    Finding
Ballard (DD-267), a Clemson-class destroyer, was laid down at Bethlehem Steel Corp., Squantum, Massachusetts, on 3 June 1918, launched 7 December 1918, commissioned 5 June 1919, and placed out of commission in reserve at San Diego on 17 June 1922. DANFS gives an original destroyer complement of 122.

    Limitations
The 122 figure is the original destroyer specification, not a verified AVD-10 wartime complement. This history does not identify asbestos, products, installed materials, or individual exposure.

    Finding
Ballard entered commission in ordinary on 25 June 1940 and was towed to Bethlehem Steel's Union Yard in San Francisco for auxiliary seaplane-tender conversion; redesignated AVD-10 on 2 August 1940; placed in full commission 2 January 1941. DANFS records repairs at San Francisco in November-December 1943, another yard period at Seattle beginning late December 1944, arrival at Philadelphia on 26 October 1945 for pre-inactivation overhaul, and sale on 23 May 1946. Wartime duties included tending patrol aircraft and supporting the Saipan and Palau operations. It credits two World War II battle stars.

    Finding
NARA lists two Ballard (DD-267) logbook date spans: 5 June 1919-17 June 1922 and 25 June 1940-5 December 1945. The latter supports 5 December 1945 as the final decommissioning date, in conflict with the 5 December 1946 date printed in the DANFS narrative. NHHC's separate aviation table independently confirms the 1945 date (ev-uss-ballard-dd267-04).

    Finding
VA identifies asbestos-containing materials in Navy ships built before the mid-1970s, including engine and boiler-room materials and pipe coverings. Ballard's 1918 construction and 1940 conversion place its history within the period covered by that general guidance.

Opinion, section 'The Individual Plaintiffs,' item 1, Kenneth Ballard
    Finding type
    litigation_documented
    Finding
This asbestos opinion concerns plaintiff Kenneth Ballard. The opinion recites his alleged Navy asbestos exposure aboard USS Lake Champlain from 1957 to 1962. It does not identify USS Ballard (DD-267/AVD-10) as an exposure vessel; the shared surname is a name collision.

    Finding
NARA directs vessel-specific material research to RG 19 correspondence, general information books, and engineering drawings. Relevant drawing codes include S39 insulation and lagging and S48 piping; deck logs and muster rolls do not themselves provide direct asbestos-material evidence.

    Finding type
