- DANFS record for this hull: spec line reads APD-136, dp. 1,450; l. 306'; b. 37'; dr. 13'; s. 24 k.; cpl. 204; a. 1 5"; cl. Crosley. Namesake PFC Louis Joseph Carpellotti, USMC (b. 13 Feb 1918, Old Forge, Pa.; enlisted 22 Sep 1940; KIA Tulagi 7 Aug 1942; posthumous Silver Star). The name Carpellotti was assigned to hull DE-548 but construction was canceled prior to her launching. APD-136 was launched 10 March 1945 by DeFoe Shipbuilding Co., Bay City, Mich.; sponsored by Mrs. S. Carpellotti; commissioned 30 July 1945, Lt. Cmdr. J. V. Brown, USNR, in command. Completed too late for active participation in WWII; based on Norfolk; midshipman cruise to English and French ports 24 June-2 August 1947; immobilized with skeleton crew at Yorktown, Va., until 3 February 1948; amphibious assault exercises east coast and Caribbean; summer midshipman cruises to European ports; 1948 goodwill tour to the Persian Gulf; NATO exercises incl. 'Mainbrace' (first NATO amphibious operation) 1952; 6th Fleet Mediterranean tours 1955 and 1957; placed out of commission in reserve at Norfolk 21 April 1958.

- DANFS documents service history and specifications, not materials or asbestos content. DANFS gives no laid-down date, no stricken date, and no post-1958 disposition; the DE-720 contract designation and 17 July 1944 redesignation do not appear in the DANFS entry (they rest on secondary sources). - Limitations
- NavSource is a volunteer-edited secondary archive, not an official record - disposition details (1959 striking, 1960 sale price, bridge-tunnel commercial use, 1966 scrapping) rest on it rather than a digitized NVR extract; its laid-down date (10 Oct 1944) conflicts with other secondary sources (31 Oct 1944), carried in gaps. Documents no materials or asbestos content.

[4]Shipbuilding History (Tim Colton reference list), Defoe Shipbuilding Bay City MI yard table - hull 293 'Carpellotti (DE 720)' [other_primary]
- Locator
- shipbuildinghistory.com Defoe yard table, hull 293 row
- Finding type
- vessel_history
- Finding
- Defoe yard list independently corroborates the DE-720 lineage: yard hull 293, original entry 'Carpellotti (DE 720)', US Navy, destroyer escort type, 1,400d tons, 306 ft, 10-Mar-45 launch/delivery entry, disposition reads 'APD 136, sold as construction barge 1960, scrapped 1966'. Adjacent rows (Kleinsmith DE 718 -> APD 134; Weiss DE 719 -> APD 135) confirm the same Defoe DE-to-APD conversion pattern.

[5]Board of Veterans' Appeals, Citation Nr. 9807243, decision dated 11 March 1998, Docket No. 96-50 693 (appeal from Roanoke, Va. RO; member L. W. Tobin) [court_record]

- BVA decision, Factual Background sections I-II (service aboard USS Carpellotti 1951-55; damage-control asbestos allegation; newsletter exhibit); Conclusion of Law (not well grounded)
- Finding type
- litigation_documented
- Finding
- Adjudicated VA benefits decision naming this hull: the veteran served aboard USS Carpellotti from March 1951 to March 1955 and contended a lung disorder was attributable to asbestos exposure in damage-control work aboard - he stated he removed asbestos insulation and mixed and applied an asbestos-containing replacement compound. The Board found no evidence in the file beyond the veteran's own statements that he was exposed to asbestos in service; no diagnosis of asbestosis or other asbestos-related lung disease (COPD diagnosed 1991; in-service and post-service chest X-rays normal). The claim was DENIED as not well grounded (implausible). The decision recites that the veteran submitted a 1996 former-crew newsletter containing articles on asbestosis and the Naval Asbestos Victims Association.

- 1951-1955 (alleged exposure); 1996-1998 (claim adjudication)
- Population
- One veteran claimant (USN, damage control, USS Carpellotti 1951-1955; COPD)
- Limitations
- Adjudicated denial - the exposure allegation was rejected at the well-groundedness threshold and is not evidence that asbestos was or was not aboard this hull; merits-level negative for that claimant. Does not establish exposure, product identity, quantities, or causation; denial on plausibility grounds likewise does not defeat any other claimant's allegation. During 1951-55 the only commissioned USS Carpellotti was APD-136, so hull attribution is sound.

- Finding
- Era/plant inference: a Crosley-class high-speed transport built 1944-45 on a Rudderow-class destroyer escort hull with a two-boiler turbo-electric steam plant (Babcock & Wilcox boilers, General Electric turbines per the NavSource spec block) would have carried era-standard asbestos applications appropriate to a steam ship - boiler and turbine insulation, steam-line lagging, gaskets and packing, fireproofing, electrical insulation, and deck coverings. Builder Defoe Shipbuilding (Bay City, Mich.) is NOT present in the Atlas shipyard dataset (checked 2026-09-25), so no yard-level asbestos record can be associated; NARA RG19 'General Information Books' per-vessel material specifications are an archival lead for hull-level specs.

- Limitations
- Class/era inference only - NOT a hull-specific finding. Infers from plant type and 1944-45 build era; does not establish that any specific asbestos product was installed aboard this hull, does not quantify material, and does not establish any individual's exposure. Builder absent from the yard dataset, so even yard-level corroboration is unavailable; NARA GIB retrieval not performed.

- No qualifying ship-specific asbestos record located for APD-136: no hull ACM survey, no abatement or hazmat record (hull scrapped 1966, no preservation era), and no successful qualifying asbestos litigation naming the vessel. The one adjudicated asbestos-related record located (BVA Citation 9807243) is a denied claim - a merits-level negative for that claimant, not exposure evidence.

- Finding type
- historical_record
- Finding
- Contemporaneous July 1945 trade-press account documents the Defoe Shipbuilding DE/APD construction and delivery program this hull belonged to: hulls built upside-down by the 'roll-over' method (50-foot eccentric wheels, ~5-minute righting); DE/APD type 'powered by steam turbo-electric drive, oil fired express type boilers'; freshwater delivery ~2,100 miles from Bay City via the Saginaw River, Lake Huron, Straits of Mackinac, Lake Michigan, the Chicago drainage canal, Illinois River, and Mississippi River to New Orleans, with propellers removed by divers, pontoons used to raise draft, hull lashed into southbound barge trains pushed by river boats, and commissioning at New Orleans.

- Limitations
- Documents the Defoe DE/APD delivery program generally (July 1945) - it does not name Carpellotti; that this hull followed the documented route is consistent with the commission-at-New-Orleans record but the hull-specific itinerary rests on secondary accounts. Also corroborates the steam turbo-electric plant type for the class - not asbestos content.
