    Finding
Bisbee was laid down 7 August 1943 at Los Angeles by Consolidated Steel Corp. under Maritime Commission contract MC Hull 1457 as PG-154; launched 7 September 1943; accepted and named Bisbee (PF-46) on 14 February 1944; and placed in commission at Terminal Island on 15 February 1944. DANFS records a 1,430-ton Tacoma-class patrol frigate with two 240-psi three-drum express boilers, two vertical triple-expansion engines, two shafts, and a 190-person complement. It records WWII escort, patrol, harbor-control, and Alaska service; decommissioning at Cold Bay on 26 August 1945; return from Soviet custody on 1 November 1949; recommissioning at Yokosuka on 18 October 1950; Korean War patrol, escort, harbor-control, and bombardment service; decommissioning on 12 February 1952; transfer to Colombia; and two WWII plus three Korean War battle stars.

Consolidated Steel construction workers; U.S. Coast Guard/Navy crews; Soviet and Colombian naval personnel
    Limitations
DANFS documents identity, construction, machinery, service, and disposition but does not document asbestos content, quantities, locations, abatement, or individual exposure. The official NHHC URL returned 404 to direct fetch on 2026-10-04; its indexed content was cross-checked against the Coast Guard, Project Hula, and NavSource records. The entry's dates for later transfer/decommissioning differ from some archival compilations; those conflicts are retained in gaps.

    Finding
The official Naval Historical Center Project Hula appendix identifies the same hull as 'Bisbee (PF 46)' and assigns Soviet designation EK-17 with transfer date 26 August 1945 and disposition '1949-returned.' This confirms that the PF-46 and PG-154 references are one vessel and supplies the authoritative EK-17 identity and transfer date.

    Finding
NavSource's hull chronology identifies Bisbee as a Tacoma-class patrol frigate, originally PG-154, built by Consolidated Steel in Los Angeles, commissioned 15 February 1944, decommissioned 26 August 1945, returned from Soviet custody 1 November 1949, recommissioned 18 October 1950, decommissioned 20 October 1951, and transferred to Colombia on 13 February 1952 as ARC Capitán Tono (F-06). Its specifications list two 240-psi three-drum express boilers, two vertical triple-expansion engines, two shafts, 5,500 ihp, and a 190-person complement.

    Limitations
NavSource is an archival compilation rather than a government record and conflicts with DANFS on the second decommissioning date and with Project Hula on the 1945 transfer date. It contains no asbestos documentation.

    Finding
The official Coast Guard history identifies USS Bisbee (PF-46), records her 1944-45 Pacific and Alaska service, Cold Bay transfer to the Soviet Union on 26 August 1945 as EK-17, return to U.S. custody on 1 November 1949, recommissioning on 18 October 1950, Korean service through 20 October 1951, and transfer to Colombia on 13 February 1952. It also identifies the official National Archives photograph caption placing Bisbee off Coco Solo on 24 April 1944.

    Finding
GAO reviewed asbestos use in Navy ships, the cost of removing asbestos from Navy ships, and Navy asbestos protection efforts at Long Beach and Norfolk Naval Shipyards. The report describes Navy policy to remove and replace non-asbestos materials when damaged insulation had to be removed for repairs, with later selective replacement in high-maintenance areas.

This is Navy program-level and shipyard-level evidence, not a record about PF-46. It does not establish that Bisbee contained asbestos, identify products aboard, quantify material on this hull, or prove exposure.

    Finding type
    asbestos_application
    Finding
No ship-specific asbestos survey, material schedule, or abatement record was located in the sources completed for this pass; the incomplete litigation sweep permits no litigation conclusion. A Tacoma-class steam frigate built in 1943 would be expected to have era-standard insulation, lagging, gaskets, packing, fireproofing, and deck-covering applications, but those applications remain inference for PF-46 rather than documented aboard this hull.

    Population
PF-46 crew, construction trades, repair workers, and later foreign crews
    Limitations
This is an honest negative and class/era inference, not proof that asbestos was absent or present aboard Bisbee. The CourtListener base-query sweep was attempted through the authenticated helper but fleet pacing prevented result payloads; therefore litigation status is incomplete, not negative. No asbestos-qualified variants were run because no base query produced an overflow page.
