Fulton Shipyard construction trades (Antioch CA, 1943-1944); wartime crew ~35-52 (conflicting figures)
    Limitations
Volunteer-compiled secondary archive, not an official document. Chronology agrees with Shipscribe's register compilation on construction and commissioning dates but gives decommissioning only as 'March 1946' (Shipscribe: 1946-05-08) and strike as 'date unknown' (Shipscribe: 1946-06-19), and lists 'fate unknown' where Shipscribe records scrapping in 1961 - discrepancies logged in gaps. Complement 52 (5+47) conflicts with class compilations (51, 35). Awards listing not independently verified against an NHHC awards database. No asbestos or material information.

A Navy Department Ships Section, Office of Public Information release dated 2 July 1946 (transcribed by NavSource as the ship's official U.S. Navy history) documents ATR-25's operational record: placed in commission 11 April 1944 at the F. L. Fulton Shipyard, Antioch, California; overall length 165 feet, 34-foot beam, 'standard displacement of 1400 tons'; LTjg R. L. Hernlen, USN, assumed command. Shakedown and repair along the coast between San Francisco and Los Angeles, 11 April-2 June 1944. Departed San Francisco 2 June 1944 for Manus Island - a 59-day voyage with fueling stops at Samoa, the Fiji Islands, and Espiritu Santo, prolonged by assistance to SS Luxenberg Victory aground on a coral reef in Neggele Levu Lagoon. From 1 August 1944 to 2 May 1945 operated throughout the Admiralty Islands under Commander Naval Operating Base, Manus: barge movement (to Finschhafen, Hollandia, Biak, Kossel Roads in the Palaus, and Leyte) and assistance to ships in distress (firefighting, rescuing survivors, salvage of grounded ships, retrieving lost convoy tows), including USS Honolulu, SS Don Marquis, USS Mount Hood, and USS Leopard; in the Don Marquis salvage the tug's four monitors delivering 4,000 gallons per minute extinguished the fire on the Liberty ship, saving the ship and a stated $2 million of cargo. Reported to the Samar-Leyte area 2 May 1945 under Commander Naval Operating Base, Samar; continued barge movement and distress assistance through 12 October 1945, including to SS David R. Francis, USS Randolph, and SS James Gordon Bennett. Transferred to Manila 12 October 1945 for harbor duty under Service Division 73, Service Squadron 7. Per the release, after 17 months as a 7th Fleet constituent the tug had alone salvaged 15 ships and barges and assisted in 7 more; in spring 1946 she returned to the U.S. East Coast and reported to the Charleston, S.C. Naval Shipyard for decommissioning and disposal by sale.

    Limitations
Official 1946 Navy Department public-information release preserved via NavSource transcription - the closest thing to a DANFS entry for this hull (no DANFS entry exists). It is a public-relations summary, not an operational record: the '1400 tons standard displacement' conflicts with register figures (852 light / 1,315 full - logged in gaps), place-name spellings are garbled ('Neggele Levu', 'Kessell Roads'), and claims such as the $2M cargo value are as-issued. Its salvage totals (15 salvaged, 7 assisted) cover only the 17-month Western Pacific period to October 1945. No asbestos or material information.

