- Finding
- DANFS Vol. I (1959) print entry 'Bedford Victory' documents the hull's identity and Navy career verbatim: 'Bedford Victory (AK-231) was launched 30 September 1944 by Permanente Metals Co., Yard No. 1, Richmond, Calif., under a Maritime Commission contract; sponsored by Mrs. R. A. Kremp; transferred to the Navy 11 November 1944; and commissioned the same day. Lieutenant Commander D. A. Durrant, USNR, in command. Bedford Victory arrived at Pearl Harbor 21 December 1944. She operated out of Saipan and in the Philippines providing logistic support to the fleet until 7 November 1945, including one voyage to Okinawa where she unloaded supplies for the troops ashore (25 April-7 June 1945). She returned to Seattle, Wash., 19 November 1945; was decommissioned at San Francisco 26 March 1946; and returned to the Maritime Commission three days later. Bedford Victory received one battle star for her service at Okinawa.' DANFS header: (AK-231: dp. 4480; l. 455'; b. 62'; dr. 24'; s. 15.5 k.; cpl. 99; a. 1 5", 1 3"; cl. Boulder Victory).

- Authoritative for identity, naming, and service outline. Contains no asbestos or insulation-material statement; the 1959 entry is terse (no Port Chicago, ServRon 10, TG 50.8, or Kerama Retto detail - the expanded narrative circulating in secondary sources traces to a later/online DANFS revision that is not currently retrievable; the war diary is the primary path - see archival_lead row). - Finding
- Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and emergency Maritime Commission program under which this VC2-S-AP2 hull was mass-produced at the Kaiser Richmond No. 1 yard - and that wartime demand drove unprecedented asbestos utilization aboard merchant-type hulls.

- Finding type
- litigation_documented
- Finding
- Operator-level litigation context: merchant-ship asbestos litigation proceeded under owner/operator names rather than hull names - MARDOC (In re American President Lines, Ltd., and 102 Other Shipowner-Defendants in the Ohio Asbestos Litigation) consolidated claims against 103 merchant operators, and Erdman v. Hudson Waterways Corp. addressed asbestos exposure aboard a merchant steamship under operator naming. This hull's merchant-period operators (Shepard SS, Isthmian SS, American Hawaiian SS, Alaska SS) are the entities under which any merchant-era claim would have run, so hull-name searches structurally undercount this vessel's litigation surface.

- Finding type
- historical_record
- Finding
- Source discrepancies resolved and logged: (a) Launch date - DANFS gives 1944-09-30; NavSource gives 1944-09-23; the Maritime Commission hull list underlying the class profile gives 1944-09-13; DANFS carried, conflict logged. (b) Decommissioning - DANFS gives 1946-03-26 with return to the Maritime Commission 'three days later'; the MARAD custody card records Navy-to-WSA transfer 1:00 PM PST 1946-03-29, consistent with DANFS; secondary sources (NavSource, Wikipedia infobox) give 1946-03-29 as the decommissioning date, conflating the transfer. (c) Olympia layup - the status card reads 'Reentered 5-5-52' (1952, matching the Korea-era Alaska SS Co. charter ending 1952-01-24 and layup 1952-05-05); NavSource's 'Laid up, 5 May 1962' is a typo. (d) Reserve-fleet withdrawal - card records 1950-08-12 4 PM EST to American Hawaiian SS Co.; NavSource gives 1950-08-01 and names the operator 'Alaska Hawaiian SS Co.' (e) Complement - DANFS 'cpl. 99' vs secondary spec table 100; DANFS carried.

- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming the Bedford Victory hull (AK-231 / MCV-540 / Official No. 246729) was found in the public sources searched - DANFS, MARAD registry and status cards, and class-level NPS documentation contain no asbestos or insulation-material statement; supplementary web search returned only non-citable law-firm marketing list pages; the required CourtListener name + hull-number search could not be completed (API throttled, shared daily quota exhausted - see search_ledger sl-05).

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - a 1944 Kaiser-built VC2 steam hull is era-consistent with asbestos-containing materials, and the hull's litigation surface is additionally undercounted because merchant-era claims ran under operator names. The CourtListener check specifically remains unperformed (throttled) and is carried as an open gap, not a completed negative.

- Archival lead (not retrieved - requires research-room or reproduction order; no spend authorized): DUAL record path applies because this hull was a commissioned Navy ship 1944-1946 - (a) USS Bedford Victory (AK-231) deck logs and ship records are in NARA RG 24/RG 38 (Navy deck logs and war diaries, College Park); (b) construction records for MCV hull 540 may be in RG 178 (U.S. Maritime Commission Construction Division records and West Coast files); (c) WSA operating files for the 1946-1947 Shepard/Isthmian GAAs are in RG 248 (War Shipping Administration); (d) merchant vessel logbooks 1939+ are in RG 26 (U.S. Coast Guard) distributed to regional NARA facilities by port of submission - this ship's postwar logs would follow her operating ports (San Francisco, Baltimore, Seattle, Olympia).
