The class summary for ATR 1-40 (which includes ATR-10) gives: single screw, 1,600 shp, 2 boilers at 260 psi saturated, wood hulls, 165'5" overall, 33'4" beam, trial speed 12.2 kt, trial displacement 1,312 t, accommodations for 5 officers and 47 enlisted, armament one 3"/50 DP mount, two 60 kW turbo-driven 120 V DC ship's-service generators, fuel capacity 1,620 bbls, largest boom capacity 4 t.

Official tabulation of this hull's machinery and of class-level characteristics applicable to ATR 1-40. Establishes that the ship ran a live-steam plant (boilers plus reciprocating engine and steam piping) aboard a wooden hull - the physical context for asbestos-era insulation practice - but the document itself contains no asbestos or insulation-material statement; supports no asbestos claim.

    Finding
Compiled register data for the ATR-1 class gives ATR-10's remaining milestones: ordered 12 Jun 1942 under contract to Frank L. Sample (Boothbay Harbor); decommissioned 19 Jul 1946; stricken 14 Mar 1947; disposal 4 Aug 1948 via Maritime Commission - sold/delivered to Gardiner Mfg. Co., Oakland, Cal. The class notes record that ATR 1-40 plus ATR 50-89 (80 tugs total) were deliberately built of wood with simple triple-expansion steam machinery so small shipbuilders could construct them under the Maximum War Effort (1799-Vessel) Program directed by CNO 19 Jan 1942, and that a single source attributes the design to the John G. Alden firm.

NavSource states 'struck from the Naval Register in 1946' and 'final disposition, fate unknown,' and notes that no DANFS history exists for the ship.

    Finding
A 2020 newspaper interview with ATR-10 crewman Ray Reid recounts the ship's 1946 occupation-period tasking: towing an APL barracks barge from Nagoya, Japan toward Hawaii when a typhoon parted the 3-inch tow wire, fouled the tug's propeller, flooded the engine room through a smashed skylight cover, and left the tug adrift for days; the crew restarted a boiler to power a generator, the ship's diver cleared the screw, and the tug reached Treasure Island, CA under partial power after drifting near Wake Island. Reid recalled a crew of '35-40 sailors' including a diver and a specially trained mechanic.

    Limitations
Single-veteran memoir collected 75 years after the event; internally inconsistent (photo caption mislabels the tug 'APL-10'; asserts 'steel hull from the water line down' while also describing the wooden hull leaking - the official Ships' Data footnote is 'Wood hulls'). The '35-40' crew figure conflicts with the official 5+47 accommodations table. Used as color/context for the 1946 tow casualty only; the event is plausible (occupation service to Jan 1946, decommissioning Jul 1946) but the tow and dates are not independently verified. 8. [8]Inference drawn from the ship's documented plant (BuShips Ships' Data 1945, pp. 414-416) against documented WWII-era shipboard insulation practice (see Corn & Starr row) [other_primary]

    Finding
Class/era inference: ATR-10 ran a live-steam propulsion plant (two Foster Wheeler 'D'-type boilers at 260 psi saturated, a vertical triple-expansion engine, and associated steam piping) aboard a 1944 wooden hull. Steam plants of WWII-era naval construction characteristically employed asbestos-containing insulation on boilers, steam lines, and engine surfaces, and asbestos-containing gaskets and packing throughout machinery spaces. The wooden hull confined the principal insulation scope to machinery and piping rather than structural fireproofing.

    Limitations
Era/type inference only - no document names asbestos aboard this hull, and wooden-hull construction narrowed (but did not eliminate) the materials scope. Does not establish quantity, location, condition, exposure of any individual, or present-day relevance (hull disposed of 1948; likely scrapped or converted long ago).

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming ATR-10 was found in the public sources searched - the ship has no DANFS entry, no MARAD Vessel History record (six other ATR-class tugs have MARAD pages; ATR-10 does not), no modern NVR entry (pre-1987 disposal excluded), and no museum/abatement documentation (the hull was sold to a private buyer in 1948 and does not survive). CourtListener searches returned only name collisions (see search_ledger).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944 steam-powered naval vessel is era-consistent with asbestos-containing machinery insulation. The hull does not survive, so no present-day ACM question exists; the gap concerns historical documentation only. Does not establish or defeat any exposure claim or legal eligibility.

Docket search 'ATR-10' returned 26 dockets whose matching text is scheduling shorthand ('atr 10:00 AM' and similar) - all name collisions, none vessel-related.
