- DANFS record for this hull: named for Ensign Russell Franklyn Chambers, USNR (born La Habra, Calif., 10 June 1914; aviation cadet 5 December 1938; commissioned ensign 4 November 1939; reported MIA 27 December 1941 after an engagement over Jolo, Philippines; declared dead 28 December 1942). Launched 17 August 1943 by Brown Shipbuilding Co., Houston, Tex.; sponsored by Mrs. R. F. Chambers; commissioned 22 November 1943, Commander H. A. Loughlin, USCG, in command; reported to the Atlantic Fleet. Training ship for prospective escort crews, then cleared Norfolk 13 February 1944 on the first of eight convoy escort crossings to North African ports from Norfolk and New York. Sailed New York 8 July 1945 for Pearl Harbor (arrived 16 August), transported homeward-bound servicemen to San Pedro; departed for the east coast 11 September; decommissioned in reserve at Green Cove Springs, Fla., 22 April 1946. Loaned to the Treasury Department, commissioned as a Coast Guard ship 11 June 1952, redesignated WDE-491; Atlantic weather patrols out of New Bedford, Mass., and Newfoundland cruises until USCG decommissioned her 30 July 1954. Reclassified DER-391 28 October 1954 and converted to a radar picket escort; recommissioned 1 June 1955 for radar picket duty out of Newport, R.I.; Atlantic Barrier Patrol from June 1956 until out of commission in reserve 20 June 1960 at Philadelphia. April-2016 edition adds: stricken 1 March 1975; sold for scrap 24 September 1975.

- Finding
- Official USCG webcutters index entry for this hull: 'CHAMBERS (1952-USCG) DE-391; WDE-491' - confirms Coast Guard custody and the WDE-491 designation (current USCG Historian tag pages index the cutter as 'USCGC CHAMBERS (WDE-391)' - designation divergence carried in gaps). Coast Guard manning corroborated: the transcribed USS Vance (DE-387) history records Escort Division 45 as 'a division of Coast Guard Destroyer Escorts' comprising Lansing (DE-388), Durant (DE-389), Calcaterra (DE-390), Chambers (DE-391), and Merrill (DE-392); uboat.net convoy records place Chambers in the TF-60/CortDiv screen of convoys GUS-39 (May 1944) and UGS-46 (June 1944).

[7]Consolidated era/design inference - BuShips SDB 1945 design-group-4 machinery row (no boilers; F.M. diesel) + GAO HRD-80-2 era context + Atlas class-pattern precedent for diesel-powered escorts [other_primary]

- SDB1945v1 pp. 234-235 group-4 row (machinery, 'None' in boiler columns); cf. batch-4037 uss-edsall-de129 ev-06 (same diesel-DE application set)
- Finding type
- asbestos_application
- Finding
- Era/design inference: an Edsall-class (FMR) destroyer escort built 1943 would have carried era-standard asbestos applications appropriate to a diesel-powered escort - exhaust-system insulation and lagging, gaskets and packing, electrical insulation, brake linings on winches and windlass, fireproofing, and deck coverings. Because the FMR plant has no boilers or steam lines (SDB 1945 design-group-4 machinery row), the largest asbestos categories of steam ships (boiler and steam-line insulation) do not apply to this design. The hull's later conversion to a radar picket escort (DER-391, 1954-55, per DANFS) added radar-surveillance equipment - a period-consistent opportunity for additional asbestos-containing electrical insulation and fireproofing, undocumented for this hull.

- Limitations
- Class/era and design inference only - NOT a hull-specific finding. No insulation schedule or material list for DE-391 was located; this establishes era-consistent expectation for the type, not that any specific material went aboard this hull. Does not quantify material or establish any individual's exposure. Builder yard (Brown Shipbuilding, Houston, Tex.) is not in the Atlas shipyards dataset - no yard-level asbestos documentation is attached. DER-conversion material scope is inference on inference.

- Finding
- Documented asbestos aboard a preserved Edsall-class sister hull built by the SAME yard as this hull: the Galveston Daily News reported asbestos in public areas of USS Stewart (DE-238) and USS Cavalla (SS-244) at Seawolf Park, with contractor Separation Systems Consultants approved to proceed with abatement; the Galveston Park Board cited U.S. Navy inspection recommendations that an asbestos survey be conducted. USS Stewart (DE-238) is a Brown Shipbuilding-built Edsall-class hull - same class and same builder as Chambers - class-level corroboration that Brown-built Edsall-class construction carried asbestos-containing material.

The only 'asbestos' hits naming USS Chambers (DE-391) in general web search are law-firm marketing listicles that enumerate every WWII hull (shepardlawfirm.com, freeasbestostesting.com, mesotheliomahope.com, mesotheliomaveterans.org, mesotheliomahelp.org) - non-authoritative and excluded by batch rules.
