    Finding
ATR-1 class wooden-hulled rescue tug: ordered to Fulton Shipyard, Antioch, CA on 1942-07-22 (an earlier 1942-06-19 order had gone to Weaver Shipyards); laid down 1943-08-16; launched 1944-04-23; commissioned USS ATR-26 1944-06-09, LTjg. J.H. Kelly in command. Decommissioned 1946-03-27; struck from the Naval Register 1946-06-19; delivered to Maritime Commission disposal 1946-10-17; sold (delivered) by MC to Pacific Vegetable Oil Co., Washington, D.C.; to Taiwan 1947 as PU TO. Naval Cover Museum records the ROC Navy designation as PU TO 341 and gives the transfer year as 1946; NavSource renders the name 'Fu To' and sale year 1947. Final fate unknown. Awards listed: American Campaign Medal and World War II Victory Medal.

Crew 1944-1946 (5 officers, 47 enlisted per class spec); Fulton Shipyard construction workforce 1943-44
    Limitations
These are secondary compilations of official records (NVR-derived), not the primary documents themselves; NavSource lists decommission/strike dates as 'unknown' - the dates here come only from Shipscribe's disposition table. Launch date conflicts: Naval Cover Museum gives 1944-04-26 vs 23 Apr in NavSource/Shipscribe. Transfer year conflicts (1946 vs 1947) and name rendering (Pu To / PU TO 341 / Fu To) are unresolved across sources. Wartime operational history is undocumented - no DANFS entry exists. Contains no asbestos information; supports no asbestos claim.

    Finding
The ATR-1 class was deliberately built of wood and equipped with 'relatively simple triple expansion steam machinery' so that small shipyards and machine shops outside the main Navy program could produce them; design attributed to the John G. Alden firm. ATR-26's documented plant (NavSource specifications): one Fulton Iron Works vertical triple-expansion engine with two Babcock & Wilcox 'D'-type boilers at 200 psi saturated steam. Steam propulsion of WWII vintage is era-consistent with asbestos-containing boiler lagging, steam-line insulation, valve/flange gaskets, and machinery packing.

Construction trades (Fulton Shipyard, Antioch, 1943-44); engine-room crew (class context)
    Limitations
Class/design documentation, not a hull record - neither source names this vessel's insulation materials, and neither states 'asbestos.' The wooden hull carried a smaller insulation scope than a steel combatant; asbestos presence aboard this hull is era inference only. Does not establish quantity, present-day presence, individual exposure, or causation.

Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and program under which this wooden-hulled rescue tug was built - and that wartime demand drove unprecedented asbestos utilization in naval and merchant construction.

    Finding
An index of 12th Naval District correspondence files (NARA holdings, cataloged by a commercial document-reproduction service) lists two letters naming this hull: 'Fitting out Period USS ATR-26' (ND12-14-CC/Hs (SC) A4-1/FS(1), Serial 1644) and 'Commissioning and Fitting out ATR-26 ATR-51' (Op-23-F/JB (SC)A4-1/ATR, Serial 0184623). These are ship-specific records of the vessel's 1944 commissioning and outfitting on the West Coast.

    Limitations
Verified only as a catalog index entry - the underlying NARA correspondence was not retrieved and is not digitized; its contents are unknown and there is no assurance it addresses insulation or other materials. The index is maintained by a commercial reproduction service, not NARA itself; record-group citation (likely RG 181, 12th Naval District) needs confirmation at NARA San Bruno.

    Finding
CourtListener API v4 sweep (authenticated, 2026-09-26): opinion search for exact phrase "ATR-26" returned 0 results. Docket search for "ATR-26" returned 9 hits, all name collisions - none names the vessel: Davis v. California Dept. of Corrections (employment discrimination, N.D. Cal.); Gombash v. Vesuvius USA (personal injury, N.D. Ill.); Strojnik v. Ashford Posada (D.N.M.); Reebok v. Wal-Mart (IP, D. Mass.); United States v. Google (antitrust, E.D. Va.); In re Rdio (bankruptcy, N.D. Cal.); In re Avianca Holdings x3 (bankruptcy/appeal, S.D.N.Y.). No qualifying asbestos litigation or any opinion naming this hull was located.

    Limitations
Covers only CourtListener's opinion and RECAP docket indexes; state-court, non-digitized, and settled-without-opinion matters are outside coverage. The 'USS ATR-26' opinion query is a strict subset of 'ATR-26' and therefore also zero; two direct attempts were deferred by fleet pacing - the negative finding rests on the completed superset query. A name match is not evidence of exposure; absence of litigation does not establish absence of asbestos conditions.

    historical_record
    Finding
No qualifying ship-specific asbestos or hazard record located: no DANFS entry exists for ATR-26 (NavSource explicitly states none is available, and NHHC indexes contain no ATR-26 page); the Naval Vessel Register carries no record (ships disposed before 1987 are outside current NVR coverage); no asbestos survey, abatement contract, or hazmat disclosure was located for the hull; the vessel left U.S. documentation channels on its 1946 Maritime Commission sale and transfer to the Republic of China; its fate is unknown, so no museum, preservation, or scrapping documentation channel exists.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1944 steam plant is era-consistent with asbestos-containing insulation. Because the hull left U.S. custody in 1946-47 and its fate is unknown, no abatement or disposal record would be expected in U.S. sources even if asbestos was present. Does not establish or defeat any claim of exposure or legal eligibility.
