DANFS record for this hull: launched 28 February 1943 by Federal Shipbuilding and Dry Dock Co., Kearny, N.J.; sponsored by Mrs. H. G. Bullard, widow of Rear Admiral Bullard; commissioned 9 April 1943, Commander G. R. Hartwig in command. Pacific service: Pearl Harbor arrival 29 August 1943; Wake Island raid (5-6 October 1943); Rabaul strike (11 November 1943); invasion of Tarawa (19 November-1 December 1943); occupation of Kwajalein and Majuro Atolls (22 January-March 1944); Admiralty Islands landings (30 March-13 April 1944); Hollandia operation (16 April-4 May 1944); seizure of Saipan and Guam (10 June-17 August 1944); one voyage to California (10 September 1944-18 February 1945); Okinawa operation (15 March-31 May 1945). Slightly damaged by a Japanese suicide plane 11 April 1945 during the Okinawa operation; repairs completed at Okinawa, departed 31 May for Leyte; 3d Fleet raids against Japan (10 July-15 August 1945). Occupation duty in the Far East until 10 November 1945; departed for San Pedro, Calif., arriving 3 December 1945; reported to San Diego for inactivation; placed out of commission in reserve 20 December 1946. Nine battle stars for WWII service.

Federal Shipbuilding construction trades 1942-43; wartime crew (DANFS complement 329)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. DANFS gives no laid-down date (NavSource supplies 16 October 1942) and ends the record at the 1946 inactivation - striking and disposal dates come from NavSource/NVR-derived data. A veteran letter published on NavSource describes the kamikaze strike as occurring 12 April 1945 near Chichi Jima while the ship was on rescue duty, versus the DANFS date of 11 April during the Okinawa operation - conflict carried in gaps, DANFS carried as authoritative.

    Finding
NavSource record for this hull: laid down by Federal Shipbuilding, Kearny NJ, 16 October 1942; launched 28 February 1943; commissioned 9 April 1943; decommissioned 20 December 1946; stricken 1 December 1972; sold 3 December 1973 and broken up for scrap. Machinery line: 60,000 SHP, General Electric geared turbines, 2 screws. NARA-sourced photographs show the ship off Hunters Point, California 11 November 1944 and off San Francisco 16 November 1944 - inside the DANFS-documented sole stateside window (10 September 1944-18 February 1945). A Life magazine photograph shows the hull mothballed among other Fletcher-class destroyers.

    Limitations
NavSource is a volunteer-compiled photographic index transcribing official records - a reputable secondary source, not a primary document. The Hunters Point photographs document presence off that naval shipyard during the availability window; no reviewed source names the performing yard, so a Hunters Point Naval Shipyard availability is unconfirmed. NavSource 'Crew 273' conflicts with the DANFS complement of 329 (design vs wartime figures). The scrap buyer and breaking location are not named.

    Finding
Era/yard inference: a Fletcher-class destroyer built October 1942-April 1943 with the class-standard four-boiler, 60,000-shp steam plant would have carried period-standard asbestos boiler and steam-line lagging, gaskets, packing, fireproofing, and deck coverings; Navy substitution away from asbestos did not begin until the early 1970s (GAO HRD-80-2 framing used at class level). Builder yard Federal Shipbuilding & Drydock Co., Kearny NJ is documented at yard level in the Atlas dataset: the Owens-Illinois industrial health survey of that yard (30 August-2 September 1944) recorded insulators working with Johns-Manville Superex pipe covering and Kaylo boiler insulation in confined shipboard spaces - the same wartime specification regime in which this hull was completed.

    Limitations
Class/era and builder-yard inference only - not a ship-specific finding for this hull. The Owens-Illinois survey postdates Bullard's completion by roughly 16 months and documents products at the yard generally, not aboard DD-660. No hull-level material schedule located; NARA RG19 'General Information Books' per-vessel specifications are the archival lead and were not retrieved.

    Finding
No qualifying litigation located naming this hull. 'USS Bullard': 0 opinion hits, 0 docket hits. 'DD-660': 0 opinion hits; 6 docket hits, each reviewed and classified as a name collision - debt-collection (Capote, S.D. Fla.), civil-rights (Atak, D. Minn.), bankruptcy (DPH Holdings, S.D.N.Y.; Heycart, C.D. Cal.; Winn-Dixie, M.D. Fla.), and insurance-removal (Discovery Church, N.D. Ill.) dockets in which 'DD-660' is a document or form artifact. 'Bullard asbestos' opinions: 102 hits, all surname or company-name collisions (plaintiffs surnamed Bullard; the E.D. Bullard Co. safety-equipment defendant cluster; attorneys named Bullard). 'Bullard' + naval terms ('USS'/'destroyer'/'DD-660'/'aboard'): 80 opinion hits, all collisions.

    Limitations
Absence from the indexed CourtListener corpus does not preclude unindexed state-court filings or PACER-only dockets. 'Bullard' is a low-collision ship name (DD-660 is the only commissioned USS Bullard), so a genuine vessel reference would likely have surfaced in exact-name queries; none did. No affirmative finding is made - the sweep result is negative only.

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - wartime Fletcher construction is era-consistent with ACM use, which remains inference rather than ship-proven fact. The hull was sold for scrap in 1973, so no present-day survey is possible; 1973-74 scrapping-yard material handling for this hull is undocumented.
