On 18 April 1988 Bagley, Wainwright (CG-28) and Simpson (FFG-56) destroyed the Sirri oil platform and sank Iranian patrol boat Joshan in retaliation for the mining of Samuel B. Roberts FFG-58 (the operation name 'Praying Mantis' is supplied by secondary compilations - ev-04; DANFS does not name it). Eight-month regular overhaul at the San Diego naval station completed 19 January 1985; seven-week drydocking in Steadfast (AFDM-14) Apr-May 1987; AFDM-14 drydock Feb-Mar 1989. Drug-interdiction duty off Central America 15 Feb - 3 Apr 1991; 'decommissioned at San Diego on 26 September 1991. Her name was struck from the Naval Vessel Register in January 1995 and the ship was cut up and recycled by the end of September 2000.' Namesake note: the first three Bagleys (Torpedo Boat No. 24, Destroyer No. 185, DD-386) honored Ens. Worth Bagley; DE-1069 honors both Worth Bagley and Admiral David W. Bagley.

Compiled secondary record for this hull: 18th ship of the Knox class (navysite/Wikipedia); keel laid 22 September 1970 at Lockheed Shipbuilding, Seattle (matches NVR); launched/christened 24 April 1971 sponsored by Mrs. Marie Louise H. Bagley; commissioned 6 May 1972 at Puget Sound Naval Shipyard, Cmdr. William J. Bredbeck, assigned CruDesPac San Diego; reclassified FF-1069 30 June 1975; decommissioned at Naval Station San Diego 26 September 1991 'after 19 years and 5 months of service'; struck from the NVR 11 January 1995; '29 September 1999: Contract for $3.0 million awarded to International Shipbreaking Ltd, Brownsville, Tex. for towing / scrapping'; scrapping completed September 2000 (navysite reads completion 19 September 2000, matching the NVR status-change date). Spec block (NavSource/navysite): SCB No. 199C design; 2 x 1,200-psi boilers (boiler manufacturer attribution is secondary-only - see gaps); 1 geared steam turbine; 1 shaft; 35,000 shp; 27 kt; 18 officers / 267 enlisted; Mk-16 launcher (ASROC/Harpoon), Mk-42 5-inch/54 gun, Mk-46 torpedoes, Sea Sparrow BPDMS later replaced by Phalanx CIWS, SH-2 Seasprite LAMPS I. Secondary compilations identify the DANFS-documented 18 April 1988 Sirri platform / Joshan action as 'Operation Praying Mantis' (Wikipedia operational history; DANFS itself does not name the operation).

    Finding
Era/class inference: a Knox-class ocean escort built 1970-72 with a high-pressure (1,200-psi) steam plant would have carried period-standard asbestos applications - boiler and turbine insulation, steam-line lagging, gaskets, valve and pump packing, fireproofing, deck coverings, and accommodation insulation. The builder yard (Lockheed Shipbuilding, Seattle) is documented at yard level in the Atlas dataset (tier 3): litigation records worker asbestos exposure at Lockheed's Washington shipyards across 1960-1975, overlapping this hull's construction window. The hull's principal documented availability yard - Long Beach Naval Shipyard (1972-73 post-shakedown availability with main-propulsion fuel conversion; 1977 drydock; 1978 major overhaul) - is tier-1 asbestos-documented (1979 employee chest x-ray survey finding asbestos-related radiographic abnormalities); commissioning site Puget Sound Naval Shipyard is likewise tier-1 documented.

    Limitations
Class/era and builder-yard inference only - no ship-specific finding. Nothing here establishes asbestos was installed aboard Bagley or removed during any availability; no hull-level material specification, ACM survey, or abatement record was located. Boiler manufacturer attribution is secondary (spec compilations read Combustion Engineering) and is carried in gaps. Yard-level product lists document the yards' asbestos environments generally, not materials installed in or removed from this hull. Naval Station San Diego (1984-85 overhaul) and floating drydock Steadfast (AFDM-14; 1987, 1989) are not entries in the yard dataset.

    Finding
Program-level documentation of the Navy asbestos-management regime in effect during this hull's documented availabilities: GAO reviewed Navy efforts to protect workers from asbestos exposure at Long Beach and Norfolk Naval Shipyards and reports that 'the Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed to accomplish necessary repairs. This policy was modified in 1979 to include selectively replacing asbestos insulation in high-maintenance areas where repairs would be expected during a ship's next operating cycle.' Bagley's documented Long Beach Naval Shipyard availabilities (1972-73 post-shakedown incl. propulsion conversion; Mar-Apr 1977 drydock; Feb-Dec 1978 major overhaul) all fall inside the 1975-policy window; her 1984-85 San Diego overhaul and 1987/1989 drydock periods fall under the modified 1979 policy.

    Finding
Program-level documentation of the disposal pathway this hull went through: Congress authorized a Navy ship-scrapping pilot program for FYs 1999-2000 'to gather data on the cost of scrapping United States vessels' domestically and 'to demonstrate cost effective technologies and techniques to scrap such vessels in a manner that is protective of worker safety and health and the environment' (H.R. 4156). On 29 September 1999 the Navy awarded four cost-plus contracts totaling $13.3 million for the scrapping of four vessels under the pilot (DOT OIG MA-2000-097); Navy testimony to Congress states the pilot's goals include documenting 'all the processes, costs, revenues, and hazardous material generation.' Bagley's MARAD record shows withdrawal from NISMF Bremerton 7 October 1999 and NVR shows 'Disposed of by Recycling' effective 19 September 2000 - her disposal fell inside this program's window and structure (four decommissioned frigates per trade-press reporting of the same award).

    Finding
No ship-specific asbestos survey, abatement contract, hazmat disclosure, product identification, or qualifying litigation allegation was located for this hull in the sources searched. The Siegfried v. 3M Co. complaint's exposure-vessel list (C.D. Cal. 2:18-cv-01575-FMO-E; recited in Owens-Illinois joinder ECF No. 50, p. 2 para. 1) was read in full text this session and does NOT name this hull - it names Knox-class sisters Roark (FF-1053), Gray (FF-1054), Hepburn (FF-1055), Meyerkord (FF-1058), Lockwood (FF-1064), 'Markin Shields' (FF-1066), and 'Francis Hammonds' (FF-1067), then skips to Downes (FF-1070), Cook (FF-1083), and Barbey (FF-1088); FF-1069 is absent. CourtListener API v4 opinion searches returned zero hits for 'USS Bagley' and 'FF-1069' (authenticated, 2026-09-28). The 'DE-1069' opinion query and RECAP docket sweep were not completed - the shared fleet pacing budget was exhausted mid-session (see ledger). VA BVA decision check via web search returned no decision naming this hull. Law-firm/marketing pages listing 'USS Bagley FF-1069' (navyshipexposure.com, mesothelioma-funds-administration.org, mesotheliomahelp.org, nemerofflaw.com) exist but are barred sources and were not relied on. Name-collision check: three earlier USS Bagleys (TB No. 24; DD-185; DD-386, scrapped 1947) could surface in older litigation - an allegation pre-dating ~1970 cannot pertain to this hull.
