    Finding
MSI-6 was built in The Netherlands under the Mutual Defense Assistance Program by De Vries Lentsch, Amsterdam: laid down 27 April 1959, launched 28 May 1960, and commissioned as HNLMS Van Hamel (M 871) on 14 November 1960. Struck from the Dutch Navy list and sold to Peru for 425,000 Dutch guilders on 23 February 1984, renamed (per NavSource) RPS Carillo (AH 175). Specifications listed: displacement 171 t, length 108.2 ft, beam 21 ft 8 in, draft 5.9 ft, speed 13 kts, complement 13, armament one 20mm mount, propulsion two 500 hp Stork Werkspoor diesel engines on two shafts. The page states: 'There is no DANFS history currently available for MSI-6.' Photographic record includes loading at Rotterdam for shipment to Peru, 16 March 1984.

NavSource is a curated secondary compilation of official ship data, not a primary register. Its 'Fate unknown' closing line is superseded by the official Peruvian Navy unit page (ev-02). Peruvian prefix/name rendered 'RPS Carillo' here vs 'BAP Carrillo' on the official Peruvian page - variant recorded in gaps. Contains no asbestos information; supports identity and service chronology only.

The Peruvian Navy's official hydrographic directorate lists B.A.P. 'CARRILLO' (AH-175) as an active hydrographic unit with a named commander (Tte. 1o Reynaldo Agurto Ramirez) and a stated mission of hydrographic, oceanographic, maritime-meteorological, nautical-signaling and magnetic-prospecting work. Listed characteristics: length 33.08 m, beam 6.60 m, year of construction 1959, max speed 13.0 kn, displacement 151 t light / 169 t full load; repowered with two Volvo Penta D9MH 355 hp diesels (year of manufacture 2006) with Twin Disc MG5114SC gearboxes; hydrographic fit includes an Atlas Deso-30 echosounder and Hypack software. The unit is named for 19th-century Peruvian naval officer Camilo N. Carrillo Martinez.

Official Peruvian Navy source but terse: the unit page does not itself state the ex-HNLMS Van Hamel lineage (that linkage comes from NavSource, the Peruvian Navy fleet list, and Dutch archive catalog entries). 'Ano de Construccion 1959' reflects the lay-down year; completion/commissioning was 1960. No asbestos or material-condition information on the page.

Official Dutch MoD class history: sixteen inshore minesweepers (internationally 'mine sweeper inshore', MSI; nicknamed the 'Dinky Toy' class) were built in the 1960s at De Noord (Alblasserdam), the Arnhemse Scheepswerf, and G. de Vries Lentsch Jr. (Amsterdam); the Netherlands and the United States each paid for eight of the ships. The class served the Royal Netherlands Navy until 1984. A former commanding officer describes a crew of thirteen (two officers, three NCOs, eight ratings), a single 20mm gun plus mine-disposal equipment, diesel engines mounted on pneumatic cushions ('luchtbanden') to isolate the vibration and noise that interfered with the magnetic-acoustic sweep gear, and ships 'worn to the thread' by the 1980s.

    Finding
Sister-ship preservation-society history: because the class's task included sweeping magnetically activated mines in shallow water, the ships were built to the smallest detail of non-magnetic materials and with wooden hulls; they were designed by engineer H.J. Wimmers of the Ministry of Defence (Navy). Eight of the sixteen inshore minesweepers were built on Dutch yards for the American account under the Mutual Defence Assistance Program and transferred to the Royal Netherlands Navy; the other eight were built for the Dutch account. The class was named by Royal Decree for RNLN officers, NCOs and ratings posthumously awarded the Military Order of William or the Bronze Lion. The boats entered service 1960-1962 and remained in service until 1984; in 2021 one class member (Mahu, M880) survives afloat in original condition and two more serve with the Sea Cadet Corps.

Period Dutch press report transcribed on the page: on Monday 14 November (1960) at the yard of N.V. Amsterdamsche Scheepswerf G. de Vries Lentsch Jr. in Amsterdam-Noord, the fourth of a series of sixteen inshore minesweepers was to be placed in service by designated commanding officer LTZ2 D.M.J. den Boer as Hr.Ms. Van Hamel. The class was built by De Noord (Alblasserdam, six units), Arnhemse Scheepswerf (five) and G. de Vries Lentsch Jr. (five); eight ships were for the American account and eight for the Dutch. The ship was named for the late LTZ2 L.A.R.J. van Hamel, cited as the first organizer-parachutist in occupied Netherlands during WWII, executed by the Germans and posthumously awarded the Military Order of William. Site text adds: built for the American account; struck 23 February 1984 and sold that day for 425,000 guilders to the Peruvian navy, entering service as BAP Acarillo; shipped from Rotterdam to Peru 16 March 1984.

    Finding
The Dutch Ministry of Defence officially states that asbestos was long applied in many ways at Defence and is remediated under strict safety requirements. Documented aboard RNLN vessels in this correspondence: aboard submarine Zr.Ms. Zeeleeuw, asbestos was found in packing material of the main electric motors, in an air heater, and in cable runs whose bundled cables had not been separated since construction (2013-2014 discoveries); aboard the 1960s-era Dutch-built museum submarine Tonijn, adhesive and material samples tested positive for asbestos in a certified 2015 survey; era asbestos was also confirmed aboard former naval vessels Schorpioen, Crijnssen and Mercuur.

    Limitations
Program-level official documentation for the operating navy of this hull, not a record for MSI-6/Van Hamel/Carrillo. It establishes that era Dutch naval construction - including a contemporaneous diesel-powered Dutch-built vessel (Tonijn) - carried asbestos in machinery packing, air heaters and cable runs; it does not establish asbestos presence aboard this specific hull, quantity, or any individual exposure.

The Dutch National Archives catalog records a Marinestaf file 'Van Hamel 1960-1961' (the hull's first-commissioning period) and Directie Materieel files on cooperation with Peru including spare-parts supply for Peruvian vessels named Acarillo and Carillo, 1985-1990 - consistent with Dutch material support to the ex-M871 after transfer. Files are paper holdings; contents not digitized.

Catalog-level entries only - the files themselves are not digitized and were not read; they confirm surviving official paperwork for this hull, nothing about contents. Limitations
Absence of a located public record does not prove absence of asbestos aboard: era documentation for the operating navy confirms asbestos use aboard comparable vessels of the period (ev-06), and this hull remains in service, so survey paperwork may exist in Dutch or Peruvian archives (ev-07). Does not establish or defeat any claim of exposure or legal eligibility. Litigation coverage is incomplete because CourtListener was quota-blocked at research time.
