- Finding
- APc-1-class small coastal transport, originally planned as coastal minesweeper AMc-161; laid down 10 May 1942 at Fulton Ship Yard, Antioch, CA; launched July 1942; commissioned USS APc-25, 19 November 1942, LT John D. Cartano USNR in command. Assigned to the Asiatic-Pacific Theater; credited in the Consolidation of the Southern Solomons campaign (one battle star). In August 1943 at Guadalcanal in APc Division 25 (APc-23 through APc-29); on 13 August 1943 first vessel to respond to the torpedoed USS John Penn (APA-23), rescuing survivors from burning oil-covered water; convoyed LCT-325/LCT-327 to Enogai Harbor, New Georgia, under escort of PT-154 and PT-157, sustaining air attack 15-16 August. Postwar occupation and China service 9 September 1945 - 22 January 1946. Decommissioned 13 May 1946 at Seattle; struck 23 April 1947; sold 23 January 1947 to Bryce Little, Seattle (FV Coastal Trader II; Coastal Trading Co., Juneau, from 1948); 1949-50 to Canadian Fishing Co., Vancouver (FV Cape Scott); 2006 to Cape Cross Inc., Horseshoe Bend, ID (FV Cape Cross); sank after grounding in Main Bay, Prince William Sound, 26 July 2010.

- Population
- WWII crew (~21-25) plus troops carried (capacity 66); rescue subjects from USS John Penn
- Limitations
- NavSource is a volunteer-run archive compiled from official records (NVR, DANFS, award lists); live site blocks automated fetch - Wayback capture used. Narrative says 'about 100' rescued from John Penn while Cartano's Navy and Marine Corps Medal citation and the ship's own action report say approximately 35 survivors; the action-report figure is controlling. No asbestos or materials content in this source.

- Finding type
- asbestos_application
- Finding
- No asbestos or insulation-material documentation exists for the APc-1 class at product level. What the design record establishes is a wooden-hulled, single-screw diesel craft of ~100-161 tons built in 1942 - no boilers, no steam distribution system, none of the high-asbestos equipment classes (steam turbines, boiler casings, miles of steam lagging) characteristic of larger combatants. Era inference: 1942-vintage Navy small craft commonly carried asbestos in engine exhaust lagging, machinery gaskets and packing, electrical-cable insulation, and localized fireproofing; wood-hull construction still required fire protection adjacent to machinery spaces.

- Construction trades (Fulton Shipyard, 1942); embarked troops (capacity 66); crew 21-25
- Limitations
- This is era- and design-level inference only - no product specification, bill of materials, hull survey, or shipyard work package was located for this class or this hull. The inference scope is genuinely narrower than for steam-powered vessels; presence of any asbestos aboard this hull is unverified, quantity unknown, and nothing here establishes or defeats an exposure claim.

- Finding
- Official state incident record for this hull (as F/V Cape Cross): grounded on an uncharted pinnacle in Main Bay, Prince William Sound (60 deg 31.788'N, 148 deg 03.743'W) at 05:00 on 26 July 2010; approximately 3,000 gallons diesel fuel and 400 gallons lube/hydraulic oils aboard; sheen attributed to residual bilge oils and an unsecured gasoline drum. Fuels/oils lightered; Magone Marine righted the vessel, foam-filled compromised spaces, towed to Seward, travel-lifted out of the water; vessel responsibility passed to Storm Chasers for final disposition.

- Salvage crews (Magone Marine, Storm Chasers); response personnel (USCG, ADEC)
- Limitations
- The sitrep's hazardous-material scope is petroleum products only - no asbestos, PCBs, or other hazmat is listed, and the report's silence on asbestos is not evidence of absence aboard the wreck. Documents end-of-life disposition of this hull and the only government hazmat record located for it. PDF text not machine-readable in fetch; content verified via ADEC index page and search extract.

[6]Two declassified Ship Action Reports by LT John D. Cartano, USNR (CO, USS APc-25): 15 Aug 1943 report (11 pp, John Penn rescue) and 18 Aug 1943 report (11 pp, enemy air attacks), Navy Special Collections & Archives; scan hosted at cartano.net (Wayback capture 2012-03-20) [other_primary]

- Finding type
- historical_record
- Finding
- Ship-specific primary documents exist: two declassified action reports written by the commanding officer covering the 13-18 August 1943 operations (John Penn rescue; air attacks en route Lunga Point - Enogai - Tulagi). They establish operational detail and crew identity (e.g., LT E. L. Burdick, engineering officer, first rescuer over the side) but are operational narratives, not materials documents.

- Limitations
- Scan is family-hosted (cartano.net) rather than an institutional repository; the archival original is at the Navy Special Collections & Archives (USNA). Reports contain no asbestos or materials information - operational content only.

[7]CourtListener API v4 (authenticated, fleet-paced), 2026-09-25: opinions "APc-25" = 2 hits, both name collisions (Atlantech Inc. v. American Panel Corp., 540 F. Supp. 2d 274 (D. Marron Lawyers, APC (9th Cir. 2026) - law-firm suffix); opinions "AMc-161" = 2 hits, both collisions on 'A.M.C.' reporter citations; opinions "APc-25" AND (asbestos OR mesothelioma OR vessel OR ship) = 0 results; dockets "APc-25" OR "AMc-161" = 645 hits, all sampled entries 'APC' law-firm-suffix collisions [court_record]

- search_ledger sl-uss-apc-25-apc25-05, -09, -10
- Finding type
- litigation_documented
- Finding
- No qualifying asbestos litigation located naming this hull. Exact-designation and earlier-designation opinion queries returned only corporate-name and reporter-citation collisions; the asbestos/vessel-qualified opinion query returned zero results; the docket index returns a collision class ('APC' attorney-suffix matches), not the hull.

- Limitations
- Sweep covers CourtListener opinion and RECAP docket indexes; non-digitized and state-court dockets are out of scope. 'APc-25' tokenizes to 'APC 25', so unfiltered queries collide with the common 'APC' law-firm suffix - the zero-result asbestos-qualified query is the meaningful negative. A vessel of this type and era (small wooden diesel transport, stricken 1947) is a very low-likelihood litigation target; absence of hits is consistent with that, not proof no case ever named it.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure naming the hull, or docketed asbestos case was found in the public sources searched (see search_ledger). The single government hazmat record for the hull (Alaska DEC 2010 sitrep) inventories petroleum products only.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - the hull spent 63 years in commercial fishing service (1947-2010) with undocumented refits, and the wreck's final disposition (hauled out at Seward) left no public hazmat survey. Does not establish or defeat any claim of exposure or legal eligibility.
