    Limitations
DANFS documents service history and specifications, not materials or asbestos content. Mirror transcription cited because the live NHHC page returns 404 (checked 2026-09-27). DANFS does not record the Bundesmarine pennant/name (Z 1 / D 170), the German decommissioning date, or the 1979 target sinking; those rest on secondary sources (ev-02, ev-03).

    Finding
NavSource record for this hull: laid down Bath Iron Works 17 Aug 1942; launched 20 Dec 1942; commissioned 26 Feb 1943; decommissioned 17 Apr 1946; stricken 15 Apr 1972; 'To Federal Republic of Germany January 17 1958, renamed Z-1. Stricken in 1976. Fate Sunk as Torpedo target in the Mediterranean on May 16 1979.' Transcribes the SECNAV Navy Unit Commendation (Forrestal) for Okinawa service as fire-support vessel and radar picket, 1-19 April and 19-24 June 1945 (eleven hostile planes downed). Photo captions place the transfer ceremony at Charleston 17 Jan 1958 (RADM G. C. Crawford, Sixth Naval District) and document the 1944 Mare Island overhaul; Bundesmarine commanding-officer list runs FK Trummer 17 Jan 1958 to KL Döring ending 17 Mar 1972.

    Limitations
NavSource is a volunteer photographic-history transcription - secondary host, not an official publication; the NUC text is a transcription of an official document not independently located on NHHC. The 1976 German stricken date and 1979 sinking are secondary-source statements consistent with other secondary sources but unverified against Bundesmarine records.

Class block for the six Klasse 119 ships: all modernized before transfer under MDAP with new weapons, electronics, and German command systems; machinery retained as built - 2 sets General Electric geared steam turbines, 4 Babcock & Wilcox boilers, 60,000 shp, 2 shafts; German-fit armament listed (4 x 127/38, 3 x 2 76/50, torpedo tubes, Hedgehog, depth-charge rack, mines).

    Limitations
Secondary reference work, not an official Bundesmarine publication. 'Stricken 3.1972' here denotes the German decommissioning (17 Mar 1972 per NavSource's CO list), not the final German-list strike - secondary sources give 1976 for the latter; the ship remained in US ownership on loan until April 1972. Modernization 'under MDAP' is a class-level statement; hull-specific refit scope and yard (Howaldtswerke Kiel is reported on veterans' sites, unverified) are not documented here.

    Finding
Era/yard inference: a WWII Fletcher-class destroyer built 1942-43 with a four-boiler/60,000-shp steam plant would have carried period-standard asbestos boiler and steam-line insulation, turbine lagging, gaskets, packing, fireproofing, and deck coverings. Builder Bath Iron Works is documented at yard level in the Atlas dataset (tier 2), including the 1942 USPHS/Harvard health survey of pipe-covering operations at the yard (Fleischer & Viles, published Jan 1946, PMID 21016030) - contemporaneous with this hull's Aug-Dec 1942 construction and Feb 1943 commissioning; yard record lists Kaylo pipe covering, Foster Wheeler gaskets, asbestos felt, loose packing, deck tiles, and adhesives as documented products at the yard. NARA RG19 'General Information Books' per-vessel material specifications are an unretrieved archival lead for hull-level specs.

Class/era and builder-yard inference only - NOT a hull-specific finding. The 1942 yard survey documents yard-shop conditions and pipe-coverer exposures, not materials installed aboard DD-515; it does not name the vessel. Does not quantify material or establish any individual's exposure. No hull-specific insulation schedule was located.

    Finding
GAO documented that the Navy used asbestos insulation extensively aboard ships and did not begin substituting alternative insulation materials until the early 1970s - placing DD-515's construction (1942-43), USN commissioned service (1943-46), and the bulk of its Bundesmarine service (1958-72) inside the documented asbestos-use era.

    Finding
Official German federal archival catalog entries confirm hull-specific records exist for this hull's Bundesmarine era: the BM 21 individual-ship file for Zerstörer 1 (D 170, Fletcher class) and the Bundesamt für Schiffsvermessung ship-measurement certificates for 'Z 1' (ex-Anthony), covering 1959-1978 - i.e., through the post-decommissioning hulk/target period. These files are cataloged but not digitized; contents (refit scope, material condition, disposal documentation) unexamined.

No qualifying asbestos litigation and no other litigation naming this ship located in the opinion or docket indexes searched. (The only other USN 'USS Anthony' is DD-172/DM-12, in commission 1919-1922 and sunk as a target 1937 - a real but low-probability collision source had any bare 'USS Anthony' hit appeared.)

Absence of indexed hits is not proof no suit was ever filed - unindexed state-court and settled matters do not appear. 'USS Anthony' is also a person-name component - phrase-quoted exact-name queries bound that collision risk but could still miss references written differently (e.g., 'aboard the Anthony', 'DD 515' without hyphen). The four 'DD-515' docket hits were classified at case/document level from index metadata (suit nature, parties); individual attachment full text was not re-read.

    Finding
No hull-specific asbestos survey, abatement record, materials inventory, hazmat disclosure, or adjudicated exposure finding located for DD-515 in the sources searched (see search_ledger). The disclosure channels that produced ship-specific records for preserved hulls do not exist here: the ship spent 1946-58 in the reserve fleet, then its entire post-1958 material history sat under German custody; it was sold for cannibalization/scrapping in 1972 and, per secondary consensus, expended as a target in 1979. No museum, no surviving hull, no US-custody abatement phase.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - era-standard applications are documented at class/era level and the hull's construction predates the Navy's documented asbestos substitution by ~30 years. Whether German-era modernization removed or added ACM, and whether any abatement documentation exists in Bundesarchiv files, is unexamined. The 1979 sinking date rests on secondary sources only.
