    Finding
DANFS record for this hull: named for Lt. Herbert Fuller Carroll, Jr., USN (born Baltimore 16 Sept 1911; USNA 1934; killed in action 9 Aug 1942 aboard USS Astoria (CA-34) at the Battle of Savo Island). Launched 21 June 1943 - DANFS reads 'by Norfolk Navy Yard' (compressed; the hull was launched at Federal Shipbuilding & Drydock, Port Newark, and towed to Norfolk for completion - see ev-02); sponsored by Mrs. H. F. Carroll, Sr.; commissioned 24 October 1943, Lt. Comdr. F. W. Kuhn in command; reported to the Atlantic Fleet. Eight convoy-escort voyages Norfolk-Gibraltar/Casablanca/Bizerte/Algeria 1 Jan 1944 - 9 May 1945, with upkeep at east coast shipyards and exercises in Casco Bay between convoys. Reassigned to the Pacific Fleet: Cristobal, C.Z., 9 June 1945; San Diego and Pearl Harbor exercises to 15 July; Eniwetok, Saipan, Ulithi arriving 17 August. Palau-group patrol to 3 Nov 1945; surrender of Sonsorol, Fanna, Merir, and Tobi Islands signed on her decks 6 Oct 1945. Arrived Jacksonville, Fla., 14 Dec 1945; decommissioned and placed in reserve 19 June 1946. Specs: 1,240 tons; 306 ft; 21 kt; complement 188; class Cannon.

Federal Shipbuilding and Norfolk Navy Yard construction/completion trades 1943; wartime crew (design complement 188)
    Limitations
DANFS documents service history and specifications, not materials or asbestos content. Its 'launched ... by Norfolk Navy Yard' phrasing conflicts with the builder record (Federal Shipbuilding, Port Newark) - corrected in ev-02. DANFS does not state a laid-down date or striking/disposal dates for this hull. Mirror transcription cited because the live NHHC page returns 404.

    Finding
Builder/completion correction and full date line for this hull: keel laid 30 January 1943 at the Federal Shipbuilding and Drydock Co., Port Newark, N.J. (yard hull no. 287); launched and christened there 21 June 1943 (sponsor Mrs. H. F. Carroll, Sr.) and towed to Norfolk, Va.; commissioned at the Norfolk Naval Shipyard 24 October 1943. The official yard history records five destroyer escorts begun at Federal and Dravo and completed at the Norfolk Navy Yard - 'the vessels were completed as follows: ... CARROLL, DE 171, November 8, 1943' - correcting DANFS's 'launched ... by Norfolk Navy Yard' compression. Decommissioned at Green Cove Springs, Fla., 19 June 1946 after 2 years 8 months of service; stricken from the Naval Vessel Register 1 August 1965; sold for scrapping 29 December 1966.

Federal Shipbuilding Port Newark construction trades Jan-Jun 1943; Norfolk Navy Yard completion trades Jun-Nov 1943
    Limitations
The Norfolk Navy Yard history is an official 1945 USN yard history accessed via USGenWeb transcription (Wayback capture); NavSource is a secondary archival index (accessed via Wayback capture 2024-09-15; live page blocks automated fetch); Shipbuilding History is the standard secondary yard-production reference. Laid-down, striking, and disposal dates rest on NavSource and consistent secondary compilations (uboat.net, navalmarinearchive mirror) - DANFS does not state them. No asbestos content in any of these sources.

    Finding type

    Finding
Era/yard inference: a Cannon-class (DET-design) destroyer escort built 1943 carries a diesel-electric plant - four GM 16-278A diesel-generator sets, electric drive, 6,000 shp, two shafts - with no boilers and no steam system, so the heavy steam-ship asbestos categories (boiler and steam-line lagging) do not apply; the era-consistent application set is diesel exhaust insulation, gaskets, packing, electrical insulation, brake linings, and deck coverings. Builder Federal Shipbuilding, Kearny/Port Newark is documented at yard level: an Owens-Illinois industrial health survey (Aug 30-Sep 2, 1944) recorded insulators working with asbestos pipe covering (Johns-Manville Superex) and Kaylo boiler insulation in confined shipyard spaces - dated about a year after this hull's Port Newark construction window. Completion yard Norfolk Naval Shipyard is likewise a documented asbestos-era yard (EPA Superfund listing; NAVFAC site descriptions).

    Population
Federal Shipbuilding Port Newark trades 1943; Norfolk Navy Yard completion trades 1943; crew 1943-46
    Limitations
Class/era and builder-yard inference only - NOT a hull-specific finding. No hull material schedule, insulation spec, or ACM survey located; the DET plant's reduced asbestos-category set is relative to steam DEs, not proof of any specific material aboard. The Federal IH survey postdates this hull's stay at Port Newark by ~14 months. Does not quantify material or establish any individual's exposure.

    Finding
Program-level era context: GAO documented the Navy's extensive shipboard asbestos insulation use during the WWII construction era, with substitution not beginning until the early 1970s - this hull's 1943 construction and 1943-46 service fall inside the documented asbestos-use era.

    Finding type

    Finding
No qualifying asbestos litigation naming USS Carroll / DE-171 located in the portion of the sweep that executed. "USS Carroll" (exact phrase, opinions) returned 0 hits. Hull-number sweeps returned only identifier collisions, not the vessel: "DE 171" opinions returned 38 hits consisting of ECF docket-entry-number references (e.g., 'Sealed motion, DE 171' in U.S. ex rel. Carrel v. AIDS Healthcare Foundation, S.D. Fla. 2017) - 'DE 171' is a docket-entry string, not a hull reference; "DE 171" RECAP dockets returned 634 dockets / 866 documents on the same collision basis. No opinion or docket names this vessel.

    Limitations
Sweep incomplete under fleet pacing: "USS Carroll" RECAP dockets, "DE-171" (hyphenated) opinions and dockets, and "aboard USS Carroll" queries were attempted repeatedly over ~90 minutes and blocked by the fleet-wide request budget (helper exit 2); logged as blocked in search ledger sl-08. Coverage is in any case limited to CourtListener-indexed federal/state opinions and federal dockets; unindexed state trial-court filings and settled MDL-875 claimant records are outside coverage. 'Carroll' is a common surname - surname-collision sweeps were not run because the exact-name opinion sweep returned zero.

    Finding
No qualifying ship-specific asbestos record located for DE-171: no hull ACM survey, no abatement or remediation contract, no scrapping/disposal hazmat disclosure, and no qualifying docketed case naming this hull found in the public sources searched (see search_ledger; litigation sweep partially executed - ev-05).

    Limitations
Absence of a located public record does not prove absence of asbestos aboard - the hull was built inside the documented asbestos era and scrapped before the Navy's removal programs. Does not establish that asbestos is or is not present; does not establish or defeat any claim of exposure or legal eligibility.
