Physical-characteristics and accommodations fields are blank in this record; complement and dimensions are not established by this source. Record dates conflict with two secondary chronologies (keel 04/01/1963 per Navsource vs 08/01/1963 per NVR; stricken 19 Aug vs 1 Jul vs 9 Sep 1994) - NVR is carried, conflicts noted in gaps.

- MARAD ShipHistory record for this hull: Year Built 1965; Ship Yard Avondale Shipyards; type Military Combatant. MARAD custody followed return from Pakistan lease and preceded scrapping; per the status card (transcribed in secondary compilations) the vessel was transferred back to MARAD at Singapore and sold for scrap 09 September 1994 to Trusha Investments Pte. Ltd. c/o Jacques Pierot, Jr. & Sons Inc., New York for $635,602.

- Scrapping-yard workers (1994-95), location unverified from text layer
- Limitations
- MARAD labels the hull 'FFG-1044' - a database mislabel; the ship was FF-1044 (ex-DE-1044), not a guided-missile frigate. Status-card image did not render in the text-layer fetch; the buyer/price details are carried as transcribed by Navsource from that card. Documents disposal, not materials or asbestos content.

- Finding
- The BIW production record lists three overhaul jobs by name for this hull: BIW hull 1024, 'Brumby (FF 1044), Garcia Class Frigate, US Navy, Overhaul, delivered 13 April 1978'; hull 1036, 'Overhaul, delivered 18 December 1981'; hull 1805, 'Overhaul, 1 July 1988*' (asterisked as contractual completion date). Three major yard availabilities at Bath Iron Works are documented for this hull.

- Limitations
- Documents yard availabilities (dates are delivery/contract-completion dates, not occupancy spans) but not their work scope; whether any overhaul included asbestos removal, insulation work, or abatement is not stated. BIW is a documented asbestos-era yard; asbestos scope for these specific availabilities is inference and is not asserted.

- Locator
- GAO HRD-80-2 product page and report text (indexed snippet layer)
- Finding type
- asbestos_application
- Finding
- GAO documents the Navy-era asbestos environment this hull was built into: thermal-insulation product specifications were changed in 1973 to require asbestos-free materials, but pre-purchased asbestos materials were still installed in ships under construction - 'some ships were delivered with asbestos insulation as late as May 1978.' The October 1975 Navy policy removed/replaced only damaged insulation or insulation needing removal for repairs; in 1979 the policy extended to selective replacement in high-maintenance areas. Brumby's construction (keel 1963, delivery 1965) predates the 1973 specification change entirely.

- Limitations
- Era/program-level evidence, not hull evidence: the report does not name this vessel and does not establish that asbestos was installed aboard it - but it confirms asbestos insulation was standard Navy practice throughout this hull's construction and early service window. gao.gov returns HTTP 403 to automated fetch (standing limitation, same as Batch 01); language verified from the indexed report text. Report fieldwork was Long Beach and Norfolk Naval Shipyards.

- Finding
- NAVSEA itself posts the Navy's qualified-products lists as asbestos-related files, several current during this hull's 1963-65 construction: 'Insulation Felt, Thermal, Asbestos Fiber' QPL-15091-5 (10/17/1962); 'Gaskets, Metallic-Asbestos, Spiral-Wound (Symbol 2410 for Boilers)' QPL-15342 (1961-1974) and QPL-21022-6 (1969); 'Packing, Material, Asbestos, Rod, High Pressure (Symbol 1100)' QPL-17340/QPL-17349 (1953); 'Asbestos Sheet, Compressed (Gasket Material)' QPL-17472 (1971-72); 'Packing Asbestos, Sheet, Compressed' QPL-46 (1952-1981); and thermal-insulation specification MIL-I-24244 (1965-1973). Asbestos products were qualified for Navy shipboard use across this hull's build window.

No row asserts hull-level installation.

[8]Hotard v. Huntington Ingalls Inc. (Avondale) et al., No. 2:20-cv-01877 (E.D. La.), Order and Reasons on summary judgment (govinfo.gov official court publication) [court_record]

- Finding
- Published E.D. La. order documents asbestos use in vessel construction at Brumby's builder yard: decedent Paul Hotard worked at Avondale Shipyards 2 Sep 1969 - 27 Mar 1970 as a pipefitter's helper/tack welder and 'allegedly inhaled asbestos fibers at Avondale Shipyards while working on the construction of vessels'; 'Hopeman [Brothers] employees cut and installed insulation and wallboard inside vessels that were under construction. The insulation and wallboard materials allegedly contained asbestos, and the cutting of these materials by Hopeman's employees purportedly caused asbestos dust to enter the air.' The court found triable fact issues on vessel-owner liability theories. Same yard, same decade as this hull's 1963-65 construction.

- Population
- Avondale construction workforce 1969-70 (alleged exposure window)
- Limitations
- Builder-yard evidence, not hull evidence: the vessels named are commercial tankers (ESSO PHILADELPHIA etc.), not this warship. The exposure is alleged and adjudicated only to the summary-judgment standard (triable fact issue), not proven at trial. Establishes that asbestos insulation/wallboard was cut inside vessels under construction at Avondale in 1969-70 - later than this hull's 1963-65 build, in the same practice era. Other Avondale asbestos dispositions of record include Chaisson v. Avondale Industries, 947 So. 2d 171 (La. App. 4 Cir. 2006) (take-home exposure) and Barrosse (E.D. La. 2020) (yard-worker mesothelioma).

- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or adjudicated exposure claim naming this hull was found in the public sources searched; the ship has no digitized DANFS entry at NHHC (Navsource notes the entry 'is not presently available'); CourtListener opinion queries for exact ship name and both hull numbers returned zero qualifying hits (all hits were name collisions on reporter/docket fragments); no BVA decision naming the vessel was located. See search_ledger.

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard - the hull predates the Navy's 1973 asbestos-free insulation specification and was built at a yard with documented asbestos litigation. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility. CourtListener RECAP docket sweep returned only person-name collisions in inspected results; an exact-phrase "USS Brumby" docket confirmation was deferred by fleet pacing - a residual risk that a pleading-stage docket reference exists beyond the sampled hits (see ledger sl-07).
