    Consolidated Steel construction trades 1943; USN crew 1943-46 (spec-block complement 186); reserve-fleet caretakers 1946-65
    Limitations
NHHC documents construction, specifications, service history, striking, and disposal - not materials or asbestos content. The spec block's 'class John C. Butler' tag conflicts with the entry's own armament line (three 3-in guns, not Butler's 5-in/38s) and with NavSource/navypedia/other compilations classifying DE-790 as Buckley (TE); Buckley carried here, conflict logged in gaps. The older short DANFS text (hazegray transcription) reads the namesake's death as '20 July 1943'; the NHHC entry's detailed narrative fixes the sinking at 20 January 1943 - January carried, conflict logged. Finding
Era/design inference for a turbo-electric escort built at Consolidated Steel, Orange, in 1943: the TE machinery plant - two 'D' express-type boilers at 435 psi/750F superheat (Babcock & Wilcox in the DE-789-800 block per navypedia's block map) feeding two GE steam turbine-generators and electric motors, 12,000 shp, 2 shafts - is a full steam plant, so the steam-ship asbestos categories apply at design level: boiler insulation and lagging, steam-line lagging, turbine lagging, gaskets and packing, plus the era-standard diesel-exhaust-inapplicable set of electrical insulation, brake linings on deck machinery, and deck coverings. All 1943 construction falls inside the documented Navy asbestos-use era (GAO HRD-80-2 context: substitution did not begin until the early 1970s). The navypedia TE page also records that APD-82 was the conversion designation reserved for DE-790 and that conversion work on seven ships (incl. DE-790) was never started.

    Limitations
Class/era inference only - NOT a ship-specific finding. The design-level product list is what a TE plant would carry, not documentation of what was installed aboard this hull; does not establish asbestos presence, quantity, location, or any individual's exposure. Boiler-manufacturer attribution is navypedia-sourced and unverified against contract documents. Builder yard is absent from the Atlas shipyards.json dataset - no yard-level tier applies.

    Finding
CourtListener sweep: exact-name query '"USS Borum"' returned 0 opinion results and 0 RECAP-docket results - no case naming this vessel located in either index. Hull-number query '"DE-790"' (type=o) returned 8 hits, all string collisions on review - habeas, parole, criminal, probate/estate, and Puerto Rican Spanish-language opinions in which the token appears as a numeral fragment; none references a vessel, naval service, or asbestos (a filtered '"DE-790" AND (asbestos OR ship OR vessel OR navy)' rerun returned one of the same collisions, Jones v. Schellenberger, 7th Cir. 1955, an estate dispute). RECAP-docket query '"DE-790"' (type=r) returned 44 hits across three pages, all identifier collisions on review - bankruptcy, criminal, antitrust, patent, contract, statutory, prisoner-petition, and MDL dockets (incl. Camp Lejeune water litigation and USA v. Trump document strings) with no vessel or asbestos connection. Opinion query 'Borum asbestos' returned 8 hits, all party-name coincidences (e.g., Borum v. Brentwood Village premises case) or unrelated texts; Lewis v. CSX Transportation (S.D. Ohio 2:09-cv-00079) is a railroad-dendant FELA posture where 'Borum' does not name the vessel. No qualifying asbestos litigation naming this hull located.

All planned queries completed across both indexes after fleet-pacing pauses. The Lewis v. CSX opinion full text was not re-pulled after the final pacing pause - classified as name collision from docket posture (CSX railroad defendant, FELA-style caption); full-text check remains an open verification noted in gaps. The sweep does not cover state-court records, trust claims, or non-U.S. jurisdictions.

    Finding
No qualifying ship-specific asbestos record located: no ACM survey, abatement contract, hazmat disclosure, material-condition report, or litigation naming this hull was found in the public sources searched. No preservation-era documentation can exist - the hull was stricken 1965, sold for scrap 1967, and no longer exists; it was never a museum, memorial, or active-reserve asset after 1946.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - a 1943 steam plant was era-typical for asbestos insulation. The hull no longer exists, so no present-day survey is possible; whether era materials aboard contained asbestos is undocumented in either direction.
