NavSource entry (filed under Reliance AFDL-47, ex AFDL-47, ex ARD-33): ARD-12-class auxiliary repair dry dock / AFDL-47-class small auxiliary floating dry dock; laid down February 1945 by Dravo Corp., Neville Island, Pittsburgh, PA; launched 9 August 1946 (contemporary press fixes the launch on 10 August - see gaps); delivered and placed in commission as ARD-33 in August 1946; redesignated AFDL-47, date unknown; named Reliance, date unknown; placed out of service, date unknown; struck from the Naval Register 12 May 2007; sold in 2007 to Detyens, Charleston SC; current disposition 'fate unknown.' Specifications: 6,000 t (lt), length 489 ft, beam 97 ft, draft 5 ft (lt). Commanding officers listed: CAPT William Kilian Romoser USN (later RADM) 1950-Oct 1951; CAPT Orlin L. Livdahl USN (later RADM) Oct 1951-1953. Awards display lists American Campaign Medal and World War II Victory Medal. Page states 'There is no history available' for the hull.

Naval crew manning the commissioned dock (design complement 7 officers + 130 enlisted per contemporary press)
    Limitations
NavSource is a volunteer-maintained secondary compilation of official records (NHHC/NVR/BuShips-derived data), not itself a primary source; no DANFS narrative exists to corroborate the chronology (the DANFS R-index carries no Reliance entry - the URL pattern 404s). Launch date prints 9 August while the contemporaneous Pittsburgh Press documents the launch on Saturday 10 August 1946 - variance carried in gaps. Awards display is auto-generated and unverified for a dock commissioned in August 1946, after WWII medal-eligibility windows closed. Establishes identity, construction, command, and disposition; contains no asbestos, materials, or condition information and supports no asbestos claim.

Contemporary newspaper documentation of construction and launch (Pittsburgh Press page scans hosted on the NavSource page): (a) 9 August 1946 - 'Army Hunting Way to Take Huge Drydock Down River - Largest "Ship" Ever Made Here Leave Ways Tomorrow; River Raised Two Feet': the Navy's largest single unit to leave the upper Ohio; Army Engineers raised the river two feet by closing the Emsworth dam ports (channel 9 ft); beam 97 ft vs 110-ft locks (six feet of clearance each side); 488 ft long - 120 ft longer than the largest wartime LSTs built at Dravo; normal working draft 10 ft, 39 ft fully submerged, reduced to 5 ft under continuous pumping for the Ohio transit; seaworthy and self-contained but not self-propelled - tug tow required; designed to handle destroyers or light cruisers (10,000-ton cargo ships cited); christened at noon by Mrs. Ben Moreell, wife of Admiral Moreell (Seabee organizer, then Coal Mines Administrator); crew of 130 men and seven officers; machinery to be installed for the tow down the Ohio and Mississippi to the Gulf; 45 ft keel-to-topdeck height; (b) 11 August 1946 (Sunday, page 21, section 2) - 'THE LAST OF THE LINE': ARD-33, largest ship ever built on the Ohio River, slid down the ways at Dravo's Neville Island yards; the 6,000-ton ship-lifting dock cost three million dollars and was under construction for 18 months; last of the hundreds of Navy wartime-program craft built there; 'the launching occurred yesterday' (Saturday 10 August 1946).

Dravo Neville Island construction workforce (1945-46); prospective Navy crew 7 officers + 130 enlisted
    Limitations
Contemporary press reporting - strongest on the observable launch event (date, christening, dimensions, cost, crew, river-engineering detail) and weakest on contract-level data (delivery/fiscal dates). Establishes Neville Island, Pittsburgh as the build site beyond dispute and the launch as 10 August 1946. Form MA-199 vessel status card (AFDL-47, flag U.S. Navy, 'Auxiliary DD', date built 3/46, delivered from shipyard to Department of the Navy): operating-history rows show 'Department of the Navy -> Maritime Admin., James River, 10:00AM EDT 8/28/78, Lay-up, Temporary Custody' then 'Withdrawn by Navy, James River, 7:00PM EST 11/3/83.' Form MA-383 Reserve Fleet particulars card (AFDL-47, Small Auxiliary Floating Drydock, James River fleet, service prior to lay-up 'Navy'): entered 8-28-78 1000 EDT; withdrawn 1-18-81 0830 EST 'Withdrawn by Navy' (dashed/temporary line); entered 8-12-81 0830 EDT; withdrawn 11-3-83 1900 EST 'Withdrawn by Navy.' Finding
USNI Proceedings 'Ships' Status Changes' columns document the post-reserve-fleet custody chain: (a) May 1985 issue - '3 Nov. 83 Reliance (AFDL-47): Reacquired this date and transferred to the custody of the North Florida Shipyard, Jacksonville, which had leased the dock on 30 Sep. 83. Withdrawn from Reserve Fleet, James [River]'; (b) June 1992 issue - '15 May 1991 Reliance (AFDL-47): Leased to Detyens Shipyards, Inc.; Mt. Pleasant, SC.' The dock therefore passed from James River lay-up (1978-83) to a Navy lease at North Florida Shipyard, Jacksonville (1983-1991), then to a Navy lease at Detyens Shipyards (from 15 May 1991), culminating in the 2007 strike and sale to Detyens.

