    Finding
DANFS record for this hull: laid down 21 June 1978 at Seattle, Wash., by the Seattle Division of Todd Shipyards Corp.; launched 27 March 1979 (sponsor Mrs. Richard N. Antrim); commissioned at Seattle 26 September 1981, Comdr. William H. Wright IV; transit to homeport Mayport via Panama Canal; shakedown Guantanamo Bay; 16-week post-shakedown availability at Bath Iron Works May-August 1982; on 10 February 1983 a target drone skipped off the surface and struck the ship, causing a fire in the wardroom and electronics spaces that killed a civilian instructor embarked; April-November 1983 Mediterranean/Black Sea/Persian Gulf deployment (Constanta visit; radar picket duty); early 1984 operations off Central America from Rodman; two-month restricted availability at Mayport August-October 1984; February-August 1985 Persian Gulf deployment including assistance to missile-struck merchantmen Caribbean Breeze and Nordic Trader (2 May 1985, casualties evacuated by ship and HSL-36 Det. 1); November 1985 counter-drug operation off Colombia. Specifications block: displacement 3,600; length 445 ft; beam 45 ft; draft 24 ft 6 in; speed 29 kt; complement 164; armament 1 missile launcher (Standard, Harpoon), 1 76mm gun, 6 15.5-inch torpedo tubes, LAMPS; class Oliver Hazard Perry. DANFS ends 'as of the beginning of 1987, Antrim was at Mayport.'

Todd Seattle construction trades 1978-81; U.S. Navy crew (design complement 164); Bath Iron Works workers during 1982 post-shakedown availability
    Limitations
DANFS documents identity, builder, service history, and design specifications - not materials or asbestos content. The 1983 fire and the documented availabilities are events in which materials could have been disturbed; asbestos scope of any such work is not recorded. NVR lifecycle record for this hull: UIC 20973, class FFG 7, builder TODD PAC/SEATTLE; award date 28 February 1977; keel 21 June 1978; launch 27 March 1979; delivery 20 August 1981; commission 26 September 1981; decommission 8 May 1996; stricken 4 September 1997; status 'Disposed of through the Security Assistance Program (SAP), transferred, Foreign Assistance Act (FAA) Section 516, Southern Region Amendment,' status-change date 27 August 1997, custodian Turkey. Hull material: steel hull, aluminum superstructure; propulsion type: gas turbines; one propeller. NavSource compilation adds: assigned to Naval Reserve Force, Atlantic, at Mayport 30 January 1987; Turkish Navy commissioning as TCG Giresun (F-491) reported 24 July 1998 in secondary compilations.

    Limitations
NVR documents lifecycle/disposition and hull/propulsion type - not materials or asbestos content. Transfer-date conflict: NVR records status change 27 August 1997 while NavSource reads transfer 27 August 1998; NVR is the authoritative record and is carried. Turkish commissioning date is from secondary compilations only.

    Finding type
    gov_survey
    Finding
GAO documented the Navy's asbestos-elimination timeline relevant to this hull's construction window: product specifications for thermal insulation were changed in 1973 to specify asbestos-free materials, but asbestos materials already purchased were in some cases installed in ships under construction, so 'some ships were delivered with asbestos insulation as late as May 1978'; the formal elimination policy issued October 1975 was limited to removing insulation that was damaged or had to be removed for repairs, expanded January 1979 to selective replacement in high-maintenance areas; and 'a few shipboard applications for which no acceptable substitute asbestos-free materials have been identified' remained. Antrim was awarded February 1977, keel June 1978, delivered August 1981 - a post-1973-specification hull delivered after the documented asbestos-insulation window, in a class using gas turbines (no boiler insulation plant).

    Population
Navy shipyard workers and crew, program level
    Limitations
Program-level documentation, not hull-specific: GAO does not name FFG-20 or the FFG-7 class and does not establish whether any asbestos-containing material was installed in or remained aboard this hull. The May 1978 delivery bound suggests - but does not prove - reduced asbestos content for an August 1981 delivery. Locator
SMH article (paragraph on clean-up workers removing lead, copper and asbestos); permit SD2008/1062 Appendix 1 (vessel description, preparation conditions)
    Finding type
    abatement_record
    Finding
Sister-hull asbestos datum for the same-yard product line: HMAS Adelaide was built at Todd Pacific Shipyards, Seattle, in the adjacent U.S. hull slot (laid down 29 July 1977 as FFG-17, launched 21 June 1978) immediately preceding Antrim's June 1978 keel. SMH's contemporaneous scuttling-preparation report documents that workers 'removed lead, copper and asbestos from its interior' during the 2010 clean-up at Garden Island; the Commonwealth sea-dumping permit SD2008/1062 conditioned the artificial-reef placement on that inspected clean-up state. This verifies asbestos was present at disposal aboard a sister hull built at the same yard in the same 1977-79 window.

    Population
Scuttling-preparation workers, Garden Island, Sydney, 2010 (sister hull)
    Limitations
Documents asbestos aboard a different hull (FFG-17, RAN Adelaide), not Antrim (FFG-20). Whether Adelaide's asbestos was original 1977-79 Todd Seattle construction or installed during later RAN refits is undetermined by these sources; the finding supports class/era inference only and cannot establish any material condition aboard FFG-20.

    Finding
No qualifying ship-specific asbestos record located for FFG-20: no asbestos survey, abatement contract, donation- or transfer-condition hazmat disclosure, museum documentation, VA appellate decision, or docketed case naming USS Antrim / FFG-20 was found in the public sources searched (see search_ledger).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - the hull remains in active foreign service and its Turkish-era material records are not public. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility.

    Finding type

    Finding
CourtListener sweep result: opinion-index query "USS Antrim" returned 0 results. RECAP docket-index and hull-number queries were scheduled but deferred this session - the fleet-wide shared request budget was momentarily spent (helper pacing guidance: ~114 requests/hour shared across sessions); see search_ledger. No qualifying asbestos litigation, other litigation, or name-collision results were located for USS Antrim / FFG-20 in the completed queries.

    Limitations
Negative result reflects only the queries completed before the shared pacing budget closed; the docket-index and 'FFG-20' hull-number queries are carried as an uncompleted gap, not a finding. A zero hit on the opinion index does not exclude filings never indexed, state-court actions, or settled/undocketed claims.

    Finding
Post-transfer context: the hull remains in active Turkish Navy service as TCG Giresun (F-491), one of eight ex-Perry 'Gabya' (G-class) frigates that underwent the Turkish GENESIS combat-management-system modernization; four of the class additionally received an 8-cell Mk 41 vertical launch system and SMART-S Mk2 3D radar installed forward of the Mk 13 launcher.
