- Official DANFS record for this hull: named for 'Cities in South Carolina and Texas.' PC-606 was laid down on 14 April 1942 at Stamford, Conn., by the Luders Marine Construction Co.; launched on 8 January 1943; and placed in commission at New York City on 7 August 1943. After brief shakedown off Miami she sailed for Havana, arriving 11 September, reporting to Commander, Eastern Sea Frontier; ASW exercises and patrols in Cuban waters; joined a northbound convoy 27 September; New York harbor 3 October; then antisubmarine patrol and escort duties including several convoys New York City - Guantanamo Bay. Ordered to the Pacific in December; transited the Panama Canal and proceeded via Bora Bora to Espiritu Santo, New Hebrides, arriving 31 January 1944; ASW and escort duties with ships of the Pacific Fleet among the Solomon Islands, Tarawa, Eniwetok, Guam, Saipan, and 'two Jima' [sic - Iwo Jima as printed]. Left Guam 14 March 1946 via Pearl Harbor; reached San Pedro mid-May; departed the west coast 21 October 1946 via the Panama Canal for Charleston, S.C., arriving 21 November 1946; assigned to the 16th Fleet and began deactivation. Placed out of commission 24 March 1947 and berthed at Green Cove Springs, Fla. 'While still in reserve, the ship was named Andrews (PC-606) on 15 February 1956. Her name was struck from the Navy list on 5 September 1957, and she was subsequently sold to the Boston Metals Co. for scrapping.' Specification block: dp. 280; l. 173'8"; b. 23'; dr. 6'6"; s. 22 k.; cpl. 65; a. 1 3", 1 40mm., 3 20mm., 2 dct., 2 dcp.; cl. PC-461.

- Limitations
- DANFS documents service history and specifications, not materials or asbestos content - the entry contains no asbestos information. The DANFS spec block conflicts with NavSource on draft (6'6" vs 10'10"), speed (22 k. vs 20.2 kts), and depth-charge projector count (2 vs 4) - carried unreconciled in gaps. The 'two Jima' reading is the entry's own typography for Iwo Jima.

Specifications: 280 t (lt) / 450 t (fl); 173'8" x 23' x 10'10"; 20.2 kts; complement 65; armament one 3"/50 dual-purpose mount, one 40mm, three 20mm, two rocket launchers, four depth-charge projectors, two depth-charge tracks; propulsion two 1,440-bhp General Motors 16-258S diesel engines (serial nos. 10868 and 10871), Farrel-Birmingham single reduction gear, two shafts. CO roster lists a single wartime entry: LTJG J. E. Searight, USNR, 1945. Call sign NUVT (November-Uniform-Victor-Tango).

- Limitations
- NavSource is a volunteer secondary compilation, not a primary registry - milestone dates track NVR/DANFS-style records while the underlying Navy records (muster rolls, war diaries) sit at NARA as archival leads (see ev-05). Contains no asbestos or material content. The single-entry CO roster (Searight, 1945) is corroborated by the NHHC Pacific Fleet organization document (ev-03); other wartime COs are not documented. The 'SC 606' labeling in the builder's table (ev-04) is that table's generic sub-chaser notation, not a designation change.

(jg) J. E. Searight (USNR)' - matching the NavSource CO entry (LTJG J. E. Searight, USNR, 1945) and DANFS's Pacific-theater narrative.

- Finding
- Builder's production table corroborates this hull: 'SC 606 | US Navy | Sub Chaser | 463d | 173 | 7-Aug-43 | Later named Andrews (PC 606), scrapped 1957' - the delivery date matches the commissioned date exactly, and the table places PC-606 in a serial Luders Navy sub-chaser run alongside SC 604 (delivered 9-Mar-43, to Brazil as Guaiba G 3), SC 605 (28-May-43, Brazil Gurupa G 4), and SC 607 (27-Aug-43, Brazil Guajara G 5). Yard history note: Luders Marine Construction was founded by Alfred E. Luders in 1908 at Byram, CT, moved in 1912 to Harbor Drive, Stamford Harbor, built custom yachts and wartime craft, and closed in 1968.

Delivery date equals the commissioning date, consistent with delivery-then-commission same-day practice. Contains no material or asbestos content.

The RG 38 World War II War Diaries series holds 22 monthly ship-authored war diary units for this hull covering every month from January 1944 through October 1945 - the bulk of her Pacific service, from the month of arrival at Espiritu Santo (31 January 1944) through the surrender and into the post-surrender period. The named-individual crew record and the ship-authored operational record are both extant as archival leads.

- Finding
- A steel-hulled diesel patrol craft built 1942-43 sits inside the Navy's documented asbestos-use era; era-standard applications aboard a small vessel of this type and period were engine/exhaust and machinery insulation, gaskets, valve packing, electrical insulation, and deck/accommodation materials. As a diesel craft she carried no boilers or steam turbines - the boiler/turbine lagging pathway of steam vessels does not apply, and her asbestos-relevant systems are the smaller diesel-era set in a compact 173-ft hull.

- Finding
- GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - spanning this hull's construction (1942-43) and entire service era (1943-57); the 1975 policy reviewed was remove-and-replace only for damaged insulation or insulation that had to be removed for necessary repairs, modified in 1979 to include selective replacement in high-maintenance areas.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, material schedule, abatement contract, hazmat disclosure, or litigation naming PC-606/Andrews was found in the public sources searched (see search_ledger). The one CourtListener base query that executed - 'USS Andrews' opinions - returned a single name-collision hit (a 1971 New York real-estate case matching the defense attorney line 'Hodgson, B,uss, Andrews, Woods & Goodyear'); the remaining three base queries were pacing-blocked. Secondary web sweeps surfaced no qualifying case or survey touching this hull; the only 'asbestos' content touching this hull's builder is law-firm marketing material listing 'Luders Marine Construction Shipyard (Stamford)' as an asbestos site without primary sourcing - excluded by source policy.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1942-43 Navy-contracted hull is era-consistent with retained asbestos materials, and 1957-58 scrapping predates any survey regime. Three of four CourtListener base queries were pacing-blocked all session (search_ledger sl-10 through sl-12), so the litigation picture is substantially but not fully open - the completed opinion search returned only a name collision, and 'Andrews' is a high-collision name. Deck logs (RG 24), Luders build records, and the Boston Metals sale/scrapping file are undigitized leads. Does not establish or defeat any claim of exposure or legal eligibility.
