Ordered 19 February 1942 and built by Fulton Shipyard, Antioch, CA: laid down 10 May 1942, launched 8 July 1942, commissioned 19 November 1942. Ship note: 'APc-25: Ex AMc-161. Sold (delivered) by MC to Bryce Little, Seattle, Wash. Merc. COASTAL TRADER II. 1947, off list 1949.' Disposition table: decommissioned 13 May 1946, stricken 23 April 1947, Maritime Commission disposal 23 January 1947. The hull began as one of 50 AMc coastal minesweepers (AMc 150-199) whose construction the CNO directed 19 January 1942; after the Bureau of Ships issued a modified 103-ft design in February 1942, the CNO requested on 13 April 1942 that the 50 be built as 'raider transports, AP'; the District Craft Development Board recommended the change 20 April and the category 'Coastal transport (small), APc' was created 22 April. AMc 150-199 became APc 1-50, though not respectively; AMc-161 became APc-25.

    Limitations
Establishes identity, designation history, construction milestones, and disposal dates only - the shipscribe page contains no asbestos or materials information. It is a respected secondary compilation of official records (Naval Vessel Register, BuShips procurement data), not itself a scanned primary document; underlying register entries are the verification path. Commissioning date corroborated independently by NavSource and by the NARA deck-log listing that begins 19 November 1942.

    Finding
APC-1 class specification: 161 tons light / 258 limiting; 103.25 ft overall x 21.25 ft x 9.25 ft; diesel, 400 hp (some units 500 hp), single screw, 10 knots; complement 21 (1944); original armament 4-20mm single. The design derived from the AMc coastal-minesweeper type built on commercial fishing-boat lines with wooden hulls. A wooden hull with a single small diesel and no boilers or steam plant removes the machinery category most associated with documented WWII-era asbestos insulation (boiler and steam-line lagging).

    Finding
Primary-source wartime record written by this hull's own commanding officer. Report of 15 August 1943: on the evening of 13 August 1943 APc-25 was anchored off Lunga Point, Guadalcanal, awaiting LCTs 325 and 327 for a supply run to Enogai, New Georgia, when APA-23 (John Penn) was torpedoed by enemy aircraft; APc-25 went alongside the burning, exploding transport in about three minutes - first of any vessel to arrive - and her crew went over the side and manned rafts, a wherry, cargo nets and stretchers to pull survivors from burning oil; 'the number picked up and sent ashore were conservatively numbered at 35. There were perhaps more.' Sister craft USS APc-38 arrived on the scene about the time John Penn sank but picked up no casualties (per her CO's statement to Cartano). Report of 18 August 1943: near-continuous enemy air action against the Lunga Point-Enogai convoy on 15-16 August - bombs off the bow, a 16 August low-altitude attack at Enogai in which APc-25 fired five magazines of 20mm and ~150 rounds of .50 caliber, with a possible aircraft kill the CO declined to confirm; PT boats decoyed attacks with smoke.

Official Navy history corroborates the event environment of this hull's best-documented action: on 13 August 1943 John Penn, having just finished unloading a cargo of 155-mm ammunition off Lunga Point, Guadalcanal, came under attack by enemy torpedo planes at 2120; a burning aircraft crashed her mainmast and a torpedo hit; she went down stern first at 2150.

Mercantile identity chain for this hull: US registry 251871, Canadian registry 192067, ex-Navy pendant AMC.161; named APc-25 (1943), Coastal Trader II (1947), Cape Scott III (1949), Cape Cross (2009). Owners per the registry record: Maritime Commission to 1947; Bryce Little, Seattle (1947); Coastal Trading Co. Inc., Juneau (1948); Canadian Fishing Co. Ltd., Vancouver (1949-1972 and 1975-1985); D & S Boat Co. (1972-1975); Jim Pattison Industries/Enterprises (1985-1993); 344130 BC Ltd. (1993-2008); Cape Cross Inc. (2008-2013). On Canadian registration she was stripped to the hull with superstructure and rigging replaced and engine overhauled at the Sperling Shipyard (Duddy). As Cape Scott she was in a 12 July 1968 collision in Seymour Narrows in which FV Starling sank with all survivors.

Museum-affiliated registry compilation plus a local historian's secondary narrative - not official registry extracts; Canadian Ship Registry / USCG documentation files are the verification path. '2009 Cape Cross' vs. 2008 ownership change reflects registry-vs-sale lag (NavSource says acquired 2006). The 1968 collision and the Sperling rebuild are secondary-sourced. Official state incident record for this hull's end: F/V Cape Cross grounded in Main Bay, Prince William Sound at 0500 on 26 July 2010 after drifting onto an uncharted pinnacle (position 60 deg 31.788'N, 148 deg 03.743'W). Approximately 3,000 gallons diesel and 400 gallons lube/hydraulic oils aboard; a USCG overflight reported sheen from residual bilge oils and an unsecured gasoline drum. Fuels and oils were lightered; Magone Marine righted and towed the vessel to Seward, where she was removed from the water by travel lift and responsibility passed to Storm Chasers for final disposition. ADEC anticipated 'disposal of the vessel in a landfill after it has been stripped of any items of value and after the necessary testing for hazardous materials, e.g. paints and zincs.'

Names the vessel only as F/V Cape Cross - linkage to ex-APc-25 rests on the registry identity chain (ev-06), which is standard and uncontroverted. The sitrep's hazmat-testing note lists 'paints and zincs' by example - asbestos is neither confirmed nor excluded; no asbestos survey is referenced. Era-level scholarship on WWII shipbuilding generally; does not name this vessel or the APc-1 class and does not establish that asbestos was or remains aboard this hull, nor quantity, location, condition, individual exposure, or causation. No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure naming asbestos, or docketed asbestos case naming AMc-161, APc-25, or the hull's later identities (Coastal Trader II, Cape Scott, Cape Cross) was found in the public sources searched (see search_ledger). The only official hazmat-adjacent document located - the ADEC 2010 sitrep - anticipates testing for 'hazardous materials, e.g. paints and zincs' and does not mention asbestos. No litigation naming the hull was located on the web-level sweep; the CourtListener API sweep was blocked by rate limiting on two authenticated attempts and is flagged incomplete rather than failed silently.

The originals of the two August 1943 Ship Action Reports (ev-03) rest in Navy Special Collections & Archives. NHHC photo NH-81033 (ev-05) is the verified image holding.