The separate Dravo Pittsburgh 'Barges' yard list (navalmarinearchive.com mirror of the same dataset) carries 'ARD 33 - U.S. Navy - repair dock - 1945 - later "Reliance" (AFDL 47), to Detyens' under the Neville Island, Pittsburgh yard - consistent with the Pittsburgh Press launch documentation and NavSource, and establishing that the auxafd table's 'Wilmington DE' builder column is a yard-attribution error (Dravo operated both Neville Island, Pittsburgh PA and Wilmington DE).

    Finding
Contemporary trade press documents the craft's final years in commercial service: Detyens Shipyards took delivery of a newly built 400 ft x 108 ft floating drydock (built by Corn Island Shipyard, Grandview IN; towed down the Ohio and Mississippi by Excell Marine's Arthur E Snider, then by Eileen McAllister from New Orleans) at its Cooper River facility on 11 December 2015 - 'the new floating drydock will eventually replace Detyens' existing 448-foot long floating drydock.' Detyens' existing floating drydock was ex-AFDL-47/Reliance (sold to Detyens 2007; MARAD records the hull's LOA as 450 ft, press gives 448 ft - the same dock by measurement and ownership chain). No public record of the ex-AFDL-47 hull's disposition after the replacement dock's delivery was located.

    Limitations
The 2015 delivery event is verified press coverage; the identification of the replaced 'existing 448-foot floating drydock' as ex-AFDL-47 is inference from the documented 2007 sale to Detyens, the MARAD 450-ft LOA, and the absence of any other Detyens floating drydock in the record - not stated by name in the coverage. Finding type
    historical_record
    Finding
The ARD type's machinery and outfit envelope is defined by the official Bureau of Yards and Docks history: the prototype ARD-1 was 'a one-piece dock, ship-shaped in form... equipped with its own diesel-electric power plant, pumping plant, repair shops, and crew's accommodations... the first drydock in any navy which was sufficiently self-sustaining to accompany a fleet into remote waters,' and the follow-on ARD-2-class-plus docks 'incorporat[ed] many improvements adopted as a result of operational experience.' ARD-33 (ARD-12 class, the final wartime production series) shares this plant complement: diesel-electric generators, ballast pumps, workshops, and accommodations for a live-aboard crew - with no propulsion boilers, turbines, or main steam system. The asbestos-relevant plant aboard this craft type is therefore confined to habitability, utility, pumping, and shop systems plus construction materials.

    Finding
Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII, when wartime industrial expansion produced an unprecedented rise in asbestos utilization; shipyard workers and others exposed in the 1940s developed asbestos diseases from the 1960s onward. ARD-33 was under construction February 1945 to August 1946 at Dravo's Neville Island yard - a Navy wartime-program facility whose output straddled VJ-Day - squarely inside this documented use window.

    Limitations
Program/era-level literature - does not name this hull, this class, or this yard; establishes that asbestos use was standard practice in WWII-era U.S. shipbuilding, not that it was present aboard ARD-33. A drydock's outfit (piping, habitability, machinery) is materially thinner than a combatant's; the era-window argument supports plausibility only. Does not establish quantity, location, condition, individual exposure, or causation aboard this craft.

A completed sweep negative is not proof that no case exists: unindexed state-court filings, settled pleading-stage matters, and dockets not captured in RECAP would not appear. 'Reliance' is a high-collision name - screened only in combination with 'floating dry dock', 'AFDL', 'USS', and 'asbestos'; a bare-'Reliance' sweep was not meaningful and was not run. Opinion-text-level inspection of two screened hits was truncated by fleet pacing windows; classification of all 24 name-level hits as non-qualifying rests on case names, parties, and courts - none reference a Navy hull designation.

Archival leads (not retrieved - require research-room visit, reproduction order, or FOIA; no spend authorized): (a) NARA cartographic Ship Plan Index lists 'AFDL-47' on microfilm roll 385 / identifier 63531026 - the hull's plans booklet may carry materials and insulation callouts; (b) NARA RG 24 deck logs for ARD-33/AFDL-47 (commissioned auxiliary, 1946-out of service) are not on the digitized deck-log list - textual reference at Archives II College Park; the logs would also fix the undocumented 1946-1978 duty station; (c) BuShips/BuDocks contract and design records for the Dravo ARD contract (RG 19 / RG 71); (d) Navy lease files for the 1983 North Florida Shipyard and 1991 Detyens leases (NAVSEA/SECNAV real-estate and in-service-craft records) - lease conveyances sometimes carry condition surveys; (e) Detyens Shipyards' own records for the purchased dock (private; 2007-present) including any pre-sale survey or later demolition/scrapping documentation after the Dec 2015 replacement.
