    Finding
DANFS entry for this hull, in full: 'Allthorn (YN-94) was laid down on 31 October 1943 at Slidell, La., by the Canulette Shipbuilding Co. On 20 January 1944 she was redesignated AN-70. She was launched on 27 May 1944, but, on 12 August 1944, her name was cancelled and her designation was changed to that of an auxiliary ocean tug. She became simply ATA-216.' The DANFS entry contains no post-conversion service narrative - she served without a name.

Secondary compilation of official records (built from BuShips/NVR data by a reputable naval-history compiler), not itself a primary document. Resolves the 'struck date unknown' in NavSource (3 Jul 46) and gives the most detailed merchant/disposal chain (KARNA GAY, EL SOL, Kuwait 1968) - neither NavSource nor Wikipedia agrees on every merchant detail (see gaps). Establishes Pacific Fleet assignment on 1 May 1945 only; the officer column shows Lt. (jg) R. B. Leonnig while NavSource's commanding-officer table has LT Frank P. Mulligan USNR in command 30 Oct 1944 - 16 Nov 1945 - whether Leonnig was acting/temporary CO or the column denotes another role is not resolved by the document (see gaps). No asbestos content.

    Finding
NARA inventories deck logs for ATA-216 covering 10/30/1944-6/30/1945 (Special List 44 ship-number index, ATA-216 entry) - i.e., the logbook run begins at her 30 October 1944 commissioning. The digitized muster-roll file unit 'ATA-216, 10/30/44-3/26/46' (NAID 125457156, Roll 484, 122 images, unrestricted, Muster Rolls series, RG 24) spans her entire commissioned career. A casualty information report card 'USS ATA-216' exists in the Casualty Information Reports series, RG 24 (NAID 472240019, paper only, not digitized).

    Limitations
Archival leads only - inventory entries establish that these records exist and their date coverage, not their contents. The inventoried ATA-216 deck logs were not located as a described file unit in the online catalog (ship-number search returns the muster roll and casualty card but no deck-log file unit); the logs may be available only on microfilm/at College Park. Muster rolls and deck logs of a small tug would document locations, personnel, and operations - not materials condition. No asbestos content.

    Finding
A diesel-electric auxiliary tug built 1943-44 sits inside the documented era of asbestos use in U.S. shipbuilding. Era-standard applications aboard a small diesel-electric auxiliary of this period were diesel engine and exhaust/muffler lagging, machinery insulation, flange and valve gaskets, machinery packing, electrical insulation, and brake linings on towing winch and windlass. As a diesel-electric vessel she carried no steam plant - the boiler/steam-line lagging pathway of steam vessels does not apply.

    Finding type

    Finding
GAO reviewed the Navy's use of asbestos in ships and its worker-protection efforts: the product description documents that the Navy used asbestos insulation in ships and that removal/replacement policy was limited - the 1975 policy removed and replaced with nonasbestos materials only insulation that was damaged or had to be removed for necessary repairs, modified in 1979 to selectively replace asbestos insulation in high-maintenance areas. This spans the era in which this hull was built (1943-44) and served (1944-46).

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or verified litigation naming USS ATA-216 / Allthorn (YN-94/AN-70) was found in the public sources searched. CourtListener base queries returned zero opinions and zero dockets for "USS Allthorn" and zero opinions for "ATA-216"; the "ATA-216" docket query returned two name-collision dockets (DPH Holdings Corp. bankruptcy, Bankr. S.D.N.Y. 2005, no. 05-44481; In Re Terrorist Attacks on September 11, 2001 MDL, S.D.N.Y. 1:03-md-01570) - neither names the vessel and neither is asbestos litigation. A secondary-web sweep for asbestos or mesothelioma content naming this hull returned no qualifying material at all - this hull is not even present in law-firm ship-list marketing content.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - WWII-era construction is consistent with era materials. The CourtListener negative is limited to CourtListener's coverage (opinions and RECAP dockets) and the search terms used; state-court and non-digitized litigation is outside its scope. Undigitized leads exist (deck logs inventoried by SL-44; casualty card NAID 472240019). Does not establish or defeat any claim of exposure or legal eligibility.
