    Finding
ATA-229 was ordered 1944-11-20 under a contract with Levingston Shipbuilding Co., Orange, Texas (yard hull no. 376); keel laid 1945-05-12; launched 1945-06-29; never commissioned. Class characteristics (ATA-174 class, Navy BAT-1 design): 534 t. light / 835 t. max, 143.0 ft overall, 33.8 ft beam, 13.2 ft draft, GM diesel-electric single screw, 1,500 hp, 13 knots, design complement 43 (1944).

    Limitations
Compiled reference work, not the underlying primary record - dates are from a secondary compilation of BuShips/NARA data. NavSource states 'laid down in 1946,' which is inconsistent with the contract's August 1945 cancellation and is not adopted; discrepancy logged. No asbestos or materials content; supports no asbestos claim.

    Finding
ATA-229 belonged to a 20-tug batch (ATA 219-238) approved by CNO on 1944-11-18 for Lend-Lease to the Soviet Union; the contract was awarded two days later and the vessels were officially assigned to the USSR by the Munitions Assignment Committee on 17 or 24 January 1945. The assignment was retracted 1945-07-10 for ATA 229-233 and their contracts were cancelled in August 1945 (ATA-229: 1945-08-13). The remaining 15 tugs of the batch were to be accepted upon completion but, surplus to Navy needs, not commissioned, placed in caretaker status, and turned over to the War Shipping Administration for disposal.

None - no naval crew ever assigned (construction yard workforce only)
    Limitations
Documents why the hull was never commissioned and establishes that any Navy-era exposure population is limited to construction workers - no crew ever served aboard. Compiled secondary source; underlying CNO/MAC directives not independently retrieved. No asbestos content; supports no asbestos claim.

    Finding
A U.S. National Archives photograph (RG-19-LCM) shows ATA-229 incomplete at her builder's yard around the time of her cancellation in August 1945; the caption notes the hull number was added when the photo was developed and that she was completed in 1953 as a merchant tug. NavSource's ATA-229 page (which classes her as 'Sotoyomo Class Auxiliary Fleet Tug') publishes the photograph with its caption and lists type specifications (835 t lt / 1,360 t fl per NavSource - inconsistent with the class's 534/835 figures; see report), single 3"/50 and two 20mm AA armament as designed, complement 5 officers + 40 enlisted, two GM 12-278A diesel-electric engines, 1,200 shp single propeller.

    Limitations
The archival photograph independently corroborates the hull's incomplete state at cancellation; the page's compiled specifications contain errors (displacement figures conflict with class data; 'laid down in 1946' is inconsistent with the documented May 1945 keel). Armament listed is as-designed - the hull was cancelled before outfitting. No asbestos content; supports no asbestos claim.

    Finding
Merchant career: the cancelled hull was completed in March 1953 by Commercial Ship Repair Company of Winslow, Washington, as the merchant tug Moi (USCG Doc. No. 265094, call sign WE6854, Levingston hull no. 376) for the Young Brothers Company of Honolulu, Hawaii. In 1961 Young Brothers merged into the Dillingham Corporation and towing operations passed to the newly founded Hawaiian Tug and Barge Company (renamed Dillingham Tug and Barge Corporation 1977). In 1978 the tug was sold to Cementos California of Ensenada, Mexico, reflagged Mexican, and renamed C.C. 9; final fate unknown.

    Limitations
Compiled registry data, not official records. Conflicts logged: NavSource says sold 1953 to Hawaiian Tug and Barge Co. while TugboatInformation says Young Brothers (the companies' operations merged in 1961); ShipbuildingHistory.com shows 'Sold 1947 as Moi,' likely reflecting sale of the incomplete hull rather than the 1953 completion; NavSource says 'Canceled by the War Shipping Administration in 1946' versus the documented Navy contract cancellation of 1945-08-13. No asbestos content; supports no asbestos claim.

    Finding
CourtListener searches on the hull designation returned no qualifying litigation: exact-string opinion searches "ATA-229", "Ata-229", and "ATA 229" each returned 0 results. Docket search "ATA-229" returned 2 hits, both classified as name collisions: Lehman Brothers Holdings Inc. (Bankr. S.D.N.Y., filed 2008) and Joumaa v. Mnuchin (D.D.C., filed 2017, an OFAC sanctions suit) - neither has a maritime or asbestos nexus and neither plausibly concerns a 143-ft Navy-contract tug cancelled in 1945; the string match is coincidental (docket/exhibit numbering).

    Limitations
No docketed case naming the hull located at the least-final stage searched (opinions and docket index). Docket hits were classified as name collisions on metadata (court, nature of suit, date) without full-filing retrieval - a remote possibility remains that the string appears in a filing referencing the hull. Absence of litigation does not establish absence of exposure; merchant crews were not subject to the hull-specific docketing searched here.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or case naming ATA-229 / Moi / C.C. 9 was found in the public sources searched (see search_ledger). No DANFS entry exists - DANFS by design covered only commissioned U.S. Navy ships with assigned names, and this hull was neither named nor commissioned; the hazegray.org DANFS auxiliaries index lists only named ATA hulls. NavSource and the compiled tug registries consulted contain no asbestos or materials statement.

Absence of a located public record does not prove absence of asbestos aboard - a hull partially built to 1945 Navy specifications and completed for merchant service in 1953 is era-consistent with asbestos-containing materials. Does not establish presence or absence, quantity, condition, individual exposure, or legal eligibility.
