NARA Special List 44 (index of WWII-era Navy deck logs held at the National Archives) lists deck logs for APC-10 covering 4/3/1943 through 6/14/1946. Deck-log coverage conventionally begins at commissioning and ends at decommissioning, so the index independently corroborates the 3 Apr 1943 commissioning and 14 Jun 1946 decommissioning dates reported by Roberts/shipscribe - against NavSource's 4 Apr 1943 / 7 Jun 1946.

1943-1946 (log coverage); index compiled by NARA
    Limitations
Index entry verified directly from the published PDF. The index records log coverage dates, not commissioning/decommissioning certificates - the correspondence of log start/end to those events is standard archival practice but is itself the inference. Log contents unsurveyed; contains no asbestos or materials information. Does not establish exposure, quantity, or legal eligibility.

HMCo Construction Record particulars for hull #434p 'APc10' (transcribed in the Herreshoff Catalogue Raisonne): contracted 29 Apr 1942 for the U.S. Navy at $145,000; wood construction; 103' 2.5" LOA, 98' 6" LWL, 21' 2.5" beam, 8' 3.625" draft, 112 short tons; propulsion 'Diesel, Superior, 400 h.p.' with one 3-blade propeller; designed by McInnis, Eldredge; record note 'U.S. Navy Troop Transports.' The class production-model note in the offset booklet reads: 'Model of AMc Mine Sweepers [preceding two words crossed out and replaced with] Transports, Apr[il] 1942 ... Templets made from Bureau of Ships Plans 446519 [and] 446513 and Eldridge-McInnis Design No. 287-C-728.'

    Limitations
Builder's own construction record as transcribed by the museum catalogue - authoritative for construction particulars and for the AMc->APc design substitution. Contains no asbestos, insulation, or materials schedule; propulsion line establishes diesel (not steam) machinery only. The 'Launch: 1943-4-3' particular conflicts with NavSource (8 Nov 1942) and Roberts (18 Nov 1942) and is treated as a probable delivery/commissioning conflation, not adopted. Supports no asbestos claim.

    Finding
Designation correction: this hull was ordered as coastal minesweeper AMc-199 in the CNO-directed batch AMc 150-199 (19 Jan 1942, modified 103-ft Accentor-type design per Bureau of Ships specifications of Feb 1942). On 13 Apr 1942 the CNO requested the fifty vessels be completed as 'raider transports, AP'; the District Craft Development Board recommended the change 20 Apr 1942 and the 'Coastal transport (small), APc' category was created 22 Apr 1942. The AMc 150-199 block became APc 1-50 'though not respectively'; for this hull, both NavSource and Roberts document AMc-199 -> APc-10 specifically. No vessel ever commissioned under the designation AMc-199.

Resolves the registry-level conflation: 'AMc-199' is a planned designation only; the commissioned vessel is APc-10. Service and disposition record (NavSource): commissioned USS APc-10 on 4 April 1943, LTjg. Roger T. Kelley, USNR, in command; awards display limited to American Campaign Medal and WWII Victory Medal (no battle stars); decommissioned 7 June 1946 at San Francisco; struck from the Naval Register 19 July 1946; transferred to the Maritime Administration 1946; sold 15 March 1947 to Harold Hunter, Morro Bay, CA (fishing boat FV Donna May); removed from Reserve Fleet 18 March 1947; acquired 1972 by Francis B. Mathews, Eureka, CA (FV Donna Mae); final disposition: ran aground near Humboldt Bay, CA in 1984. NHHC photograph NH-81032 documents the vessel passing through the Golden Gate c. 1945-46. NavSource explicitly notes 'There is no history available for USS APc-10' - no DANFS narrative exists.

Awards display (American Campaign + WWII Victory only) bounds the documented service record. Contains no asbestos or materials information.

Design profile bounding asbestos inference for this hull: the HMCo construction record documents a wooden hull with a single 400-hp Superior diesel, one screw, and diesel-driven generators - i.e., no boilers, steam drums, steam lines, or turbines aboard. The asbestos-heavy applications typical of steam-era vessels (boiler lagging, steam-pipe insulation, turbine packing) are therefore not plausible aboard this craft; era-consistent possibilities narrow to diesel exhaust lagging, engine gaskets/packing, electrical insulation, and minor fireproofing.

Establishes propulsion type and hull material only - a bounding fact for inference, not an asbestos record. The narrowed product list (exhaust lagging, gaskets, packing, electrical, fireproofing) is era inference, not ship-proven; no materials schedule was located. Does not establish presence or absence of asbestos aboard.

Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII, the program era under which this vessel was built, and that wartime demand drove unprecedented asbestos utilization - including aboard small auxiliary and merchant-type hulls.

CourtListener opinion searches returned zero qualifying hits: exact-phrase 'APc-10' produced four results, all name collisions ('APC-10' appearing as an exhibit/product string in unrelated tax, FTCA-injury, corporate, and patent litigation); combined designation and asbestos queries returned zero.
