Walker, dated 23 November 2005, published 29 June 2015; canonical NHHC URL returned 404 on 2026-09-20 - official text verified via the Internet Archive Wayback capture of 2024-05-26): namesake - Bullock County, 'a county in southeastern Alabama established on 5 December 1866'; spec block - dp. 7,450; l. 338'6"; b. 50'0"; dr. 21'1"; s. 11.5 k.; cpl. 85; a. 1 3"; cl. Alamosa; T. C1-M-AV1. 'Bullock (AK-165) was laid down under a Maritime Commission contract (MC hull 2110) on 26 September 1944 at Richmond, Calif., by Kaiser Cargo, Inc.; launched on 2 December 1944; sponsored by Mrs. J. L. Barker; acquired by the Navy on 2 March 1945; and commissioned that same day, Lt. Henry N. Barkhausen in command.' Fitting out at Oakland; underway 19 March 1945 for shakedown; returned to San Francisco 12 April and loaded hull and engine spares, radio and radar gear, and frozen and chilled provisions for the Admiralty and Philippine Islands; departed 20 April for Manus, arriving 23 days later. 'Between 13 May and 14 December, Bullock ferried military passengers and cargo between Manus, the Philippines, the Netherlands East Indies, and New Guinea' - never faced enemy air or surface attack, zigzag courses and battle drills maintained. Departed Manila Bay 14 December; transited the Panama Canal 28 January 1946 and reported to the Atlantic Fleet; arrived Norfolk 8 February; ordered to Baltimore; 'decommissioned and returned to the Maritime Commission on 13 March 1946'; struck from the Navy list 28 March 1946; 'operated by Dichmann, Wright, and Pugh in 1947 and then sold to the Turkish government, for whom she began operation in 1948 under the name Edirne.'

- Wartime ship's company (cpl. 85 per DANFS spec block); construction trades at Kaiser Richmond Yard No. 4
- Limitations
- Authoritative for identity, construction milestones, service chronology, and disposal outline; contains no asbestos, insulation, or materials information. The DANFS sentence 'decommissioned and returned to the Maritime Commission on 13 March 1946' compresses two events - the MARAD custody card (primary) shows reserve-fleet lay-up at Lee Hall, VA on 3-19-46; decommissioning (13 Mar, Baltimore) and fleet custody (19 Mar, Lee Hall) are carried as separate events (see correction row). DANFS's 'began operation in 1948 under the name Edirne' post-dates the card's title transfer of 1947-02-18 - the card controls; flag-operation formalization may have lagged.

G-1792 - Approving the Sale Alien [sic - 'Sale, Alien'] and Transfer to Turkish Registry and Flag of the M/V BULLOCK.' The order recites that the Commission 'on October 15, 1946, authorized the sale of the undocumented M/V BULLOCK to Republic of Turkey, represented by "Devlet Denizyollari ve Limanlari Isletme Genel Mudurlugu" of Turkey, with the privilege of transferring said vessel to foreign registry and flag,' and orders 'that the approval required by Sections 9 and 37 of the Shipping Act 1916, as amended (46 U.S.C. 808 and 835) of the sale of the undocumented M/V BULLOCK to an alien as above set forth, with transfer to Turkish registry and flag, be, and it is hereby granted.' Signed A. J. Williams, Secretary. This is the legal instrument behind the status card's 'FINAL ALLOC. 12/26' annotation and the October 1946 allocation-row date.

