Wartime accommodations documented as 5 officers + 47 enlisted
    Limitations
Official wartime BuShips publication naming this hull by designation - authoritative for construction milestones, machinery, and design characteristics. Its construction table groups ATR-21/22 under Jakobson Shipyard, Oyster Bay - a builder attribution contradicted by yard production lists and adopted as an official-table error (see correction row ev-uss-atr-21-atr21-07). Contains no asbestos or insulation-material statement; supports no asbestos claim.

    Finding
Shipscribe ATR-1 class table and ship notes (compiled from Naval Vessel Register/Maritime Commission records): ATR-21 ordered 19 Jun 42 under the FY1942 program; builder Camden SB; keel 20 Apr 43, launch 28 Dec 43, commissioned 25 May 44; decommissioned 13 Jun 46; struck 15 Aug 46; disposed 4 Aug 47 (fate 'MC/D', Maritime Administration sale 4 Aug 47). Ship note: 'Sold (delivered) by MC to A. J. Anderson, New York. Merc. EL RIO JANO (Argentina).' Camden Shipbuilding yard production list independently carries 'ATR-21, US Navy, tug, 850 gt, delivered 25-May-44, to Argentina as El Rio Jano'; Jakobson Shipyard's own yard list contains ATR-15, -16, -66, -67 only - no ATR-21/22.

    Finding
DANFS (Dictionary of American Naval Fighting Ships, Vol. 5 p.245, 1970), USS Pegasus (AK-48) entry - verbatim: 'Yet another assignment sent her to the Canal Zone 17 August; thence, she sailed for Guantanamo 23 August. On the 25th her engine failed. She drifted for almost two days until taken in tow by rescue ocean tug ATR-21. Following temporary repairs in Cuba, she reached Norfolk Va., 17 September for a three-month overhaul.' This is the only DANFS-documented operational event naming ATR-21 and places her on Caribbean/Western Atlantic rescue-tug duty in August 1944.

DANFS is the authoritative Navy ship biography; text reached via mirror because the NHHC canonical page is dead (same link-rot pattern as batch-01). Establishes one documented towing operation (Pegasus, Aug 1944) - DANFS contains no asbestos, materials, or insulation statement for this hull, and no DANFS entry exists for ATR-21 itself.

    asbestos_application
    Finding
Era/design inference for a wooden-hulled steam rescue tug of 1943-44 construction: unlike diesel-electric contemporaries (ATA type), this class carried two B&W 'D'-type boilers and a vertical triple-expansion engine, so the boiler-lagging pathway applies - era-typical applications are boiler and steam-drum insulation, steam-line lagging, exhaust-uptake insulation, valve and flange gaskets, machinery packing, engine-room thermal/acoustic insulation, accommodation insulation, and brake linings on towing machinery and windlass. The wooden hull narrows structural insulation scope but does not eliminate machinery insulation. Peer-reviewed scholarship documents extensive asbestos use in WWII U.S. shipbuilding generally during this hull's construction era.

Construction trades (Camden, ME, 1943-44); crew of ~52
    Limitations
Class/era inference only - no ship-level asbestos record located for this hull. The machinery table confirms the plant type (steam, 2 B&W boilers) but says nothing about insulation content. Establishes no quantities, no locations, no exposure for any individual.

    Finding
GAO documented the Navy's asbestos-protection program: standing policy (1975) removed asbestos insulation only when damaged or required for repairs, modified 1979 to selective replacement in high-maintenance areas - meaning original-era insulation typically remained in place for decades unless a yard period disturbed it.

    Limitations
Program-level documentation, not vessel-specific; the report postdates this hull's U.S. service (ended 1946, sold 1947) by three decades and covers active-fleet/shipyard policy - it bears on era context only, not on any documented condition aboard this ship.

