- Finding
- DANFS: 'Briarcliff, a wooden-hulled freighter constructed in 1919 at Portland, Maine, by the Russell Shipbuilding Co. for the United States Shipping Board (USSB), was acquired by the Navy from the USSB on 1 January 1922 in an incomplete condition. Given "unclassified" status, Briarcliff received the designation IX-3, and was loaned to the New York Naval Militia. Since she possessed neither engines nor boilers, she served that organization as a floating armory. That duty lasted until 25 November 1938 when she sank at her moorings as a result of a rotting hull. Later raised and inspected, she was declared unserviceable. Briarcliff was towed to deep water and sunk on 29 December 1938 ... Her name was stricken from the Navy List that same day.' Data block: displacement 5,990 (full load); length between perpendiculars 268'0"; beam 45'2"; draft 23'10"; armament 1 4-inch.

- Finding
- Archival chronology: EFC hull 1038, keel laid 29 Jul 1918, launched 6 Mar 1919, completed 5 Sep 1919 WITHOUT ENGINES; laid up by the Shipping Board at Wilson's Point Storage Yard, Wilson's Point, Conn. Taken over by Commandant, 3rd Naval District, from the USSB on 19 Jan 1922 for use by the Naval Militia of the State of New York; CNO confirmed Unclassified listing 26 Jan 1922; Navy requested Executive Order 24 Jan 1922, signed 28 Jan 1922. The IX-3 symbol was assigned in the 1922 Navy Filing Manual 'solely for filing paperwork and not as a designator for the ship.' Loss chronology: sank at her Tompkinsville pier 25 Nov 1938 through leakage during a severe snowstorm; Merritt-Chapman & Scott hired to raise her 2 Dec 1938; CNO approved deep-water sinking 5 Dec 1938; officially returned by New York State authorities and refloated 8 Dec 1938; towed out and sunk 29 Dec 1938; SecNav struck her from the Navy List 26 Jan 1939 effective 29 Dec 1938.

[4]Shipscribe, citing a Navy inspection report dated 4 Oct 1933 [other_primary]
- Locator
- Class Notes, paraphrased 4 Oct 1933 inspection report
- Finding type
- vessel_history
- Finding
- Documented 4 Oct 1933 inspection: Briarcliff originally had two well decks; the after well was decked over to form the main drill deck and a house was built over it to within about four feet of the after end of the poop deck. The mainmast was removed when the deck was housed over; the foremast remained. A 4"/50 gun was located on the poop deck within the housed-in space and was available for drill in all weather. Seven large (38 x 40 in.) ports were cut in the port side and nine in the starboard side of the 'tween deck space for light and ventilation of enlisted berthing spaces.

- Confirms active, configured military training/armory use as of October 1933 - consistent with 'otherwise in service' status. The inspection describes wooden structural modifications only; it contains no asbestos or insulation-material statement, and the underlying report itself was not directly retrieved (see archival lead row).

[5]Shipscribe class data: EFC Design 1001 (Theodore E. Ferris design); class machinery figures drawn from completed sister NEWTON (IX-33) [other_primary]
- Locator
- Class Notes and specifications block (Machinery line applies to IX-33 only)
- Finding type
- asbestos_application
- Finding
- EFC Design 1001 produced 218 small wooden freighters, most completed after WWI ended and some - including BRIARCLIFF - completed without engines. The class machinery package (installed in sister NEWTON, IX-33, after delivery) was a 1,400 HP vertical triple-expansion steam plant, one screw, ~8 knots. Steam plants of this era were commonly insulated and gasketed with asbestos-containing materials. BRIARCLIFF never received that machinery: the asbestos-bearing propulsion pathway documented for powered vessels of the period was absent from this hull for her entire existence (1919-1938).

- EFC Design 1001 engined-hull crews (class context)
- Limitations
- Class/design documentation - the machinery figures describe sister hull NEWTON, not this vessel, and are carried to show what was NOT installed aboard BRIARCLIFF. Asbestos content of the class steam plant is era-consistent inference, not direct documentation; the finding supports no 'documented aboard' wording for this hull. Does not establish that the armory/training fit-out (berthing, drill deck, heating and electrical services, if any) contained or lacked asbestos - that interior fit is undocumented.

[7]Cross-source date reconciliation: DANFS (Wayback), shipscribe archival chronology, NavSource, NavalCoverMuseum [other_primary]
- Locator
- NavSource chronology; DANFS entry; shipscribe Class Notes; navalcovermuseum.org/wiki/BRIARCLIFF_IX_3
- Finding type
- vessel_history
- Finding
- Discrepancies resolved: (a) Acquisition - DANFS and NavSource state 1 January 1922; shipscribe's primary-record chronology shows takeover by Com-3 on 19 Jan 1922 and Executive Order signed 28 Jan 1922. Both frames are retained: 'acquired 1 Jan 1922' per the official DANFS entry, with the January 1922 transfer mechanics documented separately. (b) Sinking/out-of-service - NavSource prints '25 September 1938'; DANFS, shipscribe (sank 25 Nov 38 during a severe snowstorm), and Wikipedia all give 25 November 1938, which is adopted as controlling - a September date is inconsistent with the documented snowstorm cause. (c) NavalCoverMuseum prints 'Towed to sea December 29 1936' - a typographical error for 29 December 1938. (d) Mooring - the 1932 Staten Island Advance page places her at Pier No. 7, Tompkinsville; secondary compilations say Pier 8 - pier assignment not independently resolved.

- search_ledger rows sl-uss-briarcliff-ix3-01 through sl-uss-briarcliff-ix3-08
- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, insulation specification, abatement contract, hazmat disclosure, or docketed case naming the Briarcliff hull was found in the public sources searched (see search_ledger). Moreover, the affirmative documentation that she was completed without engines or boilers and never carried a machinery plant removes the propulsion-related asbestos exposure pathway documented for powered Navy and merchant vessels of her era - the basis for any ship-specific asbestos inference is weaker here than for a powered hull, not merely absent.

- Absence of a located record does not prove absence of asbestos: the armory fit-out (berthing, deckhouse, any heating or electrical services installed for armory use) is undocumented for materials, and residual asbestos in interior furnishings or fireproofing cannot be ruled out. Does not establish or defeat any claim of individual exposure or legal eligibility.

They are the primary-source trail for the armory conversion details (berthing, drill deck, gun placement) and the salvage/disposal decisions of November-December 1938, and are the plausible repository if any material or insulation specification for the armory fit-out exists.

- No qualifying asbestos litigation and no litigation of any kind naming USS Briarcliff (IX-3) located. Every top-ranked hit is a name collision on 'Briarcliff Manor' (NY municipality), 'Village of Briarcliff, Texas', 'Briarcliff Congregational Church', or Briarcliff-named real-estate/LLC entities. The sole 'IX-3' hit (Berish v. Bornstein, 437 Mass. 252 (2002)) is a condominium-trust case - collision on an exhibit/section string, not the hull. The two asbestos-qualified hits (Hillis Motors v. Hawaii Automobile Dealers' Ass'n, 9th Cir. 1993) are Trade Cases antitrust opinions - both terms incidental, no vessel or asbestos-litigation content.

Classified as name-collision/no-result, the least-final stage: nothing adjudicated for or against the vessel.