Roberts, drawing on Navy directives, Navy register data, and Maritime Commission records) documents for ATR-25: earlier order at Weaver Shipyards 19 June 1942, order transferred and placed at Fulton Shipyard 22 July 1942; keel 3 March 1943; launched 26 January 1944; commissioned 11 April 1944. Disposition table: decommissioned 8 May 1946; stricken 19 June 1946; disposal 22 July 1947 coded 'FLC' (Foreign Liquidation Commission). Ship note: 'Delivered by FLC 1947 at Charleston, S.C., to representative of Peruvian Navy as JOSE OLAYA, later OLAYA. Scrapped 1961.' Class header data: design Navy ATR-1; 852 t light / 1,315 t max; 165.4' oa x 33.3' x 15.8' max; complement 51 (1944); 12.2 kts; 1,600 HP; 1 screw, vertical triple expansion; armament 1-3"/50, 2-20mm. Class notes record the 12 September 1941 BuShips letter proposing rescue-tug requirements, CNO's 19 January 1942 direction of ATR 1-40 under the Maximum War Effort (1799-vessel) program, VCNO's 5 August 1942 direction of ATR 50-89, the selection of wood construction and triple-expansion machinery to route work to small yards and machine shops, and design attribution to the John G. Limitations
Secondary scholarly compilation transcribing Navy directives and MC/FLC disposal records, not an official document - but it supplies the register-sourced dates (decommission 1946-05-08, strike 1946-06-19, FLC disposal 1947-07-22) and the Peruvian identity/scrapping (1961) that NavSource leaves 'unknown.' Decommission 1946-05-08 conflicts with NavSource/NavalCoverMuseum 'March 1946' (logged in gaps); the Fulton yard table's 'To Peru 1946' conflicts with FLC delivery 1947 (logged). Complement 51 conflicts with NavSource 52 and the HyperWar compilation's 35. Alden design attribution is single-sourced ('one source indicates'). No asbestos or material information.

Independent secondary compilation of yard records; corroborates builder, tonnage (850 t), delivery date (11-Apr-44 = commissioning day), and Peruvian transfer under the names Jose Olaya/Olaya, but its 'To Peru 1946' year conflicts with Shipscribe's register-sourced FLC delivery of 1947 (disposal action dated 1947-07-22) - the 1946 figure likely reflects the sale-arrangement year; 1947 adopted and the conflict logged in gaps. Finding
Class/era inference for a wooden-hulled, steam-propelled rescue tug commissioned April 1944: the hull was built to a standard Navy BuShips design during the documented period of Navy-wide asbestos use in new construction. The propulsion plant - two Babcock & Wilcox 'D'-type boilers and a Fulton vertical triple-expansion engine with steam distribution piping - carries the era-typical asbestos applications of steam ships (boiler and steam-line lagging, gaskets, valve and pump packing, machinery-space insulation); the wooden hull removes hull-structure fireproofing typical of steel construction but not machinery-space applications; towing-winch brake linings and electrical insulation are also era-typical uses.

NARA describes asbestos use in U.S. Navy materiel from 1941 through 1961 as a frequently requested topic requiring ship-by-ship archival research in Bureau of Ships RG 19 records (general/confidential correspondence 1940-1946 arranged by Navy Filing Manual; hull-designation files; shipyard 'QM' contractor files; S39 insulation-and-lagging and S48 piping drawings in the Cartographic Branch). ATR-25 was built 1943-44 within that era, but the guide identifies no material aboard this hull. For this vessel the applicable filing paths are the ATR-25 hull file, the ATR-1 class file, and the QM contractor files for Fulton Shipyard; the hull's indexed plan sets (NAIDs 175661901, 175668245) are a concrete starting point.

The exact-string "ATR-25" RECAP docket-index search returned 15 dockets - all reviewed and classified as name collisions, none involving a vessel: the matches occur inside OCR'd exhibit attachments (Bates-style labels, part numbers, or exhibit page markers) in unrelated cases (personal-injury/terrorism judgment, motor-vehicle, automotive product liability, pharmaceutical patent, antitrust, civil-rights policing, torts-to-land Katrina litigation, marine-contract declaratory judgment, and bankruptcy matters). The spaced variant "ATR 25" was deferred by fleet-wide pacing at research time (see search_ledger). The vessel carried no name other than the hull number in U.S. service. No qualifying asbestos litigation naming this vessel was located in these indexes.

A search-index result is not an exhaustive survey of all filed cases; filings naming the vessel only under alternate formatting ('ATR 25' - swept in docket context but not separately in opinions due to pacing) would have reduced coverage, and post-1947 Peruvian-service proceedings under JOSE OLAYA/OLAYA would not appear under this hull number. The 15 docket hits were reviewed at case level only - their matched text was not individually retrieved (sealed/OCR'd attachments); classification as collision rests on case subject matter, not on reading each matching page.