CourtListener sweep (authenticated API v4, 2026-09-26): quoted opinion search '"ATR-21"' returned 1 result - 'In re Marriage of Ard and Ard-Phillips' (Tex. App.-Houston [14th Dist.] 2015), a divorce case in which 'ATR-21' appears as a record/exhibit locator - name collision, not the vessel. Unquoted opinion search 'ATR-21' returned 466 results - all tokenizer/name collisions on review of the top 20 (e.g., 'Araneta v. Atr-Kim Eng Financial Corporation'). Docket-type (RECAP) search '"ATR-21"' returned 11 dockets / 15 documents - all collisions (party name 'ATR-Kim Eng Financial Corporation', exhibit labels, form codes in firearms-inspection and MDL exhibits); none referenced the vessel. Opinion search '"El Rio Jano"' returned 0 results. No qualifying asbestos litigation, no other litigation, and no vessel-related hit located under any variant.

    Limitations
Index-level absence, not a merits finding: every hit under every variant was a collision, and no docketed case naming this hull is reachable under its designations. A hull-number-only auxiliary sold to foreign merchant service in 1947 has minimal litigation surface; state-court filings, unscanned federal filings, and cases referencing only 'the tug' or a plaintiff's ship list remain outside index coverage. The '"El Rio Jano"' docket-type sweep was pacing-blocked at production (opinion-type returned 0 - see search_ledger sl-uss-atr-21-atr21-11).

    Finding type
    historical_record
    Finding
Builder-attribution correction: the official BuShips Ships' Data 1945 Vol. III construction table (p. 417) ditto-groups ATR-21 and ATR-22 under 'Jakobson Shipyard Inc., Oyster Bay, Long Island, N.Y.', and NavSource repeats 'Jakobson Shipyard' for both hulls - but NavSource's ATR-21 milestone dates (laid 3 Mar 43, launched 26 Jan 44, commissioned 11 Apr 44) are verbatim ATR-25's dates (Fulton Shipyard, Antioch), showing its ATR-21 line is corrupted. Against the SDB grouping: (a) the Camden Shipbuilding & Marine Railway yard production list carries 'ATR-21 ... delivered 25-May-44 ... to Argentina as El Rio Jano' and 'ATR-22 ... 10-Jul-44' - delivery dates identical to the official commission dates; (b) Jakobson's own yard list contains ATR-15, -16, -66, -67 only - no ATR-21/22; (c) Camden demonstrably built the immediately preceding block ATR-17/18/19/20 (HMRT Director/Emulous/Freedom/Justice, lend-lease); (d) ATR-21 was photographed underway off Rockland, Maine - adjacent to Camden - circa 30 May 1944, five days after commissioning. Camden Shipbuilding & Marine Railway Co., Camden, Maine is adopted as builder; the SDB1945 ditto-grouping is treated as a wartime official-table error (or a contract-holder vs. build-site distinction). Also corrected: NavSource's 'Foster Wheeler D-type boilers, 200 psi' for ATR-21 is set aside in favor of SDB's per-hull row (Babcock & Wilcox 'D', 260 psi saturated) - NavSource's own ATR-22 page agrees with SDB (B&W).

    Limitations
Resolves a genuine primary-vs-secondary conflict in favor of the weight of evidence: the Camden attribution is supported by the builder's own production list (with matching delivery dates), sister-block construction (ATR-17-20), the absence of ATR-21/22 from Jakobson's list, and photographic geography. The official SDB1945 table formally disagrees; residual uncertainty is carried in gaps. No asbestos content in any of these sources.

    Finding
Archival leads (cataloged, not retrieved): NARA Special List #44 (Logbooks of U.S. Navy Ships and Stations) indexes deck logs for ATR-21 covering 25 May 1944 - 30 Jun 1945 (RG 24); log coverage from Jul 1945 through decommissioning (Jun 1946) is not indexed there. A DPLA-listed contract plan, 'Outboard Profile & Deck Plan, U.S. Rescue Tugs ATR 1 thru 40,' covers the class design. NavSource's photo archive holds two ATR-21 images (underway off Rockland ME circa 30 May 1944 via National Association of Fleet Tug Sailors; one 'US Navy photo from DANFS'), implying NHHC/BuShips imagery exists, though no NHHC photo-catalog entry was reached this session.