- Ship's own war diary and appended ship history (primary record; 42-page scan hosted by NavSource, contributed by Frank Gerhardt; cover 'IN REPLY REFER TO: AK165/A12 Serial: 05', CONFIDENTIAL war diary submissions from the CO to the CNO, March-November 1945, plus 'SHIP HISTORY FOR WORLD WAR II' dated 7 December 1945 signed by G. R. Hargreaves, Lieutenant, USNR, Commanding). Ship-specific facts: 'The BULLOCK was built in Kaiser's Richmond Yard #4 according to the designs of George Sharp, and is known as a C1-M-AV1 type, coastal cargo.' Commissioned at 1400 on 2 March 1945 at the West Yard, Moore Drydock Company, Oakland, California - Lieut. Comdr. C. V. Elliott, D(L), USNR, representative of the Commandant, 12th Naval District, commissioned the ship; 'nine officers and seventy men reported on board for duty'; 'just prior to commissioning, the Commandant's representative had accepted the ship from the U.S. Maritime Commission.' Six-day availability at FRONTIER BASE, TREASURE ISLAND 3-8 March (per CNO confidential despatch 081505 and Com12 confidential letter ND12-14-CC/SC, A4-1/FS(1), serial 0305 of 12 January 1945) 'to install Navy features on ship which was built strictly to Maritime Commission design and specifications' - alterations included supply and ship's offices, supply and GSK storerooms, Navy-type lockers and messing facilities, damage-control lockers, fire-fighting equipment, ABK, voice tubes, Measure 21 painting, laundry equipment. Fitting out 9-18 March per CO schedule serial 04 of 20 February (approved Com12): Naval Supply Depot Oakland stores and ammunition loading, deperm at Pier 31, compass compensation, measured mile, RDF calibration. Departed 19 March for San Pedro; 22-28 March operated under San Pedro Shakedown Group (CTG 14.4 operation orders 11-12) and was rated 'above average as to organization and material conditions and average as to cleanliness.' Post-shakedown 'a five day yard availability at the Standard Shipbuilding Company yards, San Pedro' corrected deficiencies. Returned to San Francisco 12 April; 15-19 April loaded ~2,500 tons of hull and engine spares, radio and radar gear plus 108 tons of frozen and chilled provisions at Pier 90-B for Manus and Samar; departed 20 April, arriving Manus 13 May. Port sequence per the ship's history: Manus - Philippines (Guiuan, Samar; Tacloban, Leyte; Iloilo, Panay; Cebu; Bojeador Point, Samar) - Manus - Hollandia, New Guinea - Morotai, NEI - Philippines (Zamboanga, Mindanao; Isabella, Basilan; Puerto Princesa, Palawan; Mangarin Bay, Mindoro; Manila and Cavite, Luzon) - Manus - Philippines (Guiuan, Samar; Subic Bay; Manila). At 7 December 1945 she lay at anchor in Manila Harbor waiting to discharge the last 100 tons before sailing for the United States; totals ~9,970 tons of dry cargo over 18,600 miles in about seven and a half months; 'at no time was the BULLOCK laid up for repairs or was she out of commission in any way.'

- Secondary compilation, not an official publication - consistent with DANFS and the MARAD record where they overlap (dates, buyer, price, Lee Hall lay-up). 'Dichman' is a NavSource typo for Dichmann; '29'2" limiting' draft conflicts with DANFS 21'1" and the card's 21 5/8 (likely a depth/limiting-draft vs mean-draft measure difference - logged, not resolved); call sign NEGG vs Wikipedia's NEVH unresolved. - Finding
- Era-consistent asbestos applications for a 1944-45 USMC C1-M-AV1 diesel cargo ship: peer-reviewed scholarship documents that asbestos was used extensively as a fireproofing and insulating material in WWII U.S. shipbuilding, and that the federal government reserved asbestos supply for shipbuilding during the period this hull was mass-produced at Kaiser Cargo's Richmond Yard No. 4. For a diesel motorship of the type, era-typical applications would have included exhaust-line/muffler lagging, auxiliary 'donkey' boiler insulation (a donkey boiler is documented aboard this hull by its MARAD status card 'Dky Blr.'), steam- and hot-line gaskets and packing, bulkhead and accommodation fire insulation, galley-range insulation, electrical cable insulation, deck coverings, and winch/windlass brake linings.

