    Finding
Altair (AD-11) was laid down as steel-hulled single-screw freighter Edisto under a USSB contract on 18 Dec 1918 at Seattle by Skinner & Eddy Corp.; launched 10 May 1919; assigned Id. Transfers authorized by Executive Order 3570 (29 Oct 1921); Altair replaced the tender Panther. Altair was the only one of the trio in continuous active service between the wars; no armament carried 1921-1939. Disposition table: decomm 28 Jun 46, strike 31 Jul 46, MA sale 10 Feb 48, to buyer 9 Mar 48, scrapped by 27 Apr 48.

    Finding
No ship-specific insulation record located for AD-11. The hull's documented steam plant - two Yarrow boilers (210 psi saturated) driving one GE Curtis geared turbine, 2,500 shp, single screw - plus her 1918-19 WWI-emergency construction, 1921-22 Navy-yard tender conversion with salvaged industrial machinery, and documented WWII availabilities (Mare Island 1941; Norfolk 1943 and 1945) all fall within the period when marine steam-system insulation, gaskets, and packing were commonly asbestos-containing; peer-reviewed scholarship documents extensive asbestos use in WWII-era U.S. shipbuilding.

    Limitations
Era/design inference only - no manual, survey, or hull record names this vessel. Corn & Starr documents WWII shipbuilding generally; it does not name this hull and does not itself establish materials in the 1919 build. Does not establish presence, quantity, present-day condition (hull scrapped 1948), individual exposure, or causation.

    Finding
Disposition discrepancies resolved/logged: (a) decommissioning yard - DANFS says Mare Island Naval Shipyard 21 Jun 1946; NavSource says Hunter's Point Navy Yard same date; DANFS adopted as controlling, conflict logged. (b) Decommission/strike dates - DANFS 21 Jun / 21 Jul 1946 adopted; Shipscribe table reads 28 Jun / 31 Jul. (c) Disposal - MARAD milestones 'Sold as scrap' 2/13/1948 and 'Sold to Basalt Rock Co.' 3/9/1948 reconcile as sale contract vs delivery; Shipscribe MA-sale 10 Feb 48 is the contract-award family; DANFS 'sold 9 Mar 1948, scrapped' adopted for the buyer event, Shipscribe 'scrapped by 27 Apr 48' for completion.

    Limitations
Reconciles secondary-source conflicts against the official history; residual uncertainty on the decommissioning yard (Mare Island vs Hunter's Point) is logged rather than resolved - both are 12th Naval District yards and either is plausible for a ship 'slated for disposal within the 12th Naval District.' No asbestos content in any source.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed asbestos case naming the AD-11 hull was found in the public sources searched (see search_ledger). The sole surfaced court record naming 'Altair' - Koch v. United States, No. 15-30811 (5th Cir., filed May 12, 2017) - is a non-asbestos slip-and-fall under the LHWCA aboard a later MARAD reserve vessel named Altair (T-AKR-291 lineage); AD-11 was scrapped in 1948 and cannot be that vessel - name collision, non-qualifying. Law-firm marketing lists naming AD-11 (freeasbestostesting.com, duboselawfirm.com) were located and excluded per source rules.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1919 steam hull converted and repeatedly overhauled through WWII is era-consistent with asbestos-containing materials. CourtListener API was rate-limited (HTTP 429, 125/day) so the opinion/docket search is incomplete - a deck-log/claims archive could still hold hull-specific material. Does not establish presence or absence; does not establish or defeat any exposure claim or legal eligibility.
