Ship's company of a ~100-258 ton wooden coastal transport (1942-1946), 3 officers + 22 enlisted per spec; embarked troops (up to 66 rated capacity)
    Limitations
Secondary compilation (the standard per-hull reference for small Navy craft), not a primary document. Conflicts with shipscribe's register-derived data on keel (9 Jun vs 3 Jun 1942), launch (1 Jul vs 31 Jul 1942), and the decommissioning/stricken dates (1 Apr/17 Apr 1946 vs 7 May/21 May 1946 - NavSource's dates match shipscribe's rows for siblings APc-23/26/36/45, suggesting possible templating); 'fate unknown' is superseded by the documented MC sale to Frank Leslie Fulton (ev-02, ev-06). Contains no materials or asbestos information.

    Finding
Class-level procurement history documenting why 'AMc-163' exists as a designation: the Navy ordered AMc 150-199 (a second batch of 50 wooden coastal minesweepers, 96-ft fishing-boat-derived design) on 19 Jan 42; the Bureau of Ships issued a modified design in February 1942 (103 ft overall); on 13 Apr 42 the CNO requested the 50 vessels be built as 'raider transports, AP'; the District Craft Development Board recommended the change 20 Apr 42 and the category 'Coastal transport (small), APc' was created 22 Apr 42 - AMc 150-199 became APc 1-50, 'though not respectively.' Intended roles: transport of 2 officers + 74 men for a 24-hour voyage; 50 men + 1,500 cu.ft. cargo for 24 hours; or 17 tons cargo for 2,500 miles, with a 2-ton boom on the foremast serving an 8x7-foot hatch. Wood hulls, diesel propulsion, ~10 knots. Program later scrambled by LCIL competition, British requisitions, and cancellations.

Design/procurement context for the APc-1 class (115 units programmed, ~100 built)
    Limitations
Class/program-level history, not a hull record - it documents the designation system and design intent, not this hull's materials. It establishes that AMc-163 was a pre-construction designation only (the APc category existed ~6 weeks before this hull's keel was laid). Contains no asbestos information; the 'wood hull' datum is design-level, consistent with all compiled sources.

The vessel's own combined log/diary for June-August 1943, submitted monthly by P. C. Smith, Lt. USNR, Commanding Officer, to CominCh U.S. Fleet (copies CinCPac and Commander Landing Craft Flotillas, South Pacific Force). Verified content (pages read): June 1-2, 1943 - anchored Tulagi Harbor; underway to Lunga Point, Guadalcanal; embarked ninety Army troops, four officers, and complete field equipment; joined convoy of three LSTs, five LCTs, one AM and one SC; moored Renard Sound, Banika Island, Russell Islands, discharged troops; returned to Tulagi. June 22-25 - watered at Govana Inlet, Florida Island; 24 June took a stern line from APc-37 and towed her clear of a reef at Carter City, Govana Inlet; Purvis Bay. July 1, 1943 - 'Steaming as before enroute to Segi Point, New Georgia Island, leading Task Unit 31.3.22 composed of selves, and LCT's 62, 129, 323, & 58. Ship darkened and in condition of readiness. LCT's loaded with troops and equipment to take part in the occupation of Segi Point.' She ran aground 0946 on an uncharted reef in Panga Bay ('reef not charted on Secret Chart prepared from various sources for use in invasion operations'), transferred Lt. Margettes to LCT-62, worked free at 1123 with two Higgins boats towing and engines full astern ('no apparent damage to ship'), and anchored off Segi Point at 1152 - the opening landing of the New Georgia operation for which she earned her battle star.

Special List #44 indexes this hull's deck logs in the National Archives deck-log collection (RG 24) under 'APC-27, 12/5/1942 - 6/30/1945' - a single range running from her commissioning date through mid-1945. There is NO 'AMC-163'/'AMc-163' entry in the index - consistent with the planned-designation status (no minesweeper-phase logs were ever generated). The NARA 'Navy Deck Logs Available in the National Archives Catalog' page lists no APc-27/APC-27 among digitized logs - the logs exist as physical holdings, undigitized. Coverage ends 6/30/1945; the final ~9 months of commissioned service (through decommissioning in 1946) are unindexed.

