Stevenson; and commissioned 23 October 1943, Lieutenant R. M. Brunner, USNR, in command. Between January 1944 and June 1945 Anchor operated out of Pearl Harbor, Eniwetok, Tinian, and Saipan on salvage and clearance duty. She arrived off Okinawa 8 June and conducted salvage operations on sunken Japanese shipping and Vandalia (IX-191) until February 1946. Leaving Okinawa 23 February 1946 Anchor proceeded to Seattle, where she went out of commission 16 September 1946. She was transferred to the Maritime Commission 23 May 1947. - ARS-13 class page spec block and class notes; inference framed on the documented diesel-electric, wooden-hulled design
- Finding type
- asbestos_application
- Finding
- Design-level inference for this hull: a wooden-hulled, diesel-electric BARS-5 salvage vessel (four H-O-R 685A diesel engines, generator sets, single/twin screws ~1,200 shp - no boilers, no steam lines). For a 1942-43 wooden-hulled diesel auxiliary, era-consistent asbestos applications concentrate in diesel exhaust/muffler lagging and flange gaskets, machinery piping gaskets and packing, electrical insulation and arc-resistant sheet (e.g., switchboard backing), accommodation and galley fireproofing/joiner panels, and winch/windlass/boom brake linings on salvage gear (10-ton boom, towing winch). The wooden hull removes the steam-boiler and extensive pipe-lagging applications typical of contemporaneous steel steamships but does not eliminate machinery-space and outfit asbestos uses.

- GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas. This hull predates the policy era by decades - decommissioned 1946, stricken 1946, and sold out of government custody 23 May 1947, roughly 28 years before the earliest documented Navy asbestos-management policy - so no Navy survey or abatement record could be expected for it.

Cal., filed 2008-06-18, suitNature '368 P.I.: Asbestos') - an asbestos personal-injury/wrongful-death action for decedent Ronald Redman alleging exposure including while maintaining and repairing Viad Corp. marine distilling plants on Navy ships. The two published orders in the case (2008 WL 4447729, denying remand on federal-officer/military-contractor grounds, Sept. 30, 2008; 2008 WL 5048205, Nov. 25, 2008) do not name the vessel - the 'USS Anchor' string sits inside a filing document (complaint or exhibit-level vessel/exposure listing), i.e. a pleading-stage allegation, not a judicial finding. Case ultimately REMANDED to San Francisco Superior Court by Judge White in an order filed 2009-02-02 (per JPML order vacating conditional transfer order CTO-318, Feb. 17, 2009, In re Asbestos Products Liability Litigation (No. VI), MDL No. 875).

Remaining sweeps - 'ARS-13' type=r docket index, a 'Colberg Boat Works' builder-yard opinion check, and the Redman docket-entries pinpoint - were queued behind the fleet-wide pacing limiter at write time (helper exit 2 on spaced retries).
