Smit, Jr., Shipyard, Rotterdam, Holland, as EXTERNSTEINE for the German Navy; captured on the night of 15-16 October 1944 by the Coast Guard Cutter EASTWIND off Greenland; commissioned 24 January 1945 at Boston (where a prize crew had brought her by way of Reykjavik and Argentia), Lieutenant D. O. Newton, USNR, in command; outfitted at Philadelphia Navy Yard between 30 January and 4 February 1945 for special experimental work for the Bureau of Ships; carried out tests for the next 5 years in the area of Cape May, N.J., and Cape Henlopen, Del.; decommissioned 10 May 1950; sold 30 September 1950.

Shipscribe (Stephen S. Roberts compilation of BuShips/NVR records): ordered by the Germans 4 Jun 1941 from a Rotterdam shipyard as the fishing trawler MANNHEIM; designated WBS-11 as a supply ship 12 Nov 1942; launched 5 May 1944; renamed EXTERNSTEINE 3 Jul 1944; assigned August 1944 to Operation 'Edelweiss' to supply German weather stations in east Greenland; captured in the ice 15 Oct 1944 by the USCG icebreaker EASTWIND, renamed EASTBREEZE, and taken to Iceland and then Boston by a prize crew. CNO stated 15 Jan 1945 that the vessel was an armed enemy craft manned by military personnel when captured and under international law became public property of the U.S.A.; CNO directed 4 Jan 1945 that Com-1 place her in full commission and sail her to Philadelphia Navy Yard for experimental use by BuShips; delivered to Com-1 by a CinCLant representative 9 Jan 1945; named CALLAO 10 Jan 1945; commissioned 24 Jan 1945. Reported to Philadelphia Navy Yard 24 Feb 1945 for conversion and outfitting for test work developing NANCY (infrared signal light) equipment for BuShips; conversion completed August 1945; reported to Commander Operational Development Force for underway tests 7 Sep 1945; assigned to the Underwater Sound Laboratory 1 Jun 1947, New London becoming home port 27 Jun 1947; reported to Portsmouth, N.H., Navy Yard 25 Apr 1950 for decommissioning; sold to the J. C. Berkwit Co. of New York for scrapping - delivered to buyer 30 Sep 1950, scrapped 1951. Construction table: acquired 9 Jan 45, keel 1941, launched 5 May 44, commissioned 24 Jan 45. Disposition table: decommissioned 10 May 50, struck 20 Oct 50, disposal (sold) 30 Sep 50. Specifications: 869 t. light / 1,015 lim.; 183.0' oa x 30.8' x 13.9' lim.; complement 56; 10.5 kts.; 750 HP; one vertical triple-expansion engine with turbine exhaust; steel hull.

Capture documentation: late on 15 October 1944 into the early hours of the 16th, USCGC Eastwind (WAG-279) attacked and captured the German weather ship Externsteine, trapped in ice off Greenland's northeastern coast (east of Cape Borgen, off Shannon Island) - the prize of the Greenland Patrol's campaign against the German weather-station network (Operation Edelweiss). The USCG Historian's Office photo record documents the capture ('Capture of German Weather Ship Externsteine, 1944', VIRIN 210902-G-G0000-021). USNI Naval History Magazine's October 2023 account 'The Other Capture' describes Eastwind's Greenland campaign, the Little Koldewey weather-station seizure on 4 October, and the Externsteine boarding. Secondary accounts consistently describe Externsteine/Eastbreeze/Callao as the only enemy surface vessel captured at sea by U.S. naval forces during WWII.

Era-level inference only. The hull is a 1941-44-built steel steam vessel - one Scotch boiler feeding a vertical triple-expansion engine with exhaust turbine (ev-02, ev-03) - and marine steam plants of that era normally carried asbestos in boiler insulation, steam-line lagging, valve/flange gaskets, and machinery packing. Peer-reviewed scholarship documents that asbestos was used extensively as fireproofing and insulation in U.S. WWII-era shipbuilding (Corn & Starr 1987) - which frames the hull's documented U.S. Navy-yard events (the February-August 1945 Philadelphia Navy Yard conversion/outfitting for NANCY infrared test equipment; the April-May 1950 Portsmouth Navy Yard decommissioning) as asbestos-relevant work periods. No source located identifies any insulating material actually installed in the German build or during the U.S. conversion.

Rotterdam construction trades (1941-44); Philadelphia Navy Yard conversion trades (1945); Navy test crews (1945-50); Portsmouth decommissioning trades (1950); scrapping workers (1950-51)
    Limitations
Era/program-level framing, not a hull record. Two distinct cautions: (1) the hull was built in occupied Rotterdam to German specifications - U.S. wartime shipbuilding scholarship does not itself establish German trawler construction practice for this hull; (2) no ship-specific survey, specification, or work package was located for either the German build or the 1945 U.S. conversion. Does not establish asbestos was aboard, quantity, location, individual exposure, or causation.

Philadelphia Navy Yard trades (Feb-Aug 1945); Portsmouth Navy Yard trades (Apr-May 1950)
    Limitations
The yard periods are documented; the asbestos scope of the work is NOT - no conversion work package, material itemization, or insulation specification was located for this hull. Yard-event documentation alone does not establish that asbestos-containing material was installed, disturbed, or removed aboard. Does not establish individual exposure.

Bounded negative result, not proof asbestos was absent - a 1941-44 marine steam plant very plausibly carried asbestos insulation, and her 1945 Philadelphia conversion fell in the documented peak-use era; absence of a located record is exactly that. Does not establish or defeat any exposure or legal claim. CourtListener coverage is bounded by the pacing status logged in the ledger.

CourtListener sweep: authenticated opinion queries for the exact phrase 'USS Callao' returned zero hits (HTTP 200, count 0); 'Callao' + 'asbestos' returned 2 hits, both name collisions on Callao, Peru (the port) in cargo/customs litigation - Cerro Sales Corp. v. Atlantic Marine Enterprises, 403 F. Supp. 562 (S.D.N.Y. 1975) and Arditi v. United States, 50 C.C.P.A. 49 (1963); 'IX-205' returned 3 hits, all token-splitting collisions (United States v. Martin, N.D. Iowa 1982; Toussie v. United States, 397 U.S. 112 (1970); Farkas v. Thornburgh, E.D. Pa. 1980). No qualifying asbestos litigation, other litigation, or opinion naming the vessel was identified. The remaining planned queries - 'Externsteine', 'Eastbreeze', and docket-index searches - were blocked at drafting time by the shared fleet pacing limiter (no HTTP request made on those attempts); the unfinished portion is a coverage gap, not a negative finding.

Bounded sweep: three opinion queries completed - exact Navy name zero hits; bare name returns only Callao-port (Peru) collisions; hull number returns only token-splitting collisions. German-name, prize-name, and docket searches remain unresolved while the shared fleet budget is contended - a blocked query proves nothing. 'Callao' is the major Peruvian port and appears routinely in cargo/admiralty litigation (bills of lading, port references) - a bare-name hit is a collision unless it names the vessel, IX-205, Externsteine, or Eastbreeze. No pleading, docket, or opinion stage is claimed; an allegation, if later found, is not an exposure finding.
