- Finding
- Second Navy ship named Cohoes (DANFS 'Cohoes II'). Built as a net laying ship by Commercial Iron Works, Portland, OR; launched 29 November 1944 (sponsor Mrs. W. W. Johnson); commissioned 23 March 1945 and reported to the U.S. Pacific Fleet. After training at Pearl Harbor she sailed 20 June 1945 for Eniwetok (arrived 2 July), where she installed, maintained, and then removed the net line until 16 October; sailed for Ponape (arrived 18 October) to lay a mooring; operated in the Carolines and Marshalls, salvaging and re-laying a Japanese mooring buoy in Langar Roads; arrived San Francisco 12 December 1945 for duty at the Tiburon Net Depot. Served at Tiburon until April 1946, then at Astoria, OR; returned to San Francisco September 1946; sailed for San Diego August 1947 and was placed out of commission in reserve there 3 September 1947.

- Limitations
- Identity and service narrative only - DANFS contains no materials, insulation, or asbestos content. The live NHHC page returned HTTP 503 on every attempt this session (2026-09-24) and no Wayback capture could be retrieved; wording was reconstructed from consistent search-engine excerpts that quote the DANFS entry, not from a directly fetched or saved copy - hence 'partial'. Laid-down date, dimensions, complement, and propulsion are NOT taken from this row (not recovered; see gaps).

[2]National Archives and Records Administration, 'Navy Deck Logs Available in the National Archives Catalog' (research page), entry 'Cohoes (AN-78)' [other_primary]
- Locator
- Alphabetical list, letter C, entry 'Cohoes (AN-78)' - Years: 1968, 1969, 1970; catalog links https://catalog.archives.gov/search-within/594258?q=%22Cohoes (AN-78)%22 AND %22<year>%22
- Finding type
- vessel_history
- Finding
- The National Archives' index of fully digitized U.S. Navy deck logs lists 'Cohoes (AN-78)' with logbook years 1968, 1969, and 1970, linked into the National Archives Catalog deck-log series (catalog search-within 594258). This places the hull back in active Navy service, keeping deck logs, in 1968-1970.

- Limitations
- Directly fetched official NARA page (2026-09-24). Establishes only that digitized deck logs exist for 1968-1970 under the AN-78 label; the logs themselves were not opened (the catalog viewer and API require a browser session or API key not available here). Does not establish the recommissioning date, the ANL-78 redesignation, the operating area, or any materials/asbestos content. Absence of 1945-1947 years from this digitized list means only that those logs are not yet digitized, not that they do not exist.

- Finding
- NHHC photographic records identify the ship in late-career service: photograph USN 1132272 is catalogued as 'USS COHOES (AN-78)', underway off Oahu, Hawaii, 6 May 1968; photograph NH 84952 is catalogued as 'USS COHOES (ANL-78)', documenting the later ANL-78 designation of the same hull.

- Limitations
- Both NHHC pages returned HTTP 503 on direct fetch this session; the catalog titles and the USN 1132272 caption (date and location) were read from search-engine excerpts of the official pages, not from a saved copy. The date of the ANL-78 redesignation is not stated in anything seen; NH 84952's own date was not recovered. Photographs support identity and activity only - no materials or asbestos content.

- Locator
- DANFS 'Sphinx' entry, 1968 deployment passage
- Finding type
- historical_record
- Finding
- The DANFS entry for USS Sphinx (ARL-24) records Cohoes (AN-78) sailing in company with Sphinx from San Diego for the western Pacific in April 1968, with port calls including Pearl Harbor, Kusaie, Guam, and Subic Bay - an independent NHHC cross-reference for the ship's 1968 western Pacific deployment.

- Limitations
- Seen only as a search-engine excerpt of the Sphinx entry; the live page was not fetched (NHHC HTTP 503 throughout the session). Corroborates 1968 active service and westward deployment; does not establish Vietnam in-theater operations, campaign credit, the recommissioning date, or any materials/asbestos content.

[5]Repository master-hull-list.json entry 'USS Cohoes' (AN-78, tier 2, done:false); cloud-prompts/batch1819.md; DANFS page naming ('Cohoes II') per ev-uss-cohoes-an78-01 [other_primary]
- Locator
- git show origin/master-hull-list:master-hull-list.json - entry name 'USS Cohoes', hull_number 'AN-78'
- Finding type
- historical_record
- Finding
- Consolidation and source-discrepancy note: YN-97, AN-78, and ANL-78 are successive designations of one continuous hull, carried here as one canonical record (uss-cohoes-an78). The batch prompt describes the all-tier VERIFY match as 'AN-78 (USS Cohoes, Tier 1)', while master-hull-list.json (branch master-hull-list) lists USS Cohoes AN-78 as tier 2, not done; the record is produced at the evidence tier the sources support (2). An earlier, unrelated ship of the same name (DANFS 'Cohoes I') is a same-name predecessor outside the scope interval, not this hull. Widely repeated secondary claims of a 1968 'recommissioning' and nine Vietnam campaign stars could not be confirmed against an official source this session and are not asserted.

- Peer-reviewed historical study documents that asbestos was used extensively as a fireproofing and insulating material in U.S. shipbuilding during WWII - the era in which this steel-hulled net laying ship was built (1944-45).

- Limitations
- Era-level context only; does not name this vessel, its class, or its builder, and establishes nothing about materials aboard this hull, quantity, location, removal, exposure, or causation. The DOI could not be re-resolved this session (doi.org unreachable through the network policy); the citation is carried from a prior verified repository record. Diesel-powered net layers carried a smaller insulation load than steam-plant ships; this row must not be read as a ship-specific finding.

- Locator
- search_ledger rows sl-uss-cohoes-an78-01 through sl-uss-cohoes-an78-19 (CourtListener: -08 through -16)
- Finding type
- historical_record
- Finding
- No qualifying ship-specific asbestos record located: no asbestos survey, abatement record, hazmat disclosure, product identification, or docketed case naming this hull under any identifier (Cohoes, YN-97, AN-78, ANL-78) was found. CourtListener exact-phrase searches for 'USS Cohoes' and 'U.S.S. Cohoes' returned zero opinions and zero RECAP dockets; class-level searches ('Cohoes-class', 'net laying ship', 'net tender' with asbestos) returned zero; all hull-number and 'Cohoes'+asbestos hits were name/number collisions (see search_ledger).

- Limitations
- Absence of a located public record does not prove absence of asbestos aboard. The principal official narrative (DANFS) and the Naval Vessel Register could not be directly fetched, and no deck log was opened, so this negative is bounded by source access. Collision hits were classified by case name/court and the absence of the ship's exact name; the 15 opinion and 48 RECAP 'Cohoes'+asbestos collision hits were not opened document-by-document. Establishes nothing for or against any individual exposure claim or legal eligibility.

- Record-group mapping only; no file-unit retrieval performed. Deck logs rarely record insulation materials; plans may specify insulation but would be class/design evidence, not proof of what was installed or remains. Whether any Cohoes-specific asbestos document exists in these holdings is unknown. Nothing in this row is an asbestos finding.
