    Finding
Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era and emergency program under which this C1-M-AV1 hull was mass-produced (Maritime Commission Design AV, contracts approved 1943-09-02 for 100 ships) - and that wartime demand drove unprecedented asbestos utilization aboard merchant-type hulls.

shipscribe is a compiled reference (Colton lineage, built from Navy sources), not a primary document. It is the sole located source for the keel date (20 Oct 44) - carried as single-source, disclosed. 'Converted by builder' is shorthand and does not identify materials. The document is the ship's own official war diary - a primary Navy record; the scan is hosted by NavSource (secondary host). OCR is faithful but not letter-perfect (e.g., 'Yokesuka', 'Apara' misreads). Zero matches on a materials-term sweep (asbestos/insulation/lagging/gasket/packing/magnesia/fibrous/fireproof) - the diary contains no asbestos statement and supports no asbestos claim. Coverage ends November 1945; the Dec 1945-Jul 1946 months are not in this scan.

    Limitations
shipwrecklog.com is a volunteer transcription of Lloyd's List casualty returns - the underlying Lloyd's record is the authoritative casualty register, but the transcription itself is secondary; figures quoted here were read from the transcribed table. Conflicts with secondary sources (25 vs 27 Aug last report; 'iron' vs 'steel bars' cargo; 26 vs 27 lives) are logged in the correction row - the Lloyd's-derived 27 Aug and 'steel bars' are adopted as the stronger record. The loss location is 'Gulf of Aden' only as a posted-missing area; no wreck position is documented.

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or docketed case naming USS Cabell / AK-166 / MC hull 2111 / SOMMEN / DONALD was found in the public sources searched (see search_ledger). Because the hull left U.S. custody in May 1947 and was lost under foreign flag in 1963, no U.S.-regulated abatement or survey record was ever expected to exist - the hull's entire career predates the Navy's late-1970s asbestos-control programs and NESHAP demolition rules, and no museum or reserve-fleet-era hazmat survey was ever possible. The ship appears on bulk law-firm marketing lists of Navy hulls (e.g., freeasbestostesting.com, duboselawfirm.com); those lists enumerate every Navy ship and carry no ship-specific evidence - classified non-qualifying and not cited.

Absence of a located public record does not prove absence of asbestos aboard - a 1944-45 C1-M-AV1 hull is era-consistent with asbestos-containing insulation and friction products. Direct CourtListener API queries were rate-limited (shared 125/day quota exhausted by prior batches; 429 responses); the Google-indexed CourtListener check returned only Cabell County, West Virginia name collisions - no hull-naming opinion - but an exhaustive opinion/docket sweep was not completed; residual litigation-discovery risk is noted rather than resolved. Does not establish or defeat any exposure claim or legal eligibility.

(shipbuildinghistory, shipscribe), 'Kaiser Company' (MARAD register), 'Kaiser Ship Building Co. Yard #4' (the ship's own war diary) - all describe the same Kaiser Richmond Yard No. 4 operating entity; DANFS form adopted. (f) Sale mechanics - title passed 1947-05-27 4:54 p.m. in Washington, D.C. (g) Loss details - last report 25 Aug (shipscribe; press-derived accounts) vs 27 Aug (Lloyd's casualty transcription, adopted); posted missing Oct 1963 (NavSource, DANFS); position 'Gulf of Aden' is the posted-missing area, not a located wreck. (h) Casualty count - 26 (Herald-Dispatch/Wikipedia-derived press accounts) vs 27 (liquisearch aggregator); no official figure located - disclosed, not adopted. (i) Reserve-fleet location - DANFS 'Puget Sound reserve berthing area, Berth D-26' vs status card/NavSource 'Olympia, Wash.' - the Olympia (Budd Inlet) anchorage is in south Puget Sound; consistent. (k) Tokyo Bay berth - war diary OCR reads 'Berth Z 93' where DANFS records 'Berth E-93' - OCR misread likely, DANFS adopted in prose.

    Finding
Archival leads (not retrieved - require research-room or reproduction orders; no spend authorized): (a) NARA RG 24 WWII deck logs for AK-166 (Apr 1945-Jul 1946) at Archives II, College Park - fitting out, the Treasure Island conversion period, San Diego shakedown, both Pacific voyages, and the Yokosuka drydock mooring would be logged there; (b) war-diary months after November 1945 (the located scan covers Apr-Nov 1945 only) - Dec 1945-Jul 1946 submissions covering Okinawa/Samar/Guam operations and the Seattle decommissioning should exist in the same RG 24 series; (c) NARA RG 178 (U.S. Maritime Commission) Construction Division records may hold the MC hull 2111 contract and C1-M-AV1 outfitting specifications for Kaiser Richmond Yard No. 4 hull 68; (d) BuShips/Treasure Island conversion specifications for the April 1945 fitting period - the likeliest surviving source identifying insulation materials installed during Navy outfitting; (e) the Maritime Commission sale file underlying Transfer Order C-5435 (authorized 1947-01-14, ordered 1947-05-09) for any condition statements attached to the alien sale; (f) Swedish registry/classification records for SOMMEN (1947-63) and Greek records for DONALD (1963) - flag-state survey files, if any survive, would carry materials notes; Lloyd's Register ship entries for both names are a lead.

    Limitations
Yard-level context for the builder of this hull; documents the facility's emergency-yard nature and the hull's yard number, but contains no asbestos or materials information and establishes nothing about materials aboard this hull. The Atlas shipyards.json slug 'kaiser-shipyards' covers the Richmond complex generally, not Yard No. 4 specifically.
