Volunteer-curated private archive (secondary compilation, not a government record) - milestones carried here are consistent with DANFS where the two overlap. Its 'sunk by the Colombian Navy in June 2007' disposition line is the ex-Choctaw/Pedro de Heredia reefing, contradicted by the Armada Nacional's own record (April 2004) - see correction row; the Colombian name spelling 'Benalcázar' is also superseded. No asbestos information; supports no asbestos claim.

    Finding
Colombian Navy (Armada Nacional) official pages: (a) ceremony article records that the ARC 'Sebastián de Belalcázar' was sunk in Pacific waters near Bahía Solano (Chocó) to become a coral reef, with the Minister of Defense, the Comandante de la Armada and the Pacific Naval Force commander present; it records '20 años al servicio de la Armada Nacional,' service as 'Unidad Insignia del Pacífico Colombiano,' and the 14 November 1981 interception and sinking in combat of the motor vessel 'Karina,' which was carrying arms, munitions and explosives for the M-19 movement. (b) The Armada's diver-unit operational record lists: 'Abril 2004 - Hundimiento de ARC "Sebastián de Belalcázar" con cargas controladas de explosivos en las aguas de Bahía Solano para dar vida a un arrecife coralino' and separately 'Junio 2007 - Hundimiento ARC "Pedro de Heredia"... frente a la isla de Tierrabomba' as an artificial reef.

Foreign-navy official record; authoritative for the Colombian-era fate and the April 2004 reefing, but gives no build/ex-USN detail. '20 años al servicio' conflicts loosely with a 1978/79 acquisition (c. 25 years) - approximate rounding, flagged in gaps. No asbestos information; supports no asbestos claim.

    Finding
A diesel-electric fleet tug built September 1942-July 1943 under U.S. Navy contract sits inside the documented Navy asbestos era (see GAO row). As a diesel-electric ship she carried no steam plant - the boiler/turbine lagging pathway does not apply - but era-standard asbestos applications aboard a WWII auxiliary of this type were thermal insulation, machinery and diesel-exhaust lagging, gaskets, valve packing, and electrical insulation, in a small hull with confined machinery spaces.

    Finding
GAO documented the Navy's use of asbestos insulation aboard ships and its protection/removal policies: the Navy's 1975 policy was to remove and replace with nonasbestos materials only insulation that was damaged or had to be removed for necessary repairs, modified in 1979 to include selectively replacing asbestos insulation in high-maintenance areas - spanning this hull's U.S. construction (1942-43), active era (1943-47), and reserve custody (1947-78).

No qualifying ship-specific asbestos record located: no asbestos survey, abatement contract, hazmat disclosure, or qualifying litigation naming USS Carib (AT-82/ATF-82), ARC Sebastián de Belalcázar, or the Charleston Shipbuilding and Dry Dock yard build was found in the public sources searched. CourtListener returned zero opinions and zero dockets for the exact-name query "USS Carib"; the bare hull token "AT-82" produced only tokenization noise (23,532 opinion / 36,635 docket hits matching 'at'+'82' across the entire corpus; the asbestos-qualified variants 434/828 - none of the returned top-page records contains the literal string 'AT-82', 'ATF-82', or 'Carib'). No docketed case naming this hull was located.

Absence of a located public record does not prove absence of asbestos aboard - a 1943 naval tug is era-consistent with asbestos-containing materials at construction, and no survey was located at any career stage including the Colombian reefing preparation. Finding type
    historical_record
    Finding
Cross-source discrepancy resolution: (a) Colombian name - Wikipedia's infobox says she became 'ARC Pedro de Heredia,' but the Armada Nacional's own pages, the NavSource title line, and the Colton yard list (hull no. 8 = ATF-82 Carib to 'Sebastian de Belalcazar (RM 73)') agree she became ARC Sebastián de Belalcázar (RM-73); Pedro de Heredia (RM-72) was the Colombian name of her sister ex-USS Choctaw (AT-70), transferred 1961. (b) Sinking date - NavSource's 'June 2007' and Wikipedia's 'June 2007' repeat the Pedro de Heredia reefing date; the Armada's diver record dates the Sebastián de Belalcázar sinking to April 2004 (corroborated by Colton 'reefed 2004'), consistent with the attendance of Defense Minister Uribe Echavarría, who left office July 2006. (c) NavSource spells the name 'Benalcázar'; the Armada's own spelling is 'Belalcázar.' (d) HyperWar's 'Abnaki class' label and 'Commissioned 7 February 43' line are errors - Abnaki is the follow-on ATF-96+ design, and 7 February 1943 was the launch, not the commissioning (24 July 1943). (e) DANFS prints 'Menaes (DE-320)'; the hull number identifies the towed ship as USS Menges (DE-320).

Archival leads (not retrieved): (a) NARA RG-19-LCM Bureau of Ships photograph 19-N-48521 - 'USS Carib (AT-82) underway near Charleston Navy Yard probably shortly after commissioning in July 1943' (captioned in the NavSource photo archive, courtesy Shipscribe.com) plus Navy Yard Charleston construction-period photos 1152-43 (commissioning), 1170-43 through 1178-43 (2 August 1943 Cooper River series). (b) RG 24 deck logs for AT-82/ATF-82 (1943-1947) are not publicly digitized - NARA College Park. (c) Yard records: Charleston Shipbuilding & Dry Dock operated under Navy control from 1942 (Colton); contract construction/outfitting specifications for the yard's fifteen Navajo/Cherokee-class tugs (yard hulls 1-15) would sit in Navy contract records rather than the yard's commercial files.
