and 'In the beginning of August SUMNER was moored to pier 4 at the Philadelphia Naval Shipyard... On the morning of Wednesday, the fifteenth of August, the commissioning pennant was hauled down' - decommissioned 15 August 1973 at Philadelphia, not Baltimore as DANFS reads. Section III confirms homeport Baltimore and homeyard Norfolk for the period.

    Finding
Association-compiled chronology supplies yard-period detail DANFS omits: Boston Naval Shipyard overhaul summer 1952 (40mm mounts replaced by 3"/50 guns); Philadelphia Navy Yard overhaul January-April 1956 (ASW armament, ECM, radar replacement); Norfolk Naval Shipyard overhauls early 1957 (four months, submarine-detection equipment), late 1958, and a three-month period from ~August 1959; Charleston Naval Shipyard variable-depth-sonar installation after the October 1962 Cuban quarantine; DASH drone-helicopter installation at Norfolk May 1966; decommissioning pennant hauled down 15 August 1973 at Philadelphia Naval Shipyard; sold to Union Minerals & Alloy Corp. for $163,132 (16 October 1974 per DANFS/association; NavSource reads 13 November 1974), passed from Navy control 6 December 1974.

    Limitations
Secondary association compilation, not an official source - carried as context for yard-period mapping only; details unverified against primary records and several figures conflict with DANFS (casualties 16 KIA/27 WIA vs 14/19; sale date 13 Nov vs 16 Oct 1974). Finding
The builder yard is documented at yard level: an Owens-Illinois industrial-health survey of Federal Shipbuilding & Drydock, Kearny (30 August-2 September 1944) recorded insulators cutting and fitting asbestos pipe covering (Johns-Manville Superex) and boiler insulation in confined shipyard spaces, with dust counts measured - during the same wartime production era in which this hull was built there (laid down 7 July 1943, delivered/commissioned 26 January 1944).

Federal Shipbuilding & Drydock insulators and pipefitters, Kearny NJ, wartime peak
    Limitations
Yard-level documentation, not hull-specific: the survey postdates this hull's construction by months, names no vessel, and does not establish which products were installed aboard DD-692. Survey was conducted by a manufacturer with commercial interest in the findings; dust counts in mppcf (pre-fiber-count era). Documents yard practice, not a worker health outcome study.

    Finding
Era/class inference: a Sumner-class destroyer built 1943-44 with a four-boiler geared-turbine steam plant would have carried period-standard asbestos insulation, lagging, gaskets, packing, and fireproofing, and this hull's documented yard periods - 1961-62 FRAM modernization, 1968 Charleston overhaul, and the 1950s-60s availabilities recorded by the association history - would have disturbed original insulation in the Navy's pre-substitution era.

    Limitations
Negative finding within the sampled years only: the CY1970, CY1971, and CY1972 reports (63 scanned pages) and the 1964 ComDesRon 16 submission were not reviewed; absence of asbestos references in operational chronologies does not establish absence of asbestos aboard - these reports do not carry safety/IH sections of the kind that documented asbestos aboard later vessels (e.g., CVN-69).

No qualifying ship-specific asbestos record located: no hull insulation survey, abatement contract, disposal-condition hazmat disclosure, docketed civil case, or VA Board of Veterans' Appeals decision naming this hull was found in the public sources searched (see search_ledger). The hull was sold for scrapping 16 October 1974 - no museum custody, no present-day survey possible.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1943-44 steam-plant destroyer sits squarely in the Navy's documented asbestos-specification era, and class/era inference applies (ev-06). CourtListener coverage is incomplete: the hull-number opinion query returned zero hits; the ship-name query was rate-limit blocked (125/day shared cap) at research time - supplemental site:courtlistener.com indexed coverage surfaced only surname/geographic name collisions. Does not establish or defeat any claim of exposure or legal eligibility.
