- Finding
- NavSource documents APL-42 (APL-41 class): laid down 9 Dec 1944 at Willamette Iron and Steel, Portland OR; launched 6 Feb 1945; delivered 30 Apr 1945; commissioned USS APL-42 on 1 May 1945 at Charleston Naval Shipyard; decommissioned and placed in service, date unknown; disposition 'active in service at US Naval Shipyard Norfolk, Portsmouth, VA'; awards American Campaign Medal, WWII Victory Medal, National Defense Service Medal. Photo captions document APL-42 under tow by USS Sagamore (ATA-208) across the Atlantic 24 Apr-27 Jun 1961 (Azores refueling), and APL-42 moored behind USS Detroit (AOE-4) during a routine overhaul at Philadelphia Naval Shipyard.

- Limitations
- NavSource is the standard semi-official photo/data archive, not itself a primary document; dates are consistent with the NVR record (ev-01). Photo captions are contributed metadata; the Detroit/PNSY image is an official U.S. Navy photo (photographer Don S. Montgomery) but is not independently dated on the page. No asbestos content whatsoever - does not establish presence or absence of asbestos aboard.

- Shipscribe APL-2 class page, construction table row 42, disposition table row 42, ship notes row 42, class notes paragraphs 'APL 32-43'
- Finding type

- Finding
- Shipscribe records APL-42 ordered 19 Jul 1944, built by Willamette Iron & Steel (keel 9 Dec 44, launch 6 Feb 45, commission/delivery 30 Apr 45). Ship note: 'Assigned to Naval Reserve Training duty in the Third Naval District as of Mar 47, out of service in reserve Jul 49. In service 2011 on the East Coast.' Class narrative: APLs are standard non-self-propelled 2,000-ton 260-ft covered barges with a two-story barracks superstructure, procured to float repair-force personnel housing for tenders/repair ships on a three-shift basis; APL-42's group (APL 32-43) was ordered under the 13 Mar 44 SecNav-approved landing-craft-program auxiliary tonnage. Also records APL-42 flooded while under tow ca. late 1946.

- Limitations
- Scholarly secondary compilation from NVR/BuShips records, not a primary document; the commissioning entry (30 Apr 45) differs by one day from NVR/NavSource (1 May 1945) - the NVR official commission date is used. Contains no asbestos or material content - establishes service history only.

[4]NavSource AFDB-7 (USS Los Alamos) page; NHHC 'USN Ships - USS Los Alamos (AFDB-7)' photo/history page (Wayback capture); firsthand Detachment Kilo account naming APL-42 as the Holy Loch barracks ship [other_primary]

- Finding type
- vessel_history
- Finding
- In early 1961 the four sections of AFDB-7 were towed across the Atlantic to Holy Loch, Scotland (FBM submarine base established 3 Mar 1961), erected by Seabees of MCB-4 / Detachment Kilo, and placed in service as Los Alamos (AFDB-7) on 10 Nov 1961. APL-42 made that transatlantic tow under USS Sagamore (24 Apr-27 Jun 1961 per NavSource photo caption; NVR status change 1 May 1961) and served as the floating barracks for Detachment Kilo personnel at Holy Loch, per a firsthand participant account.

- Population
- Detachment Kilo / MCB-4 Seabee detachment personnel berthed aboard at Holy Loch (1961); AFDB-7 and SubRon 14 support personnel
- Limitations
- The AFDB-7 tow and Holy Loch deployment are documented by NHHC/NavSource; APL-42's presence is corroborated by the dated 1961 tow photos and a firsthand account (veteran blog) identifying APL-42 as Det. Kilo's barracks - the berthing assignment itself is not yet confirmed by an official document naming the hull. Duration of APL-42's Holy Loch stay and return date are not documented. No asbestos content.

- Finding
- A published military appellate opinion charges that a seaman 'on active duty, USS SPRUANCE, did, on board or near APL-42, on or about March 1987' commit UCMJ offenses prosecuted under Mississippi law via the Federal Assimilative Crimes Act - documenting APL-42 in berthing service supporting USS Spruance (DD-963) during its 1986-87 Mk 41 VLS modernization overhaul at Ingalls Shipbuilding, Pascagoula, MS.

- Limitations
- Criminal (UCMJ) litigation, not asbestos litigation - classified 'other litigation,' used only as a contemporaneous record of APL-42's location and berthing role in March 1987. The opinion does not describe the craft's material condition. Location is inferred from the Mississippi FACA incorporation plus Spruance's documented 1986-87 Ingalls modernization.

- Finding
- APL classes 2, 17, and 41 were built 1944-45 as self-sufficient welded-steel accommodation barges with diesel-driven generators, boilers, refrigeration, sewage, and air-conditioning serving berthing compartments, galley, bakery, laundry, and sick bay; berthing listed at 6 officers, 36 CPO, 458 crew. Naval auxiliaries of this construction era used asbestos-containing thermal insulation, pipe lagging, gaskets, packing, deck coverings, and bulkhead/accommodation insulation as standard materials.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or asbestos litigation naming APL-42 was found in the public sources searched (see search_ledger). - Limitations
- Absence of a located public record does not prove absence of asbestos aboard - this is a 1944-built accommodation hull still in active berthing service, and either retention of era materials or undocumented in-service abatement is possible. Does not establish or defeat any claim of exposure or legal eligibility. NARA holds APL-42 deck logs (30 Apr-31 Aug 1945) not yet examined; NAVSEA drawing 5907584 and Willamette build records are unpursued leads.
