NavSource chronology: originally planned as Coastal Minesweeper AMc-174; laid down 1942-04-14 at Henry G. Marr Boatbuilding Co., Damariscotta, ME; launched 1942-08-08; commissioned USS APc-13 on 1942-12-07 with LTjg Ogden Knapp, USNR, in command. Asiatic-Pacific Theater service: Bismarck Archipelago operation (Cape Gloucester, New Britain, 1944-02-03 to 1944-02-05) and Luzon operation (Lingayen Gulf landings, 1945-01-04 to 1945-01-18); two battle stars for WWII service. Decommissioned 1946-02-19 at Seattle, WA; struck from the Naval Register 1946-03-12; transferred to the Maritime Administration (sic - Maritime Commission) 1947; sold 1948-05-18 to Raymond G. Turner, San Diego, CA; fate unknown. Spec block: 100 t light / 258 t full; 103'3" x 21'3" x 9'3"; 10 kts; 3 officers + 22 enlisted; troop capacity 66; four single 20mm AA mounts; one General Motors 8-268A diesel, 400 shp, single screw, two 30 kW diesel ship's-service generators. CO list: Knapp to 1944-09-25; MacDougall to 1945-01-15; Franatis to 1945-12-06; Tinker to 1946-02-19. Page states explicitly: 'There is no DANFS history record for USS APc-13 available.'

Crew (3 officers + 22 enlisted per spec block) plus embarked troops (capacity 66); construction trades at the Marr yard, Damariscotta (1942)
    Limitations
Volunteer archival compilation, not an official record - establishes identity, service history, and specification only as compiled from contributor material. Commissioning date conflicts with the 1942-12-09 date given by the NARA deck-log index, shipscribe, NavalCoverMuseum, and the builder's delivery table (see ev-02, ev-04, ev-05). 'Maritime Administration (MARAD) in 1947' is anachronistic - the Maritime Commission administered disposal; MARAD was created 1950. Contains no asbestos or materials information.

    Finding
The NARA finding aid indexes a deck-log series for APC-13 spanning 12/9/1942 to 2/19/1946 - matching the documented commissioning-to-decommissioning interval exactly and corroborating 9 December 1942 (not NavSource's 7 December) as the start of the commissioned log run.

    Limitations
Finding aid documents the existence and date span of the log series, not log contents - the logs themselves were not retrieved and their digitization status was not verified. Supports the 9 December 1942 commissioning date but does not by itself prove the commissioning ceremony date (a log series can begin on a delivery or in-service date). Contains no asbestos or materials information.

    Finding
Designation correction: AMc-174 was a planned coastal-minesweeper designation only and no minesweeper ever served under it. The 50 hulls ordered as AMc-150-199 were redirected to completion as small coastal transports after the CNO's 1942-04-13 request for 'raider transports, AP'; the 'Coastal transport (small), APc' category was created 1942-04-22 and AMc 150-199 became APc 1-50 (not respectively). This hull commissioned as USS APc-13; the canonical record is APc-13 with AMc-174 as a consolidation alias.

    Limitations
Redesignation documented by secondary compilations (NavSource index 'APc-13 ex AMc-174'; shipscribe class notes; Wikipedia roster) - the underlying CNO directive and BuShips correspondence were not directly retrieved. Hull-number collision note: NavSource /11/05174.htm is MSC-174 (Dutch-built MSC-172-class minesweeper Roermond, M 806), an unrelated vessel sharing only the numeral.

Class configuration: APc-1-class small coastal transports were wooden-hulled craft of 161 tons light / 258 tons limited, 103.25 ft overall x 21.25 ft x 9.25 ft, 10 knots, single-screw diesel of 400 hp, original armament four single 20mm, complement 21 (1944 figure). Procurement history: AMc 150-199 ordered per CNO directive of 1942-01-19; BuShips issued modified-design specifications February 1942; CNO requested completion as raider transports 1942-04-13; District Craft Development Board recommended the change 1942-04-20 and the APc category was created 1942-04-22 for uses including 24-hour transport of a raiding party, troop-plus-cargo lift, and a 2,500-mile cargo run. Construction-table row for APc-13: ordered 1942-02-19, builder Harry G. Marr, keel 1942-04-14, launched 1942-08-08, commissioned 1942-12-09.

    Limitations
Class-level specification and NVR-derived compilation; documents the type's plant and the class procurement history, not materials aboard this hull. Absence of a steam plant removes the most commonly documented WWII asbestos pathway but does not establish that no asbestos-containing material was aboard (gaskets, exhaust insulation, electrical insulation, fireproofing compounds remain undocumented either way). Complement figure conflicts with NavSource's 25. No asbestos or materials information.

Builder and delivery record: the Marr yard table lists 'AMc 174/APc 13 - US Navy - Coastal Transport - 147 GT - 103 ft - delivered 9-Dec-42 - Sold 1947'; the APc program table lists APc 13 at 'Henry G. Marr, Damariscotta ME, 100 LDT, 103 LOA, 1942, To MARAD 1947.' Yard history: founded by Jonah P. Morse in 1919, turned over to Harry G. Marr in 1939; located in downtown Damariscotta where the municipal parking lot now stands. The yard also built sisters AMc-175/APc-14 and APc-55 through APc-57, and the AMc minesweepers Security (AMc-103) and Skipper (AMc-104).

Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program context in which this 1942 wooden-hulled transport was built - and that wartime demand drove unprecedented asbestos utilization across naval construction.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed asbestos case naming APc-13, AMc-174, or USS APc-13 was found in the public sources searched (see search_ledger). No DANFS entry exists for this unnamed hull. Web-level litigation search returned only ship-list pages and unrelated litigation.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - it reports that no qualifying record was found. The CourtListener opinion/RECAP name search was blocked by quota exhaustion at query time (authenticated 2,800/day already consumed; expected reset ~4,600 s), so the litigation sweep is incomplete and flagged rather than failed silently. Does not establish or defeat any claim of exposure or legal eligibility.

Archival leads not retrieved: NARA RG 24 deck logs for APC-13 exist (SL-44 documents coverage 12/9/1942-2/19/1946) but were not pulled and their digitization status is undetermined; the Maritime Commission disposal file would document the sale to Raymond G. Turner and could fix the 1947-vs-1948 date; USCG Merchant Vessels of the United States annuals are the verification path for any post-1948 civilian documentation (official number, owners, disposition - 'fate unknown' per NavSource); NavSource holds a contributed photo of APc-13 moored pierside (contributed by Brandon Cooper for his grandfather Roy Dale Cooper Sr., MoMM2/c, USS APc-13).
