Conflicts with DANFS: laid down 3 Nov (DANFS 5 Nov); target sinking 23 Mar 1963 (DANFS 26 Mar); both logged in gaps. Spec block names no boiler manufacturer. Establishes nothing about materials aboard.

- Older DANFS text for this hull, corroborating the NHHC entry: launched 28 December 1943 by Bethlehem-Hingham Shipyards, Inc., Hingham, Mass.; sponsored by Mrs. Cora Dell Barr; commissioned 16 February 1944, Lt. Comdr. H. H. Love, USNR. Sailed Norfolk 22 April 1944, joined TG 21.11 (Block Island group) off the Cape Verde Islands; on 29 May, Block Island (CVE-21) was sunk by an enemy submarine and Barr took a torpedo that 'totally wrecked her stern' - 4 dead, 12 missing, 14 injured; towed via Eugene E. Elmore, Wilhoite (DE-397), and the Netherlands tug Antic into Casablanca, arriving 5 June; preliminary repairs there; towed to the United States by Cherokee (ATF-66), arriving Boston 25 July; entered dry dock at Boston Navy Yard, converted to an auxiliary high-speed transport, and 'reclassified APD-39, 81 July 1944' (OCR artifact - reads 31 July 1944); proceeded to San Francisco escorting Teton (AGC-14) in November 1944, then Pearl Harbor; UDT support at Iwo Jima 16 February-4 March 1945; carrying UDT-13 to Okinawa 21 March; Tokyo Bay 30 August; POW evacuation from central Honshu to 20 September; Nagasaki barracks/service ship for the U.S. Strategic Bombing Survey through November; departed 1 December 1945, San Diego 19 December; out of commission in reserve at Green Cove Springs 12 July 1946; three battle stars.

- Same source work (DANFS) at an earlier edition - corroborates dates and events but is not independent documentation; contains OCR artifacts ('80 June 1918' for the namesake's birth; '81 July 1944' for reclassification) that conflict with the NHHC edition and NavSource - conflicts logged in gaps rather than silently reconciled. No disposal paragraph in the Vol. I text. Establishes nothing about materials aboard.

- Finding
- Era/design inference: Barr is a Buckley-class (BuShips design group 2/3, TE turbo-electric) destroyer-escort hull - one of only two DE design groups with a full steam plant - converted after battle damage to a Charles Lawrence-class high-speed transport while retaining the DE machinery plant: two 'D' express-type boilers at 435 psi/750F superheat feeding GE turbine-generators and electric motors, 12,000 shp, two shafts. A 1943-44 steam-plant escort/transport of this design would have carried period-standard asbestos boiler insulation, steam-line lagging, turbine insulation, valve and flange gaskets, machinery packing, fireproofing, and deck coverings. The documented Boston Navy Yard conversion (July-November 1944) removed DE fittings and added troop accommodations and four LCVP davits - a navy-yard availability of a kind in which disturbed insulation is era-typical, though no work package was located.

- Limitations
- Class/era and design inference only - not a ship-specific finding. No hull material schedule, contract document, or survey located (NARA RG19 General Information Books are the archival lead). Does not establish asbestos presence, quantity, or exposure aboard this hull; the Boston conversion scope is narrative-level in DANFS, not a documented work order.

- Finding
- Litigation sweep for this hull: no qualifying asbestos litigation located. "USS Barr" returned 0 opinion hits and 0 RECAP docket hits. "APD-39" returned 0 opinions and 8 dockets, all name collisions (APD = police-department abbreviations in civil-rights dockets - Howell v. City of Austin, Drake v. Amsterdam PD, L. v. Alamogordo PD, Hall v. City of Atlanta; plus bankruptcy Wescoin LLLP and Baroni v. Green Tree, ERISA Harris v. Lincoln Life, and PI-other Sims v. Wingate - none asbestos-tagged). "DE-576" returned 8 opinions and 79 dockets, all string-fragment collisions ('DE'/'576' fragments and docket-entry cross-references such as '(DE.#576)' in ABB Power v. Gothaer; Puerto Rico Spanish-text matches; criminal, civil-rights, securities, patent, RICO dockets - none asbestos or vessel-related). The targeted '"DE-576" asbestos' docket query returned exactly 2 hits, both collisions: In re Chiquita Brands (S.D. Fla. ATS MDL 0:08-md-01916 - 'DE-576' doc-entry fragment, not asbestos litigation) and the Commonwealth of Puerto Rico PROMESA Title III bankruptcy (Bankr. D.P.R. 17-03283 - 'DE' fragments in Spanish-language exhibits plus asbestos line-item text in disclosure materials). No opinion or docket names the vessel; no asbestos litigation was located.

- Limitations
- A no-hit sweep does not prove the hull never appeared in litigation: unindexed state-court filings and non-digitized records fall outside coverage, and of the 79 DE-576 docket hits only the first results page (20) plus the targeted asbestos-qualified query were triaged - by case metadata (suitNature, case name, court), not full-text review of every document. Nothing here establishes or defeats an exposure claim. Fleet pacing deferred the final docket query across ~40 minutes of spaced retries; completed same session.

- No qualifying ship-specific asbestos record located: no hull ACM survey, abatement contract, disposal hazmat disclosure, museum record, or docketed asbestos case naming DE-576 or APD-39 was found in the public sources searched (see search_ledger). The hull was sunk as a target off Vieques Island in March 1963 - a pre-regulation disposal that generated no hazmat documentation; no surveyable artifact exists.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1943-44 steam-plant escort/transport is era-consistent with ACM, and fourteen-plus years of mothball lay-up plus target sinking left no modern documentation. Does not establish or defeat any claim of exposure or legal eligibility.
