    Limitations
DANFS documents service history and specifications, not materials or asbestos content. It does not name the yards for SRA-I (1983), SRA-II (1985, described only as a St. Johns River dry dock - Jacksonville area), SRA III (1987-88), the Newport 'shipyard' upkeep (1993-94), or the 'shipyard at Naval Base Norfolk' (1995-96) - yard attributions are carried in gaps, not asserted. The commanding-officer table lists Kelley's assumption as 17 May 1980 vs. the 9 May 1980 commissioning date - likely relief after delivery-week turnover, noted not reconciled. Finding
The official Naval Vessel Register entry confirms this hull's identity, builder, dates, and disposal mechanism: disposed 15 March 2000 through SAP as a FAA Section 516 (Southern Region Amendment) grant transfer to Poland - simultaneous decommissioning, striking, and custody change, with no NDRF/reserve-fleet or MARAD lay-up interval. NVR's own material lines document the asbestos-relevant design facts: steel hull with aluminum superstructure, and propulsion type 'Gas Turbines' (no boilers/steam plant).

    Finding
Published federal opinion naming this hull - NOT asbestos litigation: plaintiff John Dyer, a pipe-fitter employed by Pennsylvania Shipbuilding Company (a contractor hired to make repairs to the vessel), alleged permanent hearing loss from 'intense, deleterious vibrations and excessively loud sounds of jack-hammers and/or chipping hammers' while making repairs on board USS Clark, 15 September-22 December 1987. The work window coincides with DANFS's SRA III (3 Sep 1987-8 Jan 1988) during Clark's Philadelphia homeport period, identifying Pennsylvania Shipbuilding Co. as an SRA III repair contractor aboard this hull. The opinion resolves an FTCA administrative-claim timeliness issue (dismissal posture).

    Pennsylvania Shipbuilding Co. contract pipe-fitters aboard FFG-11, Sep-Dec 1987
    Limitations
Non-asbestos occupational-injury case - hearing loss, not exposure. It establishes only that contractor pipe-fitters worked aboard this hull during the Sep-Dec 1987 availability (chipping/impact work); it does not identify materials encountered, and no asbestos finding is recited. Hull attribution to FFG-11 is firm: DD-361 was scrapped in 1946, and the 1987 Philadelphia homeport matches DANFS.

GAO HRD-80-2 report text (Navy responses to GAO questions 1-3)
    Finding type
    gov_survey
    Finding
GAO documents the Navy's asbestos transition that bounds this hull's construction window: product specifications for thermal insulation were changed in 1973 to specify asbestos-free materials; the formal elimination policy issued October 1975 (remove/replace damaged insulation or insulation removed for repairs); and 'although product specifications for thermal insulation had been changed in 1973 to specify the use of asbestos-free materials, asbestos materials had already been purchased and in some cases installed in ships under construction. Therefore, some ships were delivered with asbestos insulation as late as May 1978.' In January 1979 the policy was modified to include selective replacement in high-maintenance areas; the Navy estimated that over 5 years this would remove all shipboard thermal asbestos insulation 'except the 30 to 50 percent which normally remains untouched,' and 'there are a few shipboard applications for which no acceptable substitute asbestos-free materials have been identified.' Clark was awarded Feb 1976, laid down July 1978, delivered May 1980 - construction beginning two months after the stated last-asbestos-insulation delivery marker.

    Limitations
Program-level GAO record, not a hull record - it bounds the transition era without naming FFG-11 or any frigate. The 'May 1978' marker concerns deliveries of ships still carrying pre-purchased asbestos thermal insulation; Clark's later delivery (May 1980) is consistent with an asbestos-free thermal-insulation fit but does not prove it, and the GAO caveat on applications lacking substitutes leaves non-thermal ACM questions open. gao.gov returned HTTP 403 to automated fetch (standing block from BATCH-01) - quoted text verified via search-index result text; full-text pull remains an open lead.

    Finding
The Navy itself maintains a public FOIA reading room of asbestos-related product specifications and qualified-products lists, establishing the controlled-material suite of the era: thermal insulation spec MIL-I-24244 (the 1965-73 base spec and its 1974-76 revision window - the spec family GAO identifies as changed to asbestos-free in 1973), asbestos-fiber insulation felt (QPL-15091), metallic-asbestos spiral-wound gaskets for boilers and flanged pipe joints (QPL-15342, QPL-16265), asbestos deck covering / magnesia aggregate (QPL-16680, document dates 1965-10/12/1978), asbestos high-pressure packing rod (QPL-17349 area), and thermal-insulation cement adhesives (QPL-3316). For a hull built 1978-1980 these entries document which product categories still carried asbestos-qualified lists during her construction.

Marian Ambroziak; the name ORP General Kazimierz Pulaski was conferred 25 June 2000 at Gdansk with Ludgarda Buzek as sponsor, in a ceremony Secretary of State Albright attended (State Dept. archive text; UPI contemporaneous dispatch places the turnover at Norfolk 15 March as part of a NATO modernization program). The museum's technical block lists full displacement 3,638 t, length 135.6 m, 2 gas turbines 41,000 hp, crew 215. Significance for this record: the hull was never scrapped or mothballed - it remains an active warship.

Absence of a located public record does not prove absence of asbestos aboard - nor its presence. The 1973/1975 spec transition documented in GAO HRD-80-2 bounds but does not resolve this hull's material fit, and residual non-thermal applications (gaskets, packing, deck coverings) remained asbestos-qualified into the construction window per the NAVSEA spec index.