- O'Neil v. Crane Co., 53 Cal. 4th 335 (2012): California Supreme Court 'bare metal' decision arising from a sailor's asbestos exposure aboard USS Oriskany (CV-34) - holds that a product manufacturer is not liable for harm caused by another manufacturer's asbestos-containing product used with its equipment. Establishes the doctrinal posture under which WWII-era Navy-ship asbestos product claims are litigated; for this hull the governing structure is the WSA-owned/Navy-allocated arrangement documented on the MARAD status card ('Simultaneously to Navy Dept. - Loan Basis'; ownership field 'WSA') - sailors' exposure claims historically proceeded against product suppliers, not the government (cf. Robinson v. United States, 891 F.2d 31 (2d Cir. 1989), barring WSA-fleet claims on discretionary-function grounds).

- Finding
- Cross-source reconciliation (variants logged, not harmonized): (a) The older DANFS edition (hazegray transcription) reads 'launched 2 December 1844' - a typo for 1944 - and 'Lieutenant H. N. Barkhauser' - a misspelling; the war diary and NavSource read Barkhausen. (b) The same older edition records 'Bullock arrived at New York in late December 1945' - contradicted by the ship's own history (at anchor in Manila Harbor 7 December 1945; departed Manila Bay 14 December), the newer NHHC entry (Panama Canal transit 28 January 1946; Norfolk arrival 8 February), and the MARAD card's 'Termination Port, Last Voyage: HAMPTON ROADS.' The New York claim is not adopted - the hull returned to Hampton Roads/Norfolk and decommissioned at Baltimore. (c) Newer DANFS: 'decommissioned and returned to the Maritime Commission on 13 March 1946' vs the MARAD custody card's reserve-fleet entry at Lee Hall 3-19-46 10:00 AM EST - separate events (decommissioning 13 March at Baltimore; fleet custody 19 March at Lee Hall); the card controls for custody. The older edition's 'returned to the Maritime Commission 19 March 1946' agrees with the card. (d) Length: 338'6" (DANFS spec block; NavSource; MARAD 338.50; the ship's own history ~339 ft) vs Wikipedia infobox 388'8" - the latter figure is propagated across Alamosa-class articles and matches no located primary source; logged, not adopted. (e) Draft: 21'1" (DANFS; MARAD 21.0; card 21 5/8) vs NavSource '29'2" (limiting)' - likely a measure-type difference (card depth 29 ft); unresolved. (f) Complement: 85 (DANFS 'cpl. 85'; NavSource 15 officers + 70 enlisted) vs 79 aboard at commissioning (war diary: nine officers and seventy men) - design complement vs actual reporting crew; both retained. (g) Call sign NEGG (NavSource header) vs NEVH (Wikipedia infobox) - unresolved, secondary-source level. (h) Turkish operator: Transfer Order G-1792 names 'Devlet Denizyollari ve Limanlari Isletme Genel Mudurlugu' (State Maritime Lines) as the 1946 sale counterparty; NavSource attributes operation to Deniz Nakliyati T.A.O. - plausibly sequential state entities; not harmonized. (i) Name-chain dates: NavSource gives Edirne -> Adana -> Malatya within 1947-48; DANFS says Turkish-flag operation began '1948 under the name Edirne' vs the card's February 1947 title/delivery - flag-registry formalization may have lagged; variants logged. (j) 'Dichman'/'Dickman Wright & Pugh' (NavSource renderings) vs 'Dichmann, Wright & Pugh' (MARAD card, DANFS) - Dichmann carried. (k) Scrapping December 1982 at Aliaga (NavSource, Wikipedia) rests on secondary sources only.

- Limitations
- Resolves nothing by fiat - records which source says what so downstream consumers inherit the conflicts honestly. The 'New York late December 1945' clause in the older DANFS edition is treated as an edition-level error (ship documented at Manila 7-14 December; Panama transit 28 January). No asbestos content in any reconciled source.