Independent yard-table corroboration: the Fulton Shipyard delivery table gives 'APc 27 | US Navy | Transport | 100 (tons) | delivered 5-Dec-42 | Planned as AMc 163, sold 1947'; the 'US Navy Coastal Transports APc' table gives 'APc 27 | Fulton SY | Antioch CA | 100 | 103 | 1942 | To MARAD 1947'. Builder context from the same source: Fulton Shipyard was started in 1924 by Frank Fulton and Angeline Fulton Fredericks on a San Joaquin River site first developed as a shipyard in 1918 by Jarvis Bros.; the yard closed in 1999. The MC buyer of record, 'Frank Leslie Fulton, Antioch, Cal.' (ev-02), shares the yard family name - consistent with a postwar return to the builder's orbit, though the relationship is not stated in any located source.

    Finding
Design-level assessment of the asbestos-relevant profile: this craft carried a single diesel engine (~300-400 shp) on one screw in a ~100-258 ton WOODEN-hulled transport - no boilers, no steam distribution system, no turbines. The principal asbestos vectors documented aboard steam-era naval vessels - boiler and steam-drum lagging, steam-line insulation, turbine and condenser insulation - are absent by design in this type. Residual era-typical applications remain plausible but are undocumented for this hull: diesel exhaust and muffler insulation, engine gaskets and packing, electrical insulation (two 30 kW DC generators aboard), accommodation/joiner materials, and brake linings on the 2-ton boom and windlass gear. Unlike the converted-fishing-vessel AMc/YP small craft, provenance here is resolved: she was ordered 19 Feb 42 as a Navy-contract build to the BuShips-modified AMc-150-199 design, so naval small-craft specifications applied - but the class's specific materials/insulation specification is not documented in any located source.

    Limitations
Class/design inference, not a ship-specific finding: the absence of a steam plant removes the dominant asbestos vectors but does not prove the absence of asbestos aboard - WWII-era gaskets, packing, electrical components, and interior materials could still contain asbestos, and the shipyard's fitting-out practice is undocumented. Nothing in the cited sources names an asbestos product installed on this hull. Does not establish presence, absence, exposure, or causation for any individual.

The vessel does not appear in the Naval Vessel Register (NVR excludes vessels disposed of before 1987; she was disposed of 1947). As an unnamed hull, the craft does not appear on law-firm/marketing asbestos ship lists at all - those lists key on ship names. No litigation material of any kind naming this hull was located even at the pleading level. The CourtListener API check could not be executed - authenticated daily quota (2800/day) exhausted at research time - so the litigation surface is incompletely searched; the web-index fallback returned no vessel hits.

Archival leads (not retrieved - requires research-room or reproduction order; no spend authorized): Navy deck logs for APC-27 covering 12/5/1942-6/30/1945 (SL-44 indexed, RG 24 - the likeliest primary for stations, repairs, and material events during commissioned service; note the final nine months to decommissioning are unindexed); additional months of the RG 38 war-diary series (June-August 1943 digitized as NAID 135947305; the micro publication (serial 55556) holds further submissions not yet located online); BuShips contract and plan records for the AMc-150-199/APc order at Fulton (RG 19 - could hold the construction/materials specifications that would bound the asbestos question); the Maritime Commission disposal file for the March 1947 sale to Frank Leslie Fulton (RG 178 - the likeliest custody document and the best lead for post-Navy ownership, since no mercantile name is recorded for her in the shipscribe MC notes where siblings show them); and USCG merchant-vessel documentation files for any post-1947 commercial identity (official number unlocated).

    Limitations
Record-group mapping only - no box-level retrieval performed; existence of asbestos-specific documents for this hull is unknown until surveyed in person. The shipscribe MC note's absence of a 'Merc.' name suggests she may never have been documented commercially, but that inference is unverified. Nothing in this row is an asbestos finding.

    Finding
Personnel datum of note: NavSource's commanding-officer roster lists 'ENS. Slive, Seymour, USNR' commanding APc-27 from October 1944 to August 1945. Published obituaries document that Seymour Slive (1920-2014) - later the preeminent American scholar of Dutch art and longtime Harvard professor/Fogg Museum director - served in the U.S. Naval Reserve in the South Pacific 1942-1946 and rose to lieutenant. The unusual name, branch, theater, and dates all coincide: the APc-27 commanding officer is in all likelihood the same man, though no located source states the ship by name.

    Limitations
Identification is strong but not primary-confirmed: the obituaries document the service period, branch, and theater but do not name APc-27; the NavSource roster is a secondary compilation. Carried as context - a personnel color note, not an exposure finding. No asbestos information.
