    Finding type
    vessel_history
    Finding
APc-19 was ordered 1942-02-19 under the AMc-150-199 coastal-minesweeper contract as AMc-170; built by Hodgdon Bros., East Boothbay, ME; keel 1942-03-12 per the ShipScribe class table (NavSource gives 1942-05-12 - unresolved); launched 1942-08-01; commissioned USS APc-19, 1943-01-12, LT. Charles B. Link, USNR, in command. Decommissioned 1946-02-15 at Naval Station Treasure Island, San Francisco; struck from the Naval Register 1946-02-26; sold (delivered) by the Maritime Commission to Charles E. Kaltenbach, Laguna Beach, CA - disposal 1947-01-29, MA sale recorded 1947-01-28 (NavSource gives 'sold 21 January 1947, removed 29 January 1947'). Final disposition undocumented.

Crew (complement ~21-25); construction trades at Hodgdon Bros., East Boothbay (1942); embarked troops (design capacity ~66-74)
    Limitations
Establishes identity, construction, and disposal milestones only - no asbestos or materials information. ShipScribe, NavSource, and shipbuildinghistory are secondary compilations of official records, not the records themselves; no DANFS entry exists for this hull (NavSource states so explicitly and NHHC candidate URLs 404). Keel date conflicts across sources (1942-03-12 vs 1942-05-12) and the January 1947 sale date varies by a week (21 vs 28 Jan) - carried in gaps.

    Locator
ShipScribe APc-1 class 'Class Notes' section and ship note for APc-19; NavSource 'Originally planned as Coastal Minesweeper AMc-170'
    Finding type
    vessel_history
    Finding
The designation 'AMc-170' was a planned coastal-minesweeper contract number only, not a commissioned vessel. On 1942-01-19 CNO directed construction of fifty AMc coastal minesweepers (AMc-150 to AMc-199); on 1942-04-13 CNO requested the fifty be built instead as 'raider transports, AP'; the District Craft Development Board recommended the change on 1942-04-20 and the category 'Coastal transport (small), APc' was created 1942-04-22. AMc-150 through AMc-199 became APc-1 through APc-50 'though not respectively' - AMc-170 specifically became APc-19 (ship note: 'Ex AMc-170'). No minesweeper AMc-170 ever entered service; the hull was completed and commissioned as the small coastal transport APc-19.

    1942 (program change)
    Limitations
Class-program documentation confirming the designation change; the keel was laid (March or May 1942) under the AMc contract and the redesign occurred before completion. Establishes vessel TYPE (small coastal transport, not minesweeper) and the consolidation mapping; contains no asbestos or materials information.

APc class specification block and unit table (APc-19 inside the APc-3-20 commissioned-1942-43 range)
    Finding type
    vessel_history
    Finding
Class configuration: the APc-1 class were small wooden-hulled coastal transports (103 ft, ~234 tons full load, diesel engines, single screw, ~9-10 knots) officially described as 'Similar to the Accentor Class AMc's' - the coastal-minesweeper design from which the type was adapted. APc-19 falls within the compilation's APc-3-20 block, commissioned 1942-43. A wooden hull and diesel propulsion mean the class carried no boilers or steam plant - the machinery category most associated with documented WWII-era asbestos insulation aboard larger combatants.

    Limitations
Class-level specification; documents the type's plant, not materials aboard this hull. Absence of a steam plant removes the most commonly documented WWII asbestos pathway but does not establish that no asbestos-containing material was aboard (gaskets, exhaust insulation, electrical insulation, fireproofing compounds remain undocumented either way).

    Finding
Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program context in which this 1942 wooden-hulled coastal transport was built - and that wartime demand drove unprecedented asbestos utilization across naval construction.

    Finding type

    Finding
NavSource lists APc-19's awards as the American Campaign Medal and World War II Victory Medal only - no campaign or battle stars - and a five-officer command chronology ending with LTjg. Robert T. Cox, USNR (September 1945 to decommissioning 1946-02-15). Specification block: 103'3" x 21'3" x 9'3", four single 20mm AA mounts, one Atlas 6HM2124 diesel, 300 shp, single propeller; troop capacity 66; complement 3 officers, 22 enlisted. Detailed wartime employment is not documented on the page.

    Limitations
Single secondary source; award display implies stateside/American-theater service but no operational history, deck log, or official record corroborates where the vessel actually served between January 1943 and its February 1946 West Coast decommissioning - employment is a gap, not a finding. Establishes no asbestos information.

    Finding
No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed asbestos case naming APc-19, AMc-170, or AMC-170 was found in the public sources searched (see search_ledger). No litigation of any kind naming the vessel was located.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - it reports that no qualifying record was found. The CourtListener opinion/RECAP name search was throttled at the daily cap at query time (2800/day), so the litigation sweep is incomplete and flagged rather than failed silently; web-level litigation searches found no asbestos case naming the vessel. Does not establish or defeat any claim of exposure or legal eligibility.

    Finding
Archival leads not retrieved: NARA RG 24 deck logs for APc-19 (College Park; digitization status undetermined - catalog API returned a JavaScript shell, not records) would establish the undocumented 1943-46 employment; USCG Merchant Vessels of the United States annuals could document the post-1947 private documentation chain under Charles E. Kaltenbach (Laguna Beach) and the hull's ultimate fate; the Maritime Commission disposal file would cover the January 1947 transfer and sale; the Hodgdon yard still operates in East Boothbay and builder records may survive.
