- Limitations
- NavSource is a volunteer-maintained archive, not an official Navy site; it reproduces official register data but carries the disposal entry 'sold to CAPT. A. Athanasiou, Lisbon' that the MC-derived shipscribe record contradicts (see ev-03 correction row). Contains no asbestos information; supports no asbestos claim. Awards display documents medal eligibility consistent with continental/Atlantic service but does not establish any specific station or operation.

Disposal table: decommissioned 1946-05-10; struck 1946-07-19; disposal 1947-10-22; fate 'MC/D' (Maritime Commission disposal); MA sale 1947-10-17. [4]Stephen S. Roberts, 'USS ATR-1 Class' ship notes (ATR-7 and ATR-83 entries) vs. NavSource USS ATR-83 page disposal line [other_primary]
- Locator
- Ship Notes: ATR-7 entry '(instead of ATR-83)'; ATR-83 entry; NavSource 40083.htm disposal line
- Finding type
- vessel_history
- Finding
- Final-disposition conflict documented: NavSource states ATR-83 was 'sold ... to CAPT. A. Athanasiou, Lisbon, Portugal.' The shipscribe ship note for ATR-83 records 'Sold (delivered) by MC to Antonios Malliarakis, New York. Scrapped in Portugal 1954,' and the ATR-7 note reads 'Sold (delivered) to Efthinios K. Athanasiou, c/o American Chandlers Inc., New York (instead of ATR-83). Merc. GLORIA 1948, ARDIMENTOSO 1954' - i.e., the MC intended or was expected to deliver ATR-83 to Athanasiou but delivered ATR-7 instead. The MC-derived record (Malliarakis; scrapped Portugal 1954) is adopted; the Athanasiou claim is retained only as a conflicting secondary account.

- Limitations
- Resolves a secondary-source discrepancy in favor of the Maritime Commission-derived record; neither source is the underlying MC sale document, and the buyer identity should be treated as 'probable' pending the MC disposal file. No asbestos content in either source.

- Finding type

- Finding
- Builder confirmation from the shipbuildinghistory.com Island Dock yard list (Tim Colton compilation): Island Dock, Inc., Kingston NY built ATR-82, ATR-83, ATR-84, ATR-85 for the U.S. Navy; ATR-83 listed as 165 ft, 850 tons, completion/delivery 1944-08-19, 'Disposed of 1946.' Yard history: Kingston Dry Dock founded by John Schoonmaker (ice dealer) to build wooden cargo ships for the USSB in WWI; survived to build ten 'six-bitter' Coast Guard patrol craft; successor company closed in the 1950s.

- Reputable shipbuilding-data compilation, not an official registry. 'Built' column date (1944-08-19) is the yard completion/delivery date vs. commissioning 1944-08-17 in Navy-derived sources - both retained, not merged. 'Disposed of 1946' is coarser than the shipscribe MC table (disposal action 1947) - the finer record is adopted. No asbestos information.

- Class Notes paragraphs (program origin, wooden-construction decision, build-time comparison, wood-to-steel switch for ATR 101-140)
- Finding type
- vessel_history
- Finding
- Program context: the Navy deliberately procured the ATR-1 class as wooden-hulled tugs with simple triple-expansion steam machinery so that small shipbuilders not engaged in the main Navy steel-ship effort could build the hulls and small local machine shops could build the engines; one source attributes the design to the John G. Alden firm. BuShips had argued (1941-09-12 letter to CNO) that rescue tugs needed good seaworthiness, >=1,500 HP to tow large vessels, towing engine, long radius of action, firefighting equipment, and a basic supply of salvage materials and pumps. ATR 1-40 directed by CNO 1942-01-19 under the Maximum War Effort (1799-Vessel) Program; ATR 50-89 added by VCNO 1942-08-05 (FY1943). Later ATR 101-140 were switched to steel (143-ft BAT/ATR design) partly because wooden hulls risked tropical-shipworm deterioration in the Pacific.

- Finding
- Era-level documentation: peer-reviewed scholarship documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the program era under which this 1943-1944 rescue tug was built. The hull's documented machinery fit (two Babcock & Wilcox 'D'-type boilers at 200 psi saturated, Fulton vertical triple-expansion steam engine, steam piping) is the equipment category routinely insulated with asbestos-containing boiler insulation, pipe lagging, gaskets, and packing in that era. Wooden hull construction limits the structural-fireproofing scope relative to steel combatants.

- Island Dock construction trades (1943-44); wartime engine/boiler-room crew (5 officers, 47 enlisted class fit)
- Limitations

Does not establish quantity, location, condition, individual exposure, or causation. Scrapped 1954 - no present-day material exists to survey.

- Locator
- search_ledger rows sl-uss-atr-83-08 and sl-uss-atr-83-09
- Finding type

- Finding
- No qualifying asbestos litigation naming ATR-83 located: CourtListener API v4 authenticated searches on the hull designation returned zero opinion hits and zero docket hits for "ATR-83". A numbered, unnamed auxiliary scrapped in 1954 presents essentially no hull-named litigation surface; era crew claims ran against the government or operators rather than hull designations.

- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, environmental filing, donation condition, or museum documentation names this hull; NHHC has no DANFS entry (404 + NavSource explicit statement); NVR carries no record (disposed pre-1987 not included in the register); MARAD ShipHistory site returned errors and no ATR-83 card was located; no HAER/LOC documentation for the Island Dock yard was located (see search_ledger). Hull was scrapped in Portugal 1954, pre-dating all asbestos abatement/survey regimes.
