- Finding
- MSI-7 was built in The Netherlands under the Mutual Defense Assistance Program by Arnhemsche scheepsbouwmaatschappij, Arnhem: laid down 28 November 1958, launched 17 May 1960, and commissioned as HNLMS Van Straelen (M 872) on 20 December 1960; call sign PAMM. Placed out of service 10 December 1982; sold 26 November 1986 to Delft Geophysical and renamed Delft Fortuna; 'Fate unknown.' Specifications listed: displacement 151 t, length 108.2 ft, beam 21 ft 8 in, draft 5.9 ft, speed 13 kts, complement 13, armament one 20mm mount, propulsion two 500 hp Stork Werkspoor diesel engines on two shafts. Photo captions document the namesake: KLTZ2 Philippus Bernardus Maria Van Straelen (2 June 1894 - 27 February 1942), commanding officer of HNLMS Java, lost with his ship in the Battle of the Java Sea when struck by a Long Lance torpedo from IJN Nachi. The page states: 'There is no DANFS history currently available for MSI-7.'

- Official Dutch MoD class history: sixteen inshore minesweepers (internationally 'mine sweeper inshore', MSI; nicknamed the 'Dinky Toy' class) were built in the 1960s at De Noord (Alblasserdam), the Arnhemse Scheepswerf, and G. de Vries Lentsch jr. (Amsterdam); the Netherlands and the United States each paid for eight of the ships. The class served the Royal Netherlands Navy until 1984. A former commanding officer describes a crew of thirteen (two officers, three NCOs, eight ratings), a single 20mm machine gun plus mine-disposal equipment, diesel engines mounted on pneumatic cushions ('luchtbanden') to isolate the vibration and noise that interfered with the magnetic-acoustic sweep gear, and ships 'worn to the thread' by the 1980s.

- Finding
- Sister-ship preservation-society class history: because the class's task included sweeping magnetically activated mines in shallow water, the ships were built to the smallest detail of non-magnetic materials and with wooden hulls; they were designed by engineer H.J. Wimmers of the Ministry of Defence (Navy). Eight of the sixteen inshore minesweepers were built on Dutch yards for the American account under the Mutual Defence Assistance Program and transferred to the Royal Netherlands Navy; the other eight were built for the Dutch account. The sixteen boats were named by Royal Decree (Koninklijk Besluit) for RNLN officers, NCOs and ratings posthumously awarded the Military Order of William or the Bronze Lion. The class was assigned to mine countermeasures squadron 205 at Hellevoetsluis; in the 1968 reorganization the units were distributed between mine countermeasures groups at Den Helder and Vlissingen. One class member (Mahu, M880) survives afloat as sailing heritage at NDSM pier 4, Amsterdam.

- Finding
- Dutch ship-page data block for this hull: builder Arnhemse Scheepsbouw Mij. at Arnhem; laid down ('op stapel gezet') 28 November 1958; launched ('te water gelaten') 17 May 1960; placed in service ('in dienst gesteld') 20 December 1960; pennant ('naamsein') M 872. Named for Kltz. P.B.M. van Straelen, commander of the cruiser Hr.Ms. Java, which went down fighting in the Battle of the Java Sea on 27 February 1942; he was posthumously made Knight 4th class of the Military Order of William. States the ship was built 'voor Amerikaanse rekening' (for the American account); that it was removed from the fleet strength ('uit de sterkte afgevoerd') on 1 January 1984; and that it was sold 26 November 1986 to Delft Geophysical, entering service as Delft Fortuna.

- Finding type
- asbestos_application
- Finding
- The Dutch Ministry of Defence officially states that asbestos 'was long applied in many ways, including at Defence' and is remediated under strict safety requirements. Documented aboard RNLN vessels in this correspondence: aboard submarine Zr.Ms. Zeeleeuw, three asbestos sources were found during life-extension maintenance - packing material of the main electric motors in the motor room, the air heater (asbestos released during disassembly, personnel present exposed and registered in personnel files), and cable runs whose bundled cables had not been separated since construction (2013-2014 discoveries); aboard the 1960s-era Dutch-built museum submarine Tonijn, adhesive and material samples tested positive for asbestos in a certified January 2015 survey, after which the minister ordered asbestos inventories of all former seagoing Defence materiel in the public domain.

- Limitations
- Program-level official documentation for the operating navy of this hull, not a record for MSI-7/Van Straelen/Delft Fortuna. It establishes that era Dutch naval construction - including a contemporaneous diesel-powered Dutch-built vessel (Tonijn) - carried asbestos in machinery packing, air heaters and cable runs; it does not establish asbestos presence aboard this specific hull, quantity, or any individual exposure. The class's post-1983 disposal path (sale to Delft Geophysical) predates and postdates different remediation regimes; no hull-specific inventory is public.

- Finding
- The Dutch National Archives catalog records physical (non-digitized) Marinestaf files for the Van Straelen class: inventory no. 1141 holds 'reports of the routine measurements on the Haringvliet noise-measuring range of the minesweepers of the Wildervank class, the Beemster class and the Van Straelen class' - the class's documented low-noise qualification trials - and companion files 'notes and correspondence concerning the stress and vibration research in the context of the construction of minesweepers.' A contemporaneous newspaper piece on this hull's 17 May 1960 launch at Arnhem exists in the Dutch press record (Arnhemsche Courant, 18 May 1960) per the Wikipedia class-article reference list; the Delpher interface is JS-rendered and the article was not retrieved this session.

- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming MSI-7, Van Straelen (M 872), or Delft Fortuna was found in the public sources searched (see search_ledger). There is no DANFS entry and no Naval Vessel Register page for this hull. CourtListener could not be queried this session - the authenticated helper reported the fleet daily quota exhausted (~5.1 h to reset); recorded as blocked, not as a negative result. A secondary web sweep ('MSI-7'/'Van Straelen'/'Delft Fortuna' + asbestos/litigation terms, including Dutch-language queries) surfaced no qualifying case - only aggregator list entries and unrelated name collisions.

- Absence of a located public record does not prove absence of asbestos aboard: era documentation for the operating navy confirms asbestos use aboard comparable Dutch-built vessels of the period (ev-05), and official files for the class survive at the Nationaal Archief (ev-06). Does not establish or defeat any claim of exposure or legal eligibility. Litigation coverage is incomplete because CourtListener was quota-blocked at research time.
